Responsibilities:
PAE is currently seeking a qualified candidate to serve as Subcontracts Program Manager (SPM) on PAE’s contract with the U.S. Department of State (DoS) to provide security services to the three PAE held Afghan task orders currently under the Civilian Police Program (CIVPOL). The DoS Bureau of International Narcotics and Law Enforcement Affairs (INL) is responsible for provision of a wide array of support to criminal justice sector development programs worldwide. Program countries include but are not limited to Afghanistan, Haiti, Iraq, Kosovo, Lebanon, Liberia, Mexico (and other Central American countries) South Sudan, and the West Bank. PAE’s CIVPOL and CJPS contracts serve as a key vehicle for supporting the US government objective of strengthening criminal justice capacities abroad, as contributions to broader multi-lateral missions and as stand-alone U.S. bi-lateral assistance. Along with being a Security Program team member the Subcontracts Program Manager (SPM) also provides direct feedback and support to the PAE Procurement team and Quality team. The SPM is a PAE in-country lead and has responsibility to supervise PAE’s subcontractor performance for our Security program in Afghanistan. Together with the Dubai or WDC based Subcontracts Administrators the SPM will monitor the performance of the subcontracts and ensure compliance with all Statement of Work and FAR requirements. The SPM will be the main point of contact with Afghanistan based subcontractors as they perform providing feedback to the Subcontract Administrator for the contract. The SPM will be responsible for the technical, cost, and schedule performance and day-to-day performance of the subcontractor. Subcontracts Program Manager Responsibilities: – All responsibilities are carried out in coordination with the Security Operational Functional Managers and the Procurement Subcontract Administrators. – Be a part of the negotiation team supporting the SCA in negotiation with suppliers. – Assist responsible Security Manager in defining technical terms, certifying work product, technical evaluation of proposals, and clarification of technical requirements to subcontractor. – Statement of Work Development and help to define Subcontract Terms. – Identify potential subcontract sources to help conduct proposal preparation – Provide support to the Subcontracts Administrator who is tasked with primary responsibility in the issuance of RFI/RFQ/RFP, award of contract to subcontract, and formal direction to subcontractor – Work with Security Manager to ensure resolution and closure of all subcontractor issues – Brief Senior Management as required. – Attend cadence reviews with suppliers and/or upper management. – Make supplier visits as required to insure support of program and customer requirements and schedules. – Serve as a primary contact for subcontractors. – Have full knowledge over the program’s subcontract portfolio. – Work with Contracts management representative regarding subcontract legal requirements, customer specifications and government regulations. – Search out and investigates qualified suppliers and manufacturers. – Act independently to determine methods and procedures on new or special assignments. – Possess broad expertise or unique knowledge and has the ability to use skills to contribute to development of company objectives and principles and to achieve goals in creative and effective ways. – Create formal networks involving coordination among vendors. – May provide work leadership for lower level employees. – Other duties as assigned
Qualifications:
Requirements: – Bachelor’s degree in appropriate discipline, or seven years of related experience. – Previous experience in subcontract program management – Demonstrated ability to develop solutions to problems of unusual complexity which require a high degree of ingenuity, creativity, and innovativeness – Ability to exercise independent judgment in methods, techniques and evaluation criteria for obtaining results. Strong commercial skills and aggressive style. – Demonstrated capacity to develop advanced concepts, techniques and standards – Experience developing new applications based on professional principles and theories as well as developing new supply sources where needed – Excellent written and verbal communication and interpersonal skills. – Able to live and work in austere environments and under very little supervision – Ability to be medically cleared to serve on contract – Ability to obtain a Moderate Risk Public Trust or Secret Clearance. – Must be a US citizen. Preferred: – Ability to use personal computers and standard desktop software to compose reports, correspondence, and memorandums; review drafts and finished documents for appropriate grammatical usage; answer questions relating to office operations and established policies and procedures. – Specific technical knowledge and experience with security. – Holds an active MRPT or SECRET-level security clearance PAE is an equal opportunity employer and drug-free workplace
