SUMMARY


This is a Computer Technician position at a secure facility. Work hours will be M-F 0800 – 1630. There may be a requirement to work overtime on occasion to accommodate unique customer functions. Perform computer repairs, troubleshooting; maintain inventories and other assigned duties. Candidate must be able to work with only basic supervision.


ESSENTIAL JOB FUNCTIONS


Assists the LAN administrator in troubleshooting LAN systems and the Telephone Switch Technician with the telephone networks. Assists in LAN and server administration and installation / maintenance of telephone PBX system. Assist in VTS and BSOC-V on-site user support for LAN systems by helping with the handling and resolution of trouble tickets.


OTHER JOB FUNCTIONS


May be required to assist the COMSEC Responsible Officer in the maintenance, tracking and operation of COMSEC and related equipment. May be required to assist the Telephone Control Officer in submission of communication requirements utilizing Remedy process.


Qualifications

2+ years of overall experience in LAN Administration


High School Degree or higher


Must have some experience in network management and knowledge of broad-based computer network environments.


Must be able to support installation and implementations in accordance with Air Force regulations and specifications.


Must be customer service oriented and have good written and oral communications skills.


Must be a U.S. citizen and possess a current DoD Secret security clearance or the ability to obtain one.


Must possess a CompTIA Security+ equivalence or higher.


Desired Skills:
Experience in supporting LAN users and knowledge in an enterprise Windows environment.


Demonstrated ability to add and remove computers from domain via server manager and setup, install and configure user computer’s as required.

Work is in a secure area with 95% of the work being performed indoors. Candidate must be able to physically perform the described in the job functions. Lifting up to 25lbs may be required during installation/removal of equipment.

Job Description Under direct supervision, responsible for coordination of ground transportation missions and/or air transportation in theater.


May be assigned to a camp passenger terminal for fixed wing or rotary aircraft and responsible for daily operations.


Responsible for preparation and maintenance of movement logs, passenger manifests, cargo movement logs, and daily mission logs.


Coordinates activities with military personnel and passes along pertinent information regarding flight rules and regulations to both the internal and external customer.


Assists military personnel in scheduling of flights and manifesting of employees.


Performs basic maintenance and stocking funtion at a passenger terminal to ensure customers’ needs are met.


Disseminates information regarding flight schedules, routes, delays, safety requirements, personal baggage limitations, and facilities for customers.

JOB DESCRIPTION:
Provide basic application software and/or hardware support to variety of customers worldwide and record these situations in Remedy ITSM with classification and prioritization and search for “workarounds”.


Provide Tier I support to customers to include localized troubleshooting of reported computer hardware, software, user environment and operating system issues.


Escalate incidents to Tier II support as appropriate, perform Configuration Management Database (CMDB) verification, update and report to the TTM, Management, Process Managers and customers on performance. Track tasking orders, operational orders, accreditation status, inspection schedules, and other time sensitive information.


Monitor central processing units (CPU), disk and memory resources, security and firewall, NAS and SAN, Internet Small Computer System Interface (iSCSI) and Fiber Channel, Cisco and Brocade routers, firewalls and switches, and internet protocol (IP) services. Provide a Critical Incident Report (CIR) for any degradation of these services to appropriate personnel IAW established Government procedures and timelines.


Gather information and track outages until connectivity is restored and provide updates until systems are fully restored. Receive and prepare electronic notifications to the users on all scheduled network outages.

GENERAL EXPERIENCE:
Positions in this series manage, perform, and administer

or organization and management.

The

purpose of this position is to troubleshoot, repair, maintain, inspect, and/or

overhaul a variety of complex combat, tactical, commercial, and special purpose

vehicles and equipment having complicated mechanical and non-mechanical systems

with a variety of interconnected systems.

Provides technical guidance and specialized team leadership to lower

grade employees.


b. DUTIES :
(1) Performs maintenance, troubleshooting, and

major repair on heavy-duty mobile equipment, combat, tactical, and automotive

vehicles. This may include

self-propelled artillery, tracked cargo and personnel carriers, road graders,

mobile cranes, front loaders, bulldozers, power shovels, tanks, tracked combat

vehicles, all terrain vehicles, semi trailers, forklifts, tractors, and

accessory equipment. Troubleshoots,

repairs and/or overhauls, as a regular and recurring duty, a variety of the

mechanically complex major systems to include internal combustion engines,

turbine engines, automatic and non-automatic transmissions, heavy duty drive

line systems, and hydraulic utility systems and controls, cross drive or

similar multi-system transmissions and a variety of intricate fuel injection

systems. Makes repairs and modifications

to assemblies and components such as voltage regulators,

generators/alternators, brake cylinders, etc., for use or placement in systems

for which they were not specifically designed.

