Afghanistan: Short Term Assignment for Developing methodology and tools, conducting baseline study and designing a guide for annual research on the state of enabli


Background


Civil society has long been a key factor in addressing a full range of issues in the social, cultural, religious, humanitarian and political life of Afghanistan. With the focus upon transition to Afghan leadership, civil society, particularly local and national non-governmental organizations (NGOs), have the potential to play an important and complementary role in Afghanistan in the delivery of the government’s priority programs, in supporting improved governance, in connecting the wider Afghan population to the state, and in advocating for the vulnerable and excluded.


NGOs in Afghanistan face challenges, including financial and capacity gaps and a public trust deficit, in their endeavors to play such a role effectively. The government, the international community, and civil society have been considering methods by which to support NGOs to address these challenges and realize their potential, dating back to discussions at the Conference on Enabling Environment for Effective Private Sector Contribution to Development in Afghanistan in June 2007. One of the outcomes of these considerations was the formation of a working group, with representation from international and national NGOs, key national NGO networks, and civil society professionals, to establish an organization that will enable NGOs to address these challenges.


The Afghanistan Institute for Civil Society (AICS) main objectives include:


  1. To raise the credibility of the civil society sector by certifying local NGOs using locally defined and internationally recognized standards.

  2. To systemize capacity building efforts by coordinating initiatives using measurable performance indicators.

  3. To strengthen the role of civil society in Afghanistan’s development through policy dialogue and active engagement with the government, donors and the broader development sector.

  4. To provide a channel for resources for civil society by strengthening philanthropic and corporate social responsibility efforts.

1.Rational


Given that addressing social development issues will be an important factor in enabling Afghanistan to transform into a stable, modern and forward looking state, civil society organizations (CSOs) have the potential to play a critical and complementary role in the delivery of the government’s national priority programs, supporting improved governance, connecting the wider Afghan population to the state, and in advocating for the vulnerable and excluded. The AICS enabling environment initiative contributes to creating an enabling environment for civil society. As part this initiative, AICS will conduct a study on the state of the enabling environment for CSOs in Afghanistan. The study will examine the legal, regulatory, policy, infrastructure, resources, public perception, financial sustainability and the networking environment in which CSOs operate.


The study will identify critical challenges, needs and opportunities related to conditions in which CSOs function in the country. This initiative will contribute to improving CSOs through: 1) Informing and influencing civil society related policies and programs by providing regular data on different dimensions of state of civil society to interested stakeholders, including civil society, governments, INGOs and donors; 2) Providing data-supported recommendations for improving the enabling environment for CSOs that can be used for initiating policy dialogues with relevant stakeholders; 3) Developing research methodology, indicators and baseline data to measure progress on conditions in which CSOs function over time, allowing stakeholders to understand the impact of civil society development investments in Afghanistan


The purpose of the consultancy is to establish a baseline for the current state of civil society organizations, identifying the supporting and hindering forces, and create research framework, methodology and tools for future similar research activities.


Afghanistan Institute for Civil Society (AICS) is seeking an experienced research designer and/or survey consultant or firm to develop research tools and methodology to measure the state of enabling environment for civil society in Afghanistan. AICS will use the research tools and methodology for annual research on the same subject. Also, the research findings will serve as a basis for developing and adapting national level policies to improve the state of the enabling environment for civil society. The initial data will serve as baseline to measure the progress or regress over time.


2.Objective


· Develop tools and methodology for annual research used to measure the state of enabling environment for civil society in Afghanistan.


· Conduct the first study on this subject in Afghanistan.


· Produce the first (2015) State of the Enabling Environment Report for Afghanistan.


SCOPE OF SERVICES


This assignment involves the design and administration of a study/research tool to collect information from grass-root along with thorough policy/documents review about the state of the enabling environment for civil society in Afghanistan.


