(AFG-KABUL) Technical Advisor, Registration / Material Receipt
Job Summary
The Registration/Material Receipt Technical Advisor will assist Security Assistance Office (SAO), End-Use Monitoring (EUM) Branch, in registering defense articles; tracking the origin, shipping and distribution of defense articles procured through the Foreign Military Sale (FMS) or Pseudo FMS process for the Afghan National Defense Security Force (ANDSF); and accomplishing EUM activities of those defense articles.
Principal Accountabilities
- Mentor ANDSF in proper equipment accountability procedures.
- Locate to and support the ANDSF depot facilities.
- Register defense articles by preparing, uploading and exporting historical data of origin, shipping, and distribution of defense articles from the appropriate manual or automated System of Record, Stock Record Account, or Inventory Management System; inventory defense articles, analyze shipping documents and conduct physical searches of the depots, warehouses, and shipping containers for other appropriate source documents to reconcile discrepancies or gaps in databases or records.
- Track origin, shipping and distribution of defense articles. This task includes verifying and reconciling receipts of shipping data using Defense Transportation System web based tools; assisting USG Personnel assigned to ANDSF logistics support facilities (Regional Logistics Command (RLCs) and Forward Support Depots (FSDs)) during their receipt and inventory of all defense articles with emphasis on sensitive items arriving at the logistics centers; managing the interface between the Microsoft Access UNDERLORD and OVERLORD database systems by regularly validating, exporting and uploading shipping, receipt, and distribution of defense articles; reconciling UNDERLORD Batch inventories and updating appropriate Reports of Discrepancy (RODs); and maintaining visibility of FMS deliveries, particularly of lethal defense articles and Night Vision Devices (NVDs).
- Inform the SAO EUM Team of potential unauthorized changes in the end-use status of defense articles due to loss, theft, improper storage or physical security and accountability procedures.
- Prepare and submit reports to the EUM Chief/Deputy on a weekly basis of pertinent EUM activities such as receipts of shipments, data reconciliation, and records research.
- Demonstrate working knowledge of and be conversant in the legislation, DoD instructions and regulations, and published formal and informal Standard Operating Procedures governing the Registration of Small Arms, Tracking Shipping, Origin and Distribution of Defense Articles, End Use Monitoring and Enhanced End Use Monitoring, to include, but not limited to: Public Law 110-84 – FY2010 NDAA Section 1225; DoD 5105.38-M – Security Assistance Management Manual Chapter 08 – End-Use Monitoring (EUM); Foreign Assistance Act of 1961, Sections 505 and 644; and DoDI 4140.66 – Registration and Monitoring of Defense Articles
- Perform other duties as assigned
Knowledge & Skills
- Applied proficiency in Microsoft Products to include MS Access, Excel, and Word.
- Demonstrated proficiency in written and verbal communications skills.
Experience & Education
- Minimum five years of experience two or more of the following domains: Logistics, Foreign Military Sales, general cost accounting, acquisition or program management.
- Bachelor’s Degree with an emphasis on information management or technology.
- Must have a final (not interim) DoD SECRET Level Security Clearance before deployment and maintain that clearance
Travel
- Will be required to travel throughout Afghanistan to perform duties.
- May be required to travel to other countries to support ANDSF development.
