HR Manager
The Human Resources (HR) Manager will be primarily based in Dubai, UAE with temporary duty assignments in Kabul, Afghanistan and will serve in an active and influential business advisor role with program management, utilizing resources to accomplish operational requirements. The HR Manager will report to the Deputy Chief of Team-Logistics, Chief of Team, and Program Implementer with a dotted line reporting relationship to Human Resources in the management of multiple geographical sites and functions to support critical client mission activities of this contract. The duties and responsibilities listed below are representative of the nature and level of work assigned and are not necessarily all inclusive:
- Manages and supports all HR Strategy, Operations and Processes, including Employee Data, HRIS, Personnel Files, HR Reporting, Benefits Reconciliation, Leave Management, Mobilization/Demobilization, Travel, Recruiting and On boarding, Training, Communications, Career Development, Performance Management, Succession Planning and HR Metrics.
- Provides HR guidance, coaching and support to Program Management and personnel, partnering with Corporate HR to implement program-wide HR initiatives.
- Management of employee relations investigations, actively integrating with corporate legal HR, and ethics entities.
- Facilitates on-site management training and coaching sessions.
- Tracks, analyzes and manages HR Department’s actual costs versus budgeted costs.
- Leverages broader HR team resources to drive change in leadership and organizational development, compensation, performance management, career development, training and staffing.
- Establishes and implements appropriate systems to provide necessary HR metrics; to include weekly metrics as a deliverable to program management.
- Manage, develops and coaches direct-reporting staff.
- Responsible for tracking, maintaining and delivering the daily JSSP Personnel Status Report. Responsible for the production and submission of Termination Action Forms, Contract Extension Requests, Leave Requests, Visa/Passport Applications, Medical Clearance Forms, Manages MRPT and Letter of Authorization (LOA) issues.
- Develops and implements human resources SOPs, procedures and programs covering employment, orientation, training, development, organizational development, succession planning, diversity, relocation, safety and health, benefits, employee relations, records, employee assistance.
- Other duties as assigned.
Qualifications:
Required:
- Citizenship:US Citizenship is required
- Education: Bachelor’s Degree in Human Resources, Organizational Development, Education, or other related discipline or equivalent experience/combined education, with professional experience
- Must be willing to travel internationally as needed, including to austere environments.
- Experience:
- 5+ or more years of experience in an HR Department, performing three (3) or more HR functional processes: employee relations, recruiting and staffing, EEOC and compliance, benefits, compensation, and training and employee development
- 2+ years or more of experience in an international environment
- 2+ years or more of experience supervising HR staff personnel
- Security Vetting: Ability to obtain an MRPT (moderate risk public trust) and maintain throughout the duration of the contract
- Medical:Favorable passage of a drug screen and physical examination
- Language Skills:Expert professional, oral and written English communication skills, to present, facilitate and disseminate information.
Work Ethic:Commitment to maintaining a high performance team which delivers customer service excellence
Desired:Master’s Degree in Human Resources, Organizational Development, Education or other related discipline
- PHR, SPHR or GPHR
- OCONUS contract; knowledge of Department of State contracts
Experience in strategic planning and business partnering
Other Knowledge, Skills, and Abilities:Knowledge of ALL HR principles and processes, with exposure working with Logistic and Life Support related programs
- Successful management of multiple sites in geographically dispersed locations
- Ability to collect, analyze and summarize data and to prepare clear and concise reports
- Experience in effectively dealing with international and headquarters staff, and sensitivity to other cultures
- Exercise sound judgment and make decisions independently
- Excellent organizational and time management skills, with the ability to handle multiple tasks and administrative details in a fast paced and constantly changing environment
- Expert computer skills, specifically in Microsoft Word and Excel
- Must have the ability to be innovative and be an agent for change
