This position is contingent upon contract award expected in early 2016. This position is identified as Strategic Review – Aligned to IS&GS. Position is located in Afghanistan: Technician, Electronics, Senior is responsible for performing maintenance and sustainment activities for the Primary Mission Equipment (PME) and Mission Equipment Packages (MEP), and Processing, Exploitation, and Dissemination (PED) systems and subsystems. The primary focus for this position will be to maintain system Operational Availability and ensure that information can be collected in the field utilizing the appropriate sensors. This position performs daily inspections and troubleshooting/maintenance of systems. “Sample Description of Work Performed: Demonstrates progressively increasing responsibility in installation, troubleshooting, and maintenance of communications equipment, electronics equipment. Capability to distinguish between hardware and software problems in multi-vendor systems. Plans and performs installation, test, preventive maintenance, troubleshooting, and repair for communications equipment, electronics equipment. Provides technical direction and guidance to lower level technical.

Basic Qualifications

Education Level: Graduate of a technical or computer school, with related vendor sponsored training classes. Minimum Years of Experience: Ten (10) years experience, three (3) of which must be supervisory. Substitutions: May substitute additional four (4) years of experience for the “”graduate of technical or computer school”” requirement.” NACI required prior to deployment and within 30 days of start date. Valid passport for at least 3 years. TITLE:Fuel Dispatcher


The FSC is the dispatch and control center for fuel and cryogenic requests and the single focal point for all airfield fuel operations. Employee must have 5 years of perform in all FSC functions IAW AFI 23-201 and DLA-Energy Policies and Instructions. The FSC will monitor all fuel operations and requests and will prioritize aircraft servicing based on established priorities. The FSC will monitor product movements, fuel, cryogenic, and fillstand operations, and vehicle and equipment status boards. Other responsibilities include; initiating emergency response actions per established checklists, maintaining positive control over all issued assets to include equipment and facility keys, and ensuring daily security checks are performed. Pertinent information will be documented/logged and all assigned fuels personnel will be notified of all warnings and other key information.


The FSC will generate and submit required reports from sources such as the Installation, Group and Squadron Control Centers as well as outside agencies and associated customers upon request. Other administration duties will include updating assigned aircraft, personnel training and qualifications, and performing daily/weekly/monthly back-ups of the server computer applications of the Fuels Manager Defense (FMD) system. The FSC will maintain required items IAW AFI 23-201, Fuels Management and DLA-E instructions. FSC shall ensure the accuracy of all submitted reports.


KNOWLEDGE:


·Proficiency with the Fuels Manager Defense (FMD) Dispatch and Control Log function a must. DLA Energy FMD course completion highly desirable.


·Shall be familiar with DLA-Energy policies and instructions for properly accounting for capitalized fuel products.


·Must have valid U.S. Drivers License and be able to operate a vehicle with a manual transmission.


·Must be a U.S. Citizen and be able to obtain a U.S. Passport.


·Must have good verbal and writing skills; be familiar with Microsoft programs such as Excel, Word, and Power Point. Candidates must be physically able and willing to work long hours to meet mission and contract requirements.


MIN EDUCATION & EXPERIENCE:


·High School Diploma or equivalent.


·Minimum of two (2) years experience performing fuel dispatching duties; most preferably experience controlling flight line refueling operations.


·Minimum of two (2) years hands-on experience compiling and processing fuels transactions, and maintaining product ledgers utilizing the Fuels Manager Defense (FMD) program.


·Must be able to pass a flight line access test and obtain a flight line access badge.

Summary:

Maintains aviation operations files and records, and prepares and types reports, orders, and schedules pertaining to aviation operations and aviation safety: Displays flight planning information to include airfield diagram, status of navigational aids, map of local flying area, special use airspace, and crash grid chart. Maintains and issues flying regulations and keeps files of extended flight and navigational information, such as navigational publications, radio and landing facility charts, flight information manuals, maps, and other pertinent guides and notices. Compiles, prepares, and distributes correspondence, such as aviation operations reports, aviation safety reports, and flight schedules. Assists crews in preparing flight plans, processes flight plans and arrival reports for transmission to flight and air traffic control centers.Be thefocal point for all activities occurring on and in-proximity to the airfield. Work closely with airfield users to establish local procedures that monitor and control the movement of personnel working in the airfield environment. Maintain the airfield status board, updating with information such as, active runway, runway surface condition, runway/taxiway closures, construction areas, and active NOTAMs each morning.