The baseline data will be used as a regular point of comparison, to help the Afghanistan government, international agencies, donor community, civil society and other stakeholders to examine the conditions in which CSOs function over time. It is very important that the baseline data collection must be done carefully, and that all methods and data collection tools are well documented, so that the exact same methods and tools can be used for future data collection.


The selected consultant/firm will prepare work-plan, develop the tools and methodology, prepare report and produce the final Enabling Environment Index Guide and Research System in consultation with AICS. AICS encourages applicants to think creatively and suggest methods and tools that they deem necessary for this assignment and feasible in the context of Afghanistan – particularly considering the long-term viability of this research.


Although these are subject to further changes and improvements as well as indicators for each dimension to be created and examined, the research will likely focus on measuring mainly the following key dimensions:


· Socio-political environment


· Socio-economic environment


· Socio-cultural environment


· Legal and regulatory environment


· Organizational capacity/infrastructure


The selected consultant/firm, together with AICS, will determine key dimensions to focus on/measure, develop indicators within each dimension and provide clear definition for each dimension and indicator. All these must be done based on findings of thorough desk-review of similar research practices, meanwhile, taking into account complexities of Afghan civil society context. The selected consult/firm will develop tools and methodology that measure each dimension – and indicator – accurately

4.Proposal requirements


Applicants must submit a proposal that will include approaches to literature review and methodology for this assignment. The proposal will also describe the design of the study tools, sampling, data collection and analysis methods and reporting procedures. The proposal must include the following descriptions.


  1. Detailed description – along with rationale – of the methodology, including:

· Indication of relevant literature sources


· Research design


· Sampling method


· Data collection method


· Data analysis method and tools


· Quality control


· Final report format


  1. Detailed information about the data collection staff preparation (training) and data collection in field will be supervised.

  2. A detailed timeline of activities that must include each stage of the research – including literature review, development of tools and methodology, trial of study, data collection and entry, data analysis, reporting the findings and submission of the Enabling Environment Index Guide and Research System.

  3. Qualification and relevant experience of the applicant.

  4. A full budget in U.S. Dollars.

  5. Three reference (with contact information) from past relevant experience.

  6. CVs of key personnel.

The assignment will be for 6 Months, from December 2015 to May 2016.

ECODIT’s USAID-funded Energy Links Project seeks an expatriate, short-term Secretariat Information Management Specialist to support CASA-1000, a long-distance electricity transmission project that will connect the national grids of Kyrgyzstan, Tajikistan, Afghanistan, and Pakistan. The Energy Links Project hires and manages the Secretariat for CASA-1000, which provides overall leadership and coordination for negotiation and construction of this multi-donor, $1.2 billion activity.


Responsibilities:


The selected candidate will be responsible for leading a thorough review, assessment, optimization, and update of the existing document management system in the Secretariat Headquarters (HQ). This short-term assignment is expected to take 60 working days spread over three to five months. The candidate will:


  • Assess the current state of information technology (IT) use and the organization of documents within the Secretariat;

  • Develop a comprehensive specification for an Information and Document Management system both for existing documents and for the expected flow of documents that will be created in the future;

  • Develop and finalize a structure for filing hard-copy documents;

  • Determine which documents should be digitized into soft copy, and determine what information access methods and security are most appropriate for hard- and soft-copy documents; and

  • Define requirements for the CASA-1000 website to improve access to general information, news, and project promotional information, and establish controlled and secure access by counterparts and CASA-1000 Secretariat staff to documents and other non-public project information;

Qualifications:

Candidates for this short-term position should meet the following qualification requirements:


Educational Background


  • Bachelor’s Degree in a relevant field (IT, Software Engineering, etc.) is required; Master’s Degree preferred.

Experience

  • Minimum 10 years of past experience working as an Information Management expert with direct experience in the development of an information center or a technical/project document repository. The experience should ideally include, but not be limited to, the responsibility for the management of office records; regular maintenance and back-up of the electronic records management system; digitization of hard-copy documents using OCR software; etc.