Improvises work when standard procedures do not apply.

Troubleshoots equipment with a variety of the mechanically complex major

systems and diagnoses difficult performance problems and the cause of

mechanical failures by means of visual and auditory checks, uses test equipment

such as engine analyzers, compression testers, voltmeters, ohmmeters, pressure

gauges and computer diagnostic tools.

Utilizes embedded diagnostics in equipment and a wide variety of specialized

original equipment manufacturer system analyzers in order to determine the

exact nature or extent of repair.

Determines what adjustments may be necessary to complete work orders,

and whether any additional repairs other than those specified or indicated on

the work order are necessary.

Removes and disassembles engines and complex major assemblies, sub-assemblies,

components, and fuel, hydraulic, and oil pressure systems. Makes the appropriate repairs, overhaul, or

modifications in accordance with the proper repair specifications and

procedures, and improvises repair techniques when standard procedures are not

available. Reassembles engines and other

systems, and adjusts, tests, and reinstalls in vehicles and equipment as

necessary. Makes adjustments and repairs

to electrical and suspension systems.

Repairs equipment with a variety of interconnected systems to include

state of the art electrical and electronic, fuel injection, interconnected gear

reduction, multiple engine, and similarly complex systems. Improvises,

substitutes, or alters components or parts to fit into systems for which the

items were not specially designed or finds other ways to correct defects when

existing methods and procedures do not give desired results.

Independently performs repairs and maintenance functions with little or no

supervision in remote locations.

Conducts readiness and repair inspections on vehicles and associated equipment

supported by the activity.

QUALIFICATIONS REQUIRED:
GENERAL EXPERIENCE:
Work involves the repair, adjustment and maintenance of self propelled transportation and other mobile equipment (except aircraft).


  • This position is covered by the 5800 job family which includes occupations involved in repairing, adjusting, and maintaining self-propelled transportation and other mobile equipment (except aircraft), including any special purpose features with which they may be equipped.

Experience or training which demonstrates knowledge of equipment to be able to do routine jobs, simple preventative maintenance tasks, and is able to use common tools and equipment in the line of work.


EDUCATION REQUIREMENTS:
No special education requirements are needed for this position.


SPECIALIZED EXPERIENCE:
Within your application package, you must explain how you gained the specialized experience required for this position. Applicants applying at the WG 11 level must have 18 months e xperience or training diagnosing, repairing, overhauling, and modifying more complex vehicles, equipment,

and more complicated systems. Experience which has provided a thorough knowledge of diagnostic equipment. SUBSTITUTION EDUCATION FOR SPECIALIZED EXPERIENCE:
Study successfully completed in a college, university, technical or vocational school may be substituted for experience at the rate of one year of study (30 semester hours or 20 classroom hours of instruction per week) for 6 months of experience. Courses must be directly related to the work of the position.

Principal Accountabilities

  • Certify that weight distribution of the aircraft with cargo, baggage and passengers is in accordance with safety regulations and aircraft limits

Purpose:
Under the direction of Controller, the Associate Director, HQ Accounting will be responsible for headquarters-based accounting. The responsibilities include, but are not limited to, general ledger accountability, financial statements and analysis, timely month-end close, year-end audit and other special projects as assigned.


Responsibilities:
Responsible for overseeing Accounts Payable functions and all reconciliations.

Ensure timely 1099 and 1096 filings.

Maintain bank accounts and reconciliations.

Prepare the Fixed Assets reconciliation.

Monitor reserve accounts and investments.

Responsible for timely recognition of all revenues – fund raising, grants, sponsorship etc.

Prepare all necessary journal entries and upload in Great Plains.

Prepare temporary restricted net assets (TRNA) reconciliation on a monthly basis.

Maintain accuracy in all the transactions while ensuring timely monthly close.

