Afghanistan: Chief of party



Chemonics seeks a chief of party for an anticipated USAID/Afghanistan access to finance program to assist Afghan partners building their capacity to deliver effective financial products. The program will link lenders to businesses in need of financing, help develop regulations across all financial sectors, and provide technical assistance to Afghanistan’s mobile network operators. We are looking for individuals who have a passion for making a difference in the lives of people around the world.


Responsibilities include:


  • Provide overall strategic, technical, and managerial leadership of the program, and translate strategic vision into viable work plans

  • Monitor project activities and reassess objectives, strategy, and/or plans to achieve performance targets; ensure quality control and the overall responsiveness of technical assistance, including making adjustments as needed to meet the requirements of USAID and the Afghanistan government

  • Ensure contract compliance and provide financial and administrative oversight

  • Provide technical oversight for the work of all expatriate and local staff

  • Represent the project with USAID, counterparts, and other donors and maintain two-way communication throughout the project with the client, field office, home office, and other relevant organizations

  • Serve as Chemonics’ in-country representative to USAID, maintain routine correspondence with USAID, and ensure all pertinent information is disseminated appropriately and accurate records are kept of all communications with USAID

  • Establish and develop positive relationships with host-government structures and other stakeholders

  • Keep abreast of all major donor program activities in Afghanistan that are relevant to the project

  • Ensure the preparation of all bimonthly, quarterly, and annual performance reports

  • Execute the design, quality, development, and completion of all assessments, analytical reports, and evaluations

  • Coordinate and be ultimately responsible for all data collection, monitoring, report generation, and evaluation

Qualifications:


  • Advanced degree in agriculture, economics, business administration, or other relevant field

  • Minimum 10 years of experience in relevant technical areas

  • Experience managing complex programs of similar scale, particularly in transitional, Islamic, and/or post-conflict countries

  • Experience building and effectively supervising a diverse team of employees spread across an expansive region

  • Effective interpersonal skills, proactiveness​, creative problem-solving, and ethical management

  • Experience working with international donors and knowledge of USAID policies and procedures

  • Demonstrated leadership, versatility, and integrity

  • English fluency required
