MEMBERSHIP IN THE ARMY NATIONAL GUARD IS REQUIRED: This is an Excepted Service position that requires membership in the Idaho Army National Guard as a condition of employment. Selectee will be required to wear the military uniform. Acceptance of an Excepted Service position constitutes concurrence with these requirements as a condition of employment. Loss of military membership will result in immediate loss of your full-time military technician position.
AREA OF CONSIDERATION: Current on board USPFO technicians in the Idaho Army National Guard (not to include temporary technicians).

Major duties include but are not restricted to:
This position
is located in the Purchasing and Contracting Division
of the United States Property and Fiscal Office
(USPFO). It is responsible for a full range of contracting
functions including pre-award
and post-award activities for a variety
of complex supply,
service, construction, architect & engineering (A&E), automated data processing equipment (ADPE) contracts, and multiple award best value Task Order Contracts. It provides contracting services for all Army and Air National Guard (NG) locations throughout the State. Contracting is accomplished through negotiation, sealed bidding, or Small Business
Administration procedures. Contracts frequently cover a period of more
than
one year. Employee
prepares and administers a variety of
Cooperative Funding Agreements and Inter-Service Support Agreements. The position prepares for and conducts or attends numerous
meetings throughout all phases of assignments. It monitors federally funded contracts awarded through state
contracting procedures to determine compliance with terms of the controlling Cooperative Funding Agreement. Functions
as a Contracting Officer within
designated contract authority.
— Carries out
the pre-award contracting process in establishing project objectives and time frames.
Develops and obtains necessary coordination and approval of acquisition/contracting plans.
— Compiles the bidders mailing
list, obtains legal review and other required
reviews or approvals and issues the solicitation.
— During post-award
process, conducts
pre-construction/pre-performance
conferences, coordinates work schedules, obtains
and reviews bonding
and proof of insurance to determine compliance with
contractual
requirements
and
reviews
and
approves
or
recommends approval of material submittals.
— As necessary, takes
action to
terminate a contract for convenience of the government o r defaul t b y th e contractor .
— Provides technical
guidance and assistance to other contract
specialists and purchasing agents of lesser
experience who may require guidance
and counsel.
— Performs other duties as assigned.
QUALIFICATIONS REQUIRED:
GENERAL EXPERIENCE:
Positions in this series manage, perform, and administer
purchasing and contracting functions
for commodities, services, and construction. The work includes cost and price analysis, selection and solicitation of sources;
preparation, negotiation, and award
of contracts through formal advertising or negotiation procedures, and all phases
of contract administration, termination or close out
of contracts. This field involves
soliciting
bids and proposals, preparing, processing, awarding and administering contractual documents.
Maintains records of obligations, bid deposits and miscellaneous purchasing transactions. Manages the day-to-day operation of the Government Purchase Card Program at the
installation/organization; assisting
contracting card-holders and billing officials
in fulfilling their responsibilities; ensuring local agency training
is provided to card holders
and billing officials via an appropriate
training method, such as, brick
and mortar classroom or virtual
training course.

NGB QUALIFICATION STANDARD
Issuance of this series qualification requirement replaces all previous
Contracting Specialist Series
GS-1102 qualification publications. The qualifications required to perform the Series
GS-1102 duties and responsibilities
were identified through the assigned Army and Air
Force military skill sets.
The qualification requirements may include meeting
additional certification requirements,
based upon the dollar value and complexity of the contracts awarded
or administered in the position.
EDUCATION REQUIREMENTS:
A four year course of study leading to an undergraduate degree with a major in
any field;
AND
At least 24 semester
hours in any combination
of the following fields:
accounting, business,
finance, law, contracts,
purchasing, economics, industrial
management, marketing, quantitative methods,
or organization and management.

Improvement Act (DAWIA), the following notes are provided:
The education requirements listed above apply to
individuals who initially
entered
the dual status technician program,
GS-1102 positions, on/or after
October 1, 2000.
Current dual status
technician personnel, who occupied
GS-1102 positions with authority to award or administer contracts, above the simplified acquisition threshold on/or before September 30, 2000, are exempt from meeting this education requirement.
SPECIALIZED EXPERIENCE:
Defined
as specified experiences and competencies (Skills, Knowledge, and Abilities) that prepared the applicant to successfully perform the
duties and responsibilities, with the required competency level, as defined by the applicable position description. Each applicant must have the education and validated understanding of the basic principles and concepts of the occupational series and grade for dual status technician appointment to the Series GS-1102 program positions with
its applicable career certification level. Applicants
must have the experiences, education, or training that demonstrates the ability to follow directions, to read, understand, and retain a variety of instructions, regulations, policies
and procedures. Applicants must demonstrate
the ability or have endorsements that indicate
the ability to perform and learn the cited duties.
Specialized Experience:
GS-07 Dual Status Technician Appointments are contingent on the awarding of the
ARNG Enlisted MOS 51C within 12 months;
and very basic awareness
of the contracting program requirements.
GS-09 Must
have at least 12
months of functional contracting experience, equivalent to at least GS-1102-07, in positions that provided knowledge
of contracting principles and procedures to include the following
competencies in: Procurement in Pre-Award and Award Contracts; Simplified Acquisition Procedures;
Small Business Socio- Economic; Delivery Order /
Task Order; Contract Administration;
Government Purchase Card program.
GS-11 Must
have at least 12
months of broadening contracting experience equivalent
to at least GS-1102-09 that provided full competencies of contracting principles and procedures to include the following competencies: Procurement
in Pre-Award and Award Contracts, Simplified Acquisition Procedures, Small Business Socio-Economic, Delivery Order / Task Order, Contract Administration, Purchase Card program.
