Afghanistan’s * Measure for AccouNtability and Transparency* * (AMANAT)*


DAI seeks a Chief of Party for an anticipated USAID-funded anti-corruption program in Afghanistan. The program will support civil society and Government of the Islamic Republic of Afghanistan (GIRoA) entities to implement a range of activities to combat corruption in the public sector, including through technical assistance and grant-making activities. The COP is responsible for the day-to-day strategic leadership, vision, direction and management of this project and will serve as the principal liaison to USAID.


*Responsibilities: * The Chief of Party’s responsibilities include, but are not limited to:


  • Leading project implementation and overseeing all technical and managerial decisions related to activities, partnerships, staffing, budgeting, finances, training, and donor relations;

  • Overseeing, administering and guiding national and international staff;

  • Ensuring compliance with US Government policies and procedures;

  • Ensuring that the project provides appropriate, timely, and accurate results reporting and performance monitoring;

  • Overseeing, monitoring and evaluating program impact;

  • Providing direct technical assistance for stakeholders in areas that may include advocacy and watchdog activities, producing corruption vulnerability assessments, transparent public financial management, anti-corruption policy and legislation, and/or creating or sustaining corruption oversight offices and commissions.

Qualifications:


  • Master’s Degree in Law, Political Science, Economics, International Relations or other relevant field;

  • Prior experience as a COP or Project Director for projects with similar magnitude and complexity in developing countries;

  • 10+ years of progressive experience managing democracy, rule of law and/or governance programs, with extensive experience in areas of anti-corruption;

  • Experience implementing donor programs in challenging political and diverse cultural environments;

  • Experience living and working in post-conflict environments;

  • Experience in capacity building for government officials and CSOs;

  • Experience in all aspects of project management, including financial oversight, personnel management and development;

  • Experience with and demonstrated familiarity with USAID regulations and procedures; and

  • Fluency in English required; additional fluency in Dari or Pashto preferred
