Foreign Affairs Program Assistant - Ian, Evan & Alexander Corporation - Washington, DC





Job Descriptions:
The Program Assistant provides programmatic, contractual, logistical, and administrative support to the INL/AP program teams. In particular, the Program Assistant advises team members on the management of programs; drafts briefing materials, fact-sheets, and reports for INL/AP management; provides advice on monitoring and evaluation methods and best practices; researches and presents ideas for new programming initiatives; and assists with coordination of program activities with INL’s section in Embassy Kabul and with implementer. The Program Assistant will draft all responses to requests for information from auditors; coordinate collection, review, and consolidation of all Data Collection Templates (DCTs); and create presentations and fact-sheets. The Program Assistant will organize and attend meetings, assist with staffing issues, and provide other general administrative and programmatic support to help the relevant team and other elements within INL/AP. This is a mid-level position with the potential for professional growth and increased responsibility.

DUTIES AND RESPONSIBILITIES


  • Assist with monitoring and evaluation projects including drafting, updating, and collecting Performance Measurement Plans and Data Collection Templates, updating Tableau dashboards, and managing data collection.

  • Act as the first point of contact for the program team regarding all program- related audits, inspections, and investigations. This will include all new efforts as well as those ongoing. In this capacity, the program assistant will need to be familiar with all programs within the respective portfolio and will be responsible for finding all the requested documents as well as drafting the initial response. All responses will be cleared within the program team before they are submitted to INL/AP’s Oversight Coordinator.

  • Tracking, reviewing, and providing quality control and organization for contract deliverable; generally ensuring a timely review and Government response to contractor-submitted work products.

  • Tracking post-2014 transition plan implementation and deadlines across all programs and ensuring consistency in contracting actions.

  • Managing the Performance Management Plan (PMP) implementation, including reviewing, collecting, and organizing the monthly performance management plan (PMP) data collection templates.

  • Ensure all GOR, COR, and AOR files are up-to-date for previous projects that are no longer under active program management.

  • Support the field and Washington human resources/staffing requirements, including by scheduling interviews, shepherding hiring paperwork, and scheduling pre-deployment training and consultations, to help prepare new staff for field deployment.

  • Assist in the preparation of background materials and reports used by INL, and assist in the preparation of reports, speeches, briefings, and testimony on Afghanistan issues.

  • Provide general administrative and programmatic support to the INL/AP program team, including but not limited to assembling briefing books, drafting reports and updates, serving as control officer, and scheduling meetings, among other requirements. Assist with logistical and administrative tasks, including VIP travel to the United States and Afghanistan.

  • Assist the Oversight Coordinator in developing a process to aggregate and report visually on collected program data.

  • Assist the Oversight Coordinator that each program performance measurement system aligns with specific program strategic goals and objectives.

Research/Assistance

  • Expand knowledge and interest in foreign policy and regional events in south and Central Asian affairs.

  • As requested or on own initiative, make careful searches for information difficult to obtain, compile data, and make preliminary analysis for the Team Lead or other staff officers as appropriate.

  • Respond to requests from staff/program officers and from other organizations within the DOS for information concerning administrative and audit/oversight issues. From available background data, assemble requested information or follow-up to ensure that staff members submit required answers within the specified time.

  • Provide advice and guidance to staff on applicable procedures, instructions, and other regulations pertaining to budget coordination and administrative issues.

  • Ensure files have all pertinent documents and signatures. Maintain and accurately update file system to enable quick and efficient retrieval of information. Accurately purge files or perform other file disposition actions in accordance with established procedures.

  • Effectively enhance the ability of the office to support overall mission requirements through skilled use of spreadsheet or database software, word-processing software, and graphics and presentation software to draft documents; accurately enter, revise, sort, calculate, and retrieve data for standard reports; prepare and provide graphic symbols, charts, and graphs for view graphs and/or paper presentations.

Required Experience:
MINIMUM REQUIREMENTS

  • U.S. Citizenship.

  • Ability to qualify for a security clearance at the secret level.

  • Education. The incumbent should possess a Bachelor’s degree from an accredited institution in a field related to the primary duties of this position, including International Affairs, Political Science, or Public Administration.

  • Superior interpersonal skills and proven ability to work well with others.

  • Excellent and demonstrated writing and oral skills.

  • Proficient at Microsoft Office computer programs.

  • Superior attention to detail and experience meeting tight deadlines in a fast-paced, office environment.

DESIRED QUALIFICATIONS

  • Possession of a Master’s degree from an accredited institution in a field related to the primary duties of this position, including International Affairs, Political Science, or Public Administration.

  • Expertise in Microsoft Project, Tableau, and Publisher.

  • Experience with project management.

TRAINING

The Program Assistant may require some domestic training to perform the responsibilities of this position. If required to travel to Afghanistan, the Program Assistant may need to complete up to two weeks of pre-deployment training.

TRAVEL

The Program Assistant may be required to travel to Afghanistan and other locations, as assigned by INL/AP Team Leader. The number of trips to Afghanistan shall not exceed three during the Period of Performance. All movements within Afghanistan will be covered by INL/PSD transports and INL/US military vehicles and aircraft and all travel outside of Afghanistan will be covered by commercial airline through the contractor. In addition, the FAPO may be required to travel for official business inside or outside the United States.

SECURITY CLEARANCE

The position requires a Secret security clearance; however, the Program Assistant can begin work with an interim Secret clearance.