Qualifications:
Bachelor’s degree required (Master’s degree or CPA preferred) in finance or accounting field.

Minimum of five years’ general accounting experience and two years as a manager of an accounting department.

Demonstrated ability and proficiency to create meaningful financial reports using advanced Excel required.

Ability to manipulate, analyze and interpret data.

Afghanistan: International Skill-based literacy curriculum development and material designer


Background


Afghanistan is one of the lowest ranked countries in terms of literacy with around 64% of Afghanistan’s adult population considered functionally illiterate. To address this situation UNESCO Kabul launched the Programme “Enhancement of Literacy in Afghanistan (ELA)”, the largest literacy development programme currently in existence in the country. The Programme is implemented in close collaboration with the Ministry of Education’s Literacy Department (LD) and has enhanced the literacy skills of more than 600,000 adult learners across the country over the last 5 years. The ELA Programme conducts nine month courses in basic literacy and numeracy as well as provides training in life skills in order to improve the living situations of learners.
The second phase of ELA came to a close in December 2013 with ELA Phase 3 beginning immediately after with the target of reaching 630,000 learners in 30 Provinces over the next 3 years.
The existing curriculum for Literacy and Non-formal Education in Afghanistan, titled LAND Afghan or Basic General Literacy (BGL), was designed in 2004 with the technical support of UNESCO. Years of implementation have led to the identification of certain gaps within the current curriculum. LAND Afghan is no longer responsive to the needs and quality of literacy demanded by the people of Afghanistan.
The need for a more demand-driven and learner-centered curriculum was one of the main findings and lessons learned from the ELA 2 Programme. For this reason curriculum revision is a key activity of ELA 3 with the aim of redesigning the existing National Literacy Curriculum. To date, two international UNESCO experts together with national technical officers of LD and ELA Programme have drafted a a competency-based Curriculum Framework for Youth and Adult Literacy and Basic Education, defining learning standards and performance indicators for reading, writing, speaking, listening and numeracy. In light of this development, the literacy courses which ELA hereafter will provide to enable learners to acquire competencies at a proficiency level that is equivalent to grade one to three of formal education, will be referred to as “Lvel One of Youth and Ault Basic Education.” Currently an ELA international expert and national technical officers are developing the curriculum and instructional materials of the level one of youth and adult basic education for 582 learning hours. In addition, ELA 3 requires the development of a Skills-Based Literacy (SBL) component of the ELA courses.


SBL course is anticipated to be made available to learners who successfully complete first two modules of level one youth and adult basic education. That is to say those literacy learners completing first two modules (equivalent to grade one and grade two of formal education) will be given options to continue to the SBL or 3rd module which enables the learners to acquire competencies equivalent to grade three of formal education. The SBL is anticipated to be a module run in parallel to the 3rd module, consisting of both commonly observed literacy skills from income generating activities and vocational training mainly based on desk study (occupational knowledge) for eight different occupations. The instructional materials for various occupations are currently being collected from NGOs and ministries by the national technical officers. Among many, materials ideal for adaption are being identified and review on them is expected to take place shortly. The incumbent is expected to spend first few months to plan and agree on development plan and scope of SBL textbooks, workbooks and teachers’ guides with UNESCO and LD.


This ToR calls for applications for the position of an international expert to lead the development of SBL materials.


Job Description


Under the general supervision of the Chief of Education and direct supervision of the Programme Manager, successful candidate will be responsible for creation of a curriculum/ concept and instructional materials for the Skill-Based Literacy (SBL) component This process will be conducted in full collaboration with the Ministry of Education and be coordinated with other relevant Ministries (Labour, Women’s Affairs, and Interior). It will be further closely coordinated and aligned with the ongoing process of developing the curriculum/ concept and materials for the BGL/ Level One of Youth and Adult Basic Education.


Main Duties and Responsibilities
• Develop a curriculum/ concept for the SBL component that will guide the development of the SBL materials.
• Facilitate the development of the SBL materials (such as textbooks, workbooks and teachers’ guides)
• Provide overall guidance and technical oversights to a team of national technical officers of LD and ELA Programme by strengthening their capacities.

Consultant is expected to start the work as soon as possible and finalize it by August 2016. The following tasks with deliverables are indicative and may need to be adjusted according to availabilities and specific bilateral agreements once the consultant has been contracted.


