Background: Afghan Civilian Assistance Program (ACAP III)
UNMAS in Afghanistan is implementing USAID funded Afghan Civilian Assistance Program (ACAP III). The overall goal of the program is to mitigate the impacts of the conflict on civilians. The program has three components; victim assistance, institutional capacity building and advocacy. Under the victim assistance component, the program supports eligible conflict-affected civilian families with immediate assistance, and targeted long-term assistance to support victims’ recovery, including economic reintegration assistance. The institutional capacity building component is aimed at improving the government capabilities to serve the needs of the victims. The principal government institutions engaged in the delivery of victim support services are targeted under this component. A number of initiatives are designed to increase ACAP III awareness among the civilian victims.
Functional Responsibilities
The Associate Programme Officer reports to the Project Manager and is responsible for the following responsibilities:
- Prepare project management documents such as project implementation plans, work packages, budget break-down structure, activity monitoring plan,quality management strategy, risk management strategy, communication plan, and project review and closure plans for review by Project Manager
- Responsible for data collection and monitoring of ACAP III outputs / outcomes against the approved activity monitoring plan, and report on adverse trends, together with recommended management actions
- Prepare ACAP III updates, highlight reports, quarterly progress reports and ad-hoc reports for programme and donor updates, under the guidance of the Project Manager
- Arrange and support donor meetings, provide logistical and substantive support for visits of donors and other delegations/stakeholders
- Responsible for stakeholder engagement in ACAP III implementation and information sharing through participating in meetings on victim assistance hosted by UN partner agencies, Government liaision, NGOs and ACAP III service providers, and activities coordination with the ACAP III project teams at the regional offices
- Assist in the implementation of communications strategy and social media related to ACAP III
- Maintain documentation of decisions and actions taken on project issues including all other project documentation and meeting minutes
- Represent ACAP III at beneficiary and stakeholder engagement events and participate in ACAP III awareness events
- Provide programming assistance in the implementation of institutional capacity building component
- Document lessons learned and best practice approaches in the delivery of ACAP III
- Any other duties as requested and tasked by the Project Manager
