(AFG-Kabul) ANASOC Training Program Deputy Program Manager
Job Description:
In support of the Program Manager the DPM will manage the day-to-day Contracting and Sub Contracting (SubK) management of the program as well as all the Administration, Personnel Hiring, Conflict Management, and formal/Informal Investigations that may occur during the execution of the program.
The Deputy Program Manager will provide support, leadership and oversight for approximately 59 Raytheon Employees plus two Sub Contracting Companies with 131 employees deployed across Afghanistan. Will be required to report to the Raytheon designated Program Manager.
Required Hours:
Work may include nights, holidays, and weekends on short notice. Standard will be to conduct training six (6) days per week for up to twelve (12) hours per day while at OCONUS work site(s) and a standard 40 hour work week while at CONUS work sites.
Responsibilities:
- In support of and reporting to the ANASOC Program Manager: The DPM will manage the day-to-day Contracting and Sub Contracting management of the program as well as all the Administrative, Personnel Hiring, Conflict Management, and Formal/Informal Investigations that may occur during the execution of the program. Submit reports to the PM as required.
- Create reports of Personnel Hiring Actions, Review, and Interview and screen all potential program employees.
- Interact with and maintain visibility of all Sub Contractors, foster and ensure a good relationship with the SubK’s.
- Create, manage, and maintain visibility of all program contracts and sub contracts, work the Mission Analysis Contract slides, Gate One, Base of Equipment, Labor, and Materials required on new or modified program contracts.
- Investigate formal and informal complaints, accidents and incidents.
Required Qualifications:
The Deputy Program Manager ” Must ” have a strong/successful background in Defense Contracting and Acquisition, Sub Contractor Management, Personnel Administration Management, Conflict Management, and Formal and Informal Investigations.
Required skills in order of importance:
- Strong/Proven Team Building Skills with a Collaboration Management Style and can follow directions
- Must have exceptional Interpersonal, People, and Customer Service Skills
- Prior experience with Defense Contracting, ITAR’s, and Import/Export Regulations
- Certifications from U.S. Defense Acquisition Agency
- Must be willing to work in hostile areas for long periods of time
- Excellent Organizational Skills
- Good risk management and mitigation Skills
- Very strong oral and written communication Skills
- Very strong Project Management Ability and Skills
- Extensive Personal Computer (PC) Skills to include:
- SharePoint Skills and MS Office Skills
- Must be able to obtain and maintain a Secret Security Clearance
Physical Requirements/Working Environment
-Include but are not limited to the wear of body armor and helmet Personal Protective Gear, unassisted lifting and carrying of duffle bags not exceed the weight of 70 lbs per piece, and the unassisted movement over uneven terrain.
-Must be willing to work and live in Afghanistan with an understanding that there could be further assignments to any location in Afghanistan based upon the needs of the U.S. Government, to include hostile and austere areas.
-Must be willing and able to travel outside of protected areas via military convoys or MILAIR, and wear protective clothing and equipment as required. In the conduct of their training contractors may encounter hostile forces.
-Must be willing to deploy and live on forward operating bases operated by Afghan National Army under austere conditions without regular U.S. PX and Commissary facilities. Must be able to attend and pass USG deployment requirements at CONUS Replacement Center (CRC), Fort Bliss, Texas or equivalent location.
-Must meet the medical requirements for the position being offered as determined by a pre-employment medical screening and in accordance with published CRC and USCENTCOM medical deployment standards.
-Must be able to walk or stand on level and/or inclined surfaces up to eight (8) hours per day and sit for up to three (3) hours per day.
-Must be able to routinely climb / descend stairs.
-Must be able to routinely grasp or handle objects, use finger dexterity, bend elbows / knees, and reach above / below shoulders.
-Must be able to read and interpret newspaper and typewritten print.
-Must be able to communicate by voice and detect sound by ear.
-Employee will be required to work and live in a potentially hostile environment, at remote locations, and under austere conditions.
-Employee may be required to respond to a wide variety of operational circumstances, under extreme weather conditions, within a hostile environment.
-The individual may be exposed to extreme noise from aircraft, hostile fire, and other acts of aggression associated with this region.
Desired Qualifications:
-Active U.S. DoD Secret Security Clearance
-Prefer some background/familiarity with the US Army and Afghan Army and the U.S. Army’s ARTEP Training Management System.
-Prefer someone with experience /familiarity at a Combat Maneuver Training Center.
-Prefer previous experience/familiarity with training and advising foreign military soldiers.
-Special Operations experience/familiarity is desirable.
Required Education (including Major):
Bachelor’s Degree in Economics, Business Administration, Business Management, Supply Chain Management, or other related field and 8 years of related work experience. 8 years of Equivalent work experience ” may ” be accepted for education requirement. MBA preferred. U.S. Military MEL 4 qualified and a Masters of Military Art’s and Science preferred.