  1. Review of existing experiences with Skill Based Literacy

  2. Develop a concept and work plan for the SBL component

  3. Identify common literacy skills, skill standards and available materials.

  4. Determine 8 vocations based on consultations with MoE

  5. Specify the learning outcomes for each skill according to the particular skill standard

  6. Ensure that instructional material is relevant for every learning outcome in SBL

  7. Identify the reading and writing tasks associated with the specific skills (keeping accounts, making lists, taking measurements, ordering supplies, seeking permits, etc)

  8. The skill expert and literacy trainer work together to design the content and sequencing/units of the SBL materials. This could be done in a workshop where several skills experts and literacy trainers work together

  9. Orchestrate drafting on instructional texts combining literacy and a specific skill by national technical officers

  10. Test the materials in SBL groups and adapt changes

  11. Acquire an approval from UNESCO and LD

Qualifications


• Academic qualifications: Doctorate in the field of Education or other closely related field within Social Sciences. Master’s degree in Education or other closely related field within Social Sciences combined with extensive work experience in the field of curriculum development might be taken into consideration.
• Years of relevant work experience: Successful candidate should be able to demonstrate at least ten years of work experience in the relevant field. However, the main criteria for assessing the work experience will be the relevancy of past work for the advertised assignment.

• Excellent written and oral communication skills in English language
• Excellent analytical, facilitation and presentation skills
• Ability to work in a post-conflict environment (consultant will be required to spend significant amount of time in Afghanistan)
• Experience working with multiple stakeholders (governmental, non-governmental, international organisations)

  • Assist NGOs in developing their own security management capacities by reviewing policy documents, conducting site-security surveys, and assisting in crisis evacuation planning.

  • Manage a small office team, including supervision national staff and oversight of local logistics and administration.


  • Effectively represent, promote and protect INSO’s mandate of independence, impartiality and neutrality. Mandatory Requirements:




  • Fluent in English (written and spoken).



  • Graduate level education or equivalent work experience.

  • Significant experience in insecure/conflict-affected environments.

  • Proven writing and analytical abilities (sample requested).


  • Demonstrable understanding of humanitarian safety practices & principles and their application. Preferred Characteristics:




  • Minimum 1 recent year experience in Afghanistan – ideally in an NGO safety role or equivalent – and demonstrable understanding of the security dynamics.



  • Employment history that reflects experience in both security and civilian fields.

Description: On a US Military Base in Afghanistan; Coordinates and develops plans to construct, deconstruct, repair buildings, utilities, force protection emplacements, and related real property. Advises and assists units in the development of applicable plans and estimates associated with basing de-scoping requirements.
Responsibilities:


  • Briefs construction plans during meetings and briefings

Afghanistan: Short Term Assignment for M&E Systems Review (20 days)


The Aga Khan Foundation (AKF) is a non-denominational international development agency established in 1967 by His Highness the Aga Khan. Its mission is to develop and promote creative solutions to problems that impede social development, primarily in Asia and East Africa. Created as a private, non-profit foundation under Swiss law, it has branches and independent affiliates in 19 countries.


AKF seeks to provide sustainable solutions to long-term problems of poverty, hunger , illiteracy, and ill health. In Afghanistan, AKF works with rural communities in mountainous, remote or resource poor areas to improve quality of life in the areas of natural resource management, market development, governance, education and health.


The Aga Khan Foundation, Afghanistan (AKF (Afg)) is an agency of the Aga Khan Development Network (AKDN), a group of international, private, non-denominational development agencies working to improve living conditions and opportunities for people in some of the poorest parts of the developing world. The Network’s organisations have individual mandates that range from the fields of health and education to architecture, rural development and promotion of private-sector enterprise and institutions that seek to empower communities and individuals, usually in disadvantaged circumstances, to improve living conditions and opportunities.


1. Project Background:


M&E Systems Overview


AKF Afghanistan implements a large scale, multi-donor and multi-sector program in the regions in which it operates this includes a project funded by KfW on improving stability in Northern Afghanistan (SPNA). These elements – including a complex operating environment – make effective monitoring and evaluation both essential and particularly challenging.