  • Fluency in English (reading, writing, and speaking) is required.

  • Knowledge of the MS office software suite is required.

  • Knowledge of at least one computer software package for document management – e.g., Documentum, LogicalDOC, Docxdrive, and/or M-files Pro – is essential.

  • The objective of the advisor is to assist GDPDC in understanding the need for, and creating realistically sustainable infrastructure to maintain prisoner and inmate records and to consistently and accurately and objectively classify prisoners according to their individual risks and needs.




  • Additionally, this advisor should recognize and encourage the integral relationship classification and records have with promoting alternatives to incarceration, such as early release, drug treatment, community corrections, and other programs.




  • Mentor should assist in encouraging the GDPDC to implement existing provisions for early release based on age and sentence, as well as maximizing the effectiveness of presidential pardons. Additionally, mentor should work with the GDPDC to develop plans and procedures for alternatives to incarceration.




  • Mentor should also assist in developing a succession plan and encourage interest in future generations of record and classification leadership.



Qualifications:


Education and /or experience

* Minimum (3) three years as Associate/Deputy Warden (or equivalent)



  • Minimum (2) two years of corrections experience at the executive level, with central office, regional or state-level oversight over multiple correctional institutions and operations




  • Minimum (12) twelve years’ experience in corrections, at least two of which in records and classification capacity




  • A bachelor’s degree plus some demonstration of continuing education in prisoner classification and/or record-keeping systems

Summary:


Air Traffic Control Specialists (ATCS) control air traffic on and within the vicinity of the airport according to established procedures and policies to prevent collisions and minimize delays arising from traffic congestion. Responsible for the safe, orderly and expeditious movement of air traffic through assigned airspace.


Individuals shall demonstrate professional knowledge of air traffic control rules, regulations, and techniques, and the ability to apply this knowledge in either a control tower or radar approach facility. A Precision Approach Radar (PAR) rating may be required at specified sites. Individuals selected for this category shall be a graduate of an approved DOD, FAA, or ICAO air traffic controller course, shall possess FAA form 7220-1 and shall possess a valid Second Class or First Class Medical Certificate (FAA Form 8500-9) or equivalent at time of employment. The work requires extensive and thorough knowledge of the principles of electricity and electronics, and shop supervision, including shop practices and techniques; and requires thorough knowledge of electronic and electrical circuitry, and the ability to interpret and work from blueprints, drawings, schematics, manuals, handbooks, and technical specifications. These individuals shall provide technical guidance and supervision to lower level technicians.


Essential Job Functions: (not limited to duties as described – performs related duties as requested)


  • Maintains navigational aids and navigational aid systems.

  • Must be qualified on typical military and commercial Meteorological/Navigation systems.

  • Maintain meteorological and navigation systems and equipment IAW technical guidelines.

  • Inspect equipment at specified intervals determining operational status.

  • Use specialized test equipment and software controlled diagnostics to isolate malfunctions.

  • Maintains meteorological observing, collecting, and display systems.

  • Use of specialized test equipment and software controlled diagnostics to isolate malfunctions.

  • Repair of mechanical and electrical assemblies and subassemblies.

  • Tuning, aligning, and adjusting equipment.

  • Completing flight inspections.

  • Maintaining inspection and maintenance records.

  • Maintain Facilities Status Records (e.g.: AFTO 499, 512, 514, etc.)

  • Independently verifies operational condition of METNAV and integrated systems to be within prescribed parameters IAW applicable Technical Order/Manual or other supporting documentation (commercial manuals, FAA Orders, etc.)

  • Repair, adjust and align TACAN, VOR, ILS, and integrated system to pass recertification and periodic flight checks.

  • Experience maintaining these additional ATC NAVAID Systems is a plus: DME-2020, ILS-2100, MMLS, RCSU-2238, TACAN-2010, TRN-41, TRN-44, and VOR-1150.

