SSA Human Resources Consultant - UNICEF - New York, NY





In support of the fast-tracking emergency countries, the HR consultant will support DHR in facilitating all Emergency IP FT and TA recruitment to enable the country offices launch effective humanitarian programme. Key Expected Results Under the general supervision of the Chief Emergency, undertake the following tasks:
  • Responsible for coordinating CRB submissions by careful review of the selection process to ensure observance of the staff selection policy as well as completeness and coherence in the documentation.

  • Liaise with regional and country offices to address comments made by the CRB and reach timely consensus and completion of the CRB process.

  • Prepare CBR minutes and submit for endorsement.

  • File CRB minutes and endorsements in their respective requisitions.

  • Serve as a focal point for Afghanistan, Pakistan (ROSA) and DRC (WCARO);

  • Coordinate with HR Managers/Specialist in country offices on matters related to recruitment;

  • Review CO recruitment recommendations to ensure completeness of the documentation;

  • Coordinate with the Country Offices to obtain additional information/documentation required to facilitate rapid review of recruitment cases;

  • Prepare DHR checklist for the Director approval of recruitment cases;

  • Prepare CRB documentation and submit it to the secretariat for review;

  • Review CO draft waiver requests and prepare draft note for the Director’s exceptional approval;

  • Support HR team in country offices on any queries they may have;

  • Co-ordinate with selected candidates to answer any questions related to the offer letter;

  • Provide administrative support to newly appointed staff to complete quickly administrative formalities in timely manner to report within 30 day;

  • Monitor recruitment KPI for countries coverage to identify issues and alert HR Manager;

  • Undertake other assignments as needed.

Qualifications of Successful Candidate 1. EDUCATION

First University degree in social sciences, human resources or other related field.


2. WORK EXPERIENCE


  • A minimum of 5 years of relevant professional experience in general HR or recruitment. Work experience in DHR is desirable.

  • Versatility, judgment, maturity, and the ability to work on a team.

  • Ability to cope with stressful and difficult conditions, and political/cultural sensitivity.

  • Good analytical, negotiating, writing and communication skills.

  • Skills in interviewing techniques.

  • Ability to work in an international or multicultural environment.

3. LANGUAGE