Currently responsibility for Monitoring and Evaluation at AKF is split between programme implementation sectors and the Monitoring, Evaluation, Research and Learning (MERL) unit (previously the Evaluation Research and Learning Unit 2014). The three sectors (Health, Education and Rural Development, which includes natural resource management, human and institutional development, market development and infrastructure) each collect project based monitoring data at the district office level. The data is then consolidated at the provincial and Kabul offices in sector specific data bases using Access software. In Kabul, the MERL unit is primarily responsible for conducting internal research and evaluation studies including baselines and end line studies as well as capturing data on high level indicators. It also supports sectors at a technical level on monitoring and periodic action research studies. Both health and education sectors also have MER sub units that report directly to sector leads.


In terms of human resources the sectors have approximately thirty staff members responsible at different levels for monitoring and the MERL unit has approximately twenty five staff members (nine in the Kabul office and three to four staff in each region). The M&E system has evolved somewhat organically since 2002 with Education and Health developing their systems separately to rural development and both having dedicated sector-focused MER managers.


As a result the MERL unit tends to direct most of its efforts to the rural development programme, with needs-based support to the other sectors. Leadership of the MERL function has been somewhat uneven over the years, with some gaps in leadership and shifts in focus. This had added to the challenges of developing and integrating systems, as well as the capacity development and retention of staff.


Rationale


AKF Afghanistan is planning to restructure its MERL teams across sectors and regions in order to improve the efficiency and effectiveness of this critical function and M&E for the SPNA project. At the same time, AKF Afghanistan is looking towards full localization of its staff with the possibility of retaining some international staff in advisory and support roles. In this context, the planned consultancy will focus on developing detailed recommendations for how AKF Afghanistan’s existing MERL systems and staff can be restructured to more effectively meet organizational needs.


2. Objective:


The overarching goal of the consultancy is to provide detailed recommendations on how AKF Afghanistan’s MERL systems can be strengthened to improve the delivery of relevant and timely information about programmatic progress and performance. This in turn will help to improve accountability and evidence-based decision making for senior management, sector and regional teams as well as programme beneficiaries;


3. Main Duties and Responsibilities


To achieve this goal, the consultancy will need to:


o Provide a detailed overview of how the MERL system currently functions across sectors, regions and at Kabul level;


o Identify key functions and information needs that the M&E system has to meet;


o Propose comprehensive set of recommendations covering structure, systems and processes that would enable AKF Afghanistan’s system to better meet these needs


Scope & Approach


The consultant will engage with AKF’s MERL Working Group (consisting of sector and regional representation) drawing on an appreciative inquiry approach, using methods such as workshops, focus group discussions and in-depth interviews. The consultant will present the assessment methodology to the Working Group for input prior to initiating the assessment process. In addition, the consultant will review and make recommendations based on the following products/tools:


· YPO (yearly plan of operations for MERL and Sectors)


· Project logframes


· Research Report Repository


· GIS data repository


· Review of the indicator bank by sector


· Sector databases (regional and Kabul level)


· Previous ERLU strategy


· Sector specific strategies (RD, Education, Health)


· HR capacity self assessment tool for M&E staff (2014)


· Staff Job descriptions (MERL and sector M&E staff)


4. Deliverables


· Descriptive overview of the M&E system functioning with strengths and challenges


· Actionable recommendations to strengthen the system and improve its integration into organizational learning and programme development process (including recommendations on structure/ staffing)

20 day consultancy starting Jan 15th


Includes:


· 5 days document review


· 10 days field work (workshop with WG to discuss methodology followed by field visits)


· Presentation of initial Findings to AKF staff prior to departure


· Draft report (anticipated by Feb 10th)


· Final Report (anticipated by Feb 20th)


5. Qualifications and Experience Required:


At minimum the consultant(s) must possess the following in order to be selected for the test:


· 7-10 yrs experience in M&E systems development in large scale multi donor and multi-sectoral programmes


· Excellent analytical and writing skills


· Understanding of different donor M&E requirements


· Experience in working in post-conflict scenarios like Afghanistan


· Experience of developing a wide range of data collection and analysis too


6. Terms and Conditions


The full assignment cost will be paid upon successful signing of the contract, submission of quality translated documents and an invoice addressed to AKF Human Resource Department.


If the MERL Unit is not satisfied with the quality of the first translations, the MERL Unit reserves the right to terminate the contract immediately.