Education & Experience: (or equivalent)


· HS Diploma or GED.


· Must have attended a DOD or FAA electronics or industrial school course of instruction, or an accredited correspondence school.


· 3 years of experience/background in electronics repair, maintenance and testing and one year electronic repair maintenance and test of the Meteorological and Navigational Aids systems.


License & Certifications:


Completion of a DoD or FAA Electronics Systems and Technology course.


Knowledge & Skills:


  • Knowledge and skills to maintain and repair electronic Navigational aids systems.

  • Knowledge and skills working with electricity and electronics.

  • Ability to use the specialized test equipment and software to isolate malfunctions.

  • Maintaining Records.

  • Ability to repair mechanical and electrical assemblies and subassemblies.

  • Must have the technical knowledge to solve unusually complex problems, and be able to exercise independent judgment in performing tasks in support of electronic systems or electronic equipment.

  • Participate in and provide technical assistance during system flight inspections.

  • Maintain diagnostic tapes, tools, support, and test equipment.

  • Maintain accountability of all parts of appropriate systems, spare parts and requisitioning of spare parts.

  • Ability to provide technical guidance and supervision to lower level technicians.

  • Proper safety procedures in system maintenance and operation IAW OSHA guideline.

In Afghanistan, Oxfam Novib implements an expanding development, humanitarian and campaigning program, in partnership with local NGOs, community based organizations and networks. We also work in close collaboration with other Oxfam affiliates. In Afghanistan, Oxfam Novib is the managing affiliate for Oxfam International, leads humanitarian preparedness and response activities and coordinates the Rights in Crisis policy and advocacy campaign


****Objective of the position**** Ensure that the Oxfam country support and security strategy is developed, implemented, monitored and reviewed on a regular basis; consistent with Oxfam policies, standards and requirements in order to promote safety and security for Oxfam staff, partners and program participants.


****Main tasks of the position:****


  • Ongoing analysis of the context and developments in relation to context analysis of the ongoing local situation;

  • Develop and maintain up-to-date context analysis and risk assessments;

  • Develop and maintain an effective incident reporting system and train others in its use;

  • Maintain close contacts with all relevant stakeholders to develop a network and build relationships with key actors, including NGOs, INSO, UN and governement agencies, to ensure gathering of reliable security information;

  • Undertake regular and ad hoc security assessment missions as necessary, in order to gather information and to analyse the overall security situation in existing and potential areas of intervention;

  • Lead the development and regular review of a security management system, which includes a management plan (SMP), Standard Operating Procedures (SOPs) and Contingency Plans (CPs);

  • Advise and support the Country Director (CD) with regard to implementing the management system;

  • Ensure the security management system is in line with existing Oxfam security policy, protocol and approach and the changing needs as dictated by the Afghan context;

  • Support the Country Director and other senior staff to manage security incidents and mitigate against security risks;

  • Provide crisis management support to the managers senior management for incident response, reporting and analysis;

  • Ensure that the supporting departments (HR, Administration and Logistics) have in place an appropriate system to facilitate good security management;

  • Ensure that staff have the security skills and awareness that they need to be effective, by providing appropriate learning and development opportunities, including delivering training;

  • Ensure that all staff and visitors receive appropriate briefings on arrival and as required if circumstances change;

  • Ensure that an appropriate system is in place to provide security information to travellers in advance of their departure.

Requirements:


  • have knowledge of and working experience concerning security-issues in fragile countries;

  • have experience of working in a complex environment and experience with leading on welfare and security issues;

  • have experience with welfare and security issues related to civil society and INGOs;

  • have the ability to network and to gather information relevant for security;

  • have the ability to deal professionally with crisis situations;

  • have the ability to be adaptable and flexible and prepared to travel to and work in crisis regions;

  • are a team player and team builder in a multi-cultural setting; ability to stimulate and coordinate team work;

  • have demonstrable high-level communication skills and proficiency (in writing and narrative) in English.
