(AFG-KABUL) Assistant Chief of Training


Job Summary


As Assistant Chief for Training, he/she is responsible for developing and managing a comprehensive training program of a sufficient magnitude for all functional areas of the fire department.


Principal Accountabilities


(Typical duties include the following, although specific duties vary by assignment or contract)


  • Participates in the administration and planning of a comprehensive fire prevention and firefighting and rescue program of a sufficient magnitude at the installation

  • Responsible for planning, developing, implementing, reviewing, and evaluating the program

  • Assures that procedures are effected; and station logs and other records pertinent to reports, activities, drills, inspections, responses to fires, etc., are maintained properly and submitted within time limits

  • Prepares, executes, and schedules assignments of assigned personnel to stations, duties, and equipment

  • Conducts no-notice and pre-briefed fire drills

  • Maintains current knowledge of the base, its structures, and all systems related to fire protection

  • Ensures related firefighting duties are accomplished and documented as outlined in flight SOPs

  • Performs required maintenance and tests on rescue tools and saws, ground ladders, fire hose, ropes, harnesses and hardware; serviceable inspections of firefighters’ protective firefighting clothing; and develops a respiratory protection program for self-contained breathing apparatus (SCBA)

  • Develops recommendations to the Fire Chief on the level and mix of resources needed to maintain an effective firefighting program

  • Identifies and reviews the status of base fire deficiencies and coordinates with the Fire Chief and technical services section to effect necessary corrective action within program concepts

  • Directs and participates in career training programs designed to increase technical proficiency of firefighters

  • Serves as the on-scene commander of a fire/crash scene until relieved by the Fire Chief or Deputy Fire Chief

  • Supervises fire alarm communication center operations to ensure all firefighting equipment and personnel are dispatched as required

  • Performs supervisory personnel management responsibilities

  • Employee is required to report for duty during Natural Disasters or such emergency situations.

  • The position is subject to immediate recall and extended shifts during emergencies.

Knowledge & Skills


  • The work of this position requires a SECRET Security clearance.

Experience & Education


  • A minimum of one year of experience in similar position, as described in the following specialized and general fire prevention experience description.

  • Specialized experience is defined as: Experience of all phases of fire department operations, i.e. structural, crash/fire/rescue, hazardous material and Basic Life Support medical services.

  • Experience in fire prevention, fire protection, emergency protection services and environmental protection in order to plan, direct and supervise shift work to support the installation.

  • CERTIFICATION REQUIREMENTS: Certifications must have been awarded by the Department of Defense (DOD) or any equivalent entity accredited by International Fire Service Accreditation Congress (IFSAC) or Pro-Board.

  • Must have and be able to maintain the following Firefighter Certifications: Fire Officer III, Instructor III, Inspector II, Hazardous Material Incident Commander, and Airport Firefighter

  • National Incident Management System certifications (NIMS): IS-100 and IS-200 IS-300 and IS-400, IS-700, and IS-800,

  • Must maintain a valid State driver’s license and an Emergency Vehicle Operators certification.

Physical Requirements/Working Environment


  • This position requires the employee to work under adverse environmental conditions and falls under the respiratory protection program and hearing conservation program.

  • The position is subject to immediate recall and extended shifts during emergencies.

  • Employee is required to report for duty during Natural Disasters or such emergency situations.