  • Maintain flight logs on incoming/outgoing flights and coordinate parking plans.

  • Coordinate communications between air traffic control and maintenance personnel.




  • Procure, produce, and provide information on the safe operation of aircraft, such as flight planning publications, operations publications, charts and maps, and weather information.




  • Provide maintenance/development of Standard Operating Procedures (SOPs) in accordance with FAA, DoD or ICAO Standards and recommended practices.



Level of Supervision:


  • Shift Leads will run the daily operations of the Airfield Management Operations section. They will report directly to the Airfield Manager.

Education & Experience: (or equivalent)



  • Airfield Management Operations Shift Supervisors must have the equivalent of a 5-or 7 level USAF certifications.




  • Management Operations Coordinators have the equivalent of a 5-level certification.



License & Certifications:



Knowledge & Skills:



  • Must be fluent with flight planning/flight following, MOG scheduling, Prior Permission Requests (PPR), Parking plans, NOTAMs procedures, airfield inspections and checks to include airfield construction compliance.




  • Knowledgeable of airfield waiver, deviation and exemption process.




  • Must be able to assist the Airfield Manager (AFM) with airfield tasks as needed. (i.e., BASH, Airfield tours, and flight line drivers’ training)




  • Working knowledge of FAA, ICAO, STANAGs, AFI 13-204 Vol 1-3 and AFI 13-213 directives.




  • Must haveexperience using computer and automation systems.

  • Minimum (3) three years as Associate/Deputy Warden (or equivalent)

  • Minimum (2) two years of corrections experience at the management level, with central office, regional or state-level oversight over multiple correctional institutions and operations

  • Minimum (12) twelve years’ experience in corrections, at least two of which in the discipline for which the mentor will be advising (e.g., Chief of Classification of Records, Director of Training Academy)

  • Must possess and demonstrate superior writing skills.

Summary:

Project Summary


In November 2015 MSI was awarded a three-year contract to conduct third party monitoring (TPM) of Afghanistan Reconstruction Trust Fund (ARTF) projects for the World Bank. The ARTF TPM program was put in place to meet a number of objectives:


  • Given an increasingly challenging security environment, the TPM program provides critical data from the field as input to the World Bank’s implementation support and GoA line ministries’ own monitoring systems. The TPM program provides data on nationwide project sites, including asset verification and quality assurance, where World Bank staff are not always able to systematically visit the sites of geographically widely disbursed projects.

  • The TPM program provides additional evidence that World Bank-funded programs are being implemented correctly, provides assurance to donors, focusing on infrastructure quality assurance and social and environmental safeguards, gender issues and select financial/fiduciary aspects.

  • The Supervisor Agent (SA) provides GoA line ministries with project monitoring and data collection support and shows how such practices could improve GoA project performance and results. This also helps strengthen GoA line ministries’ own monitoring programs. The SA reports directly to the World Bank, but also works closely with GoA line ministries responsible for project implementation at local and central levels.
    Please note: Only Afghan citizens are eligible for this position.

Position Summary


The incumbent has three primary responsibilities within the scope of the ARTF Monitoring Program:


  • Set-up, operate and maintain MSI’s remote monitoring prototype development and testing laboratory, including preparing soil and growing media, planting and cultivating assorted plants (especially hydroponic and high tunnel vegetables), and participating in various horticultural activities—both supervised and unsupervised.

  • Lead local community coordination, set-up, operation and maintenance of MSI remote monitoring projects at select sites across Afghanistan, where accessible.

  • Coordinate remote monitoring activities with Government of Afghanistan ministries.

    Responsibilities

The incumbent’s individual responsibilities within the scope of this program include:


  • Assist the M&E Technology Manager to define required functionalities and resulting specifications for remote monitoring assignments.

  • Assist in the design of sensing, measuring and recording devices along with other instrumentation employed to study agricultural crops, water resources and the environment.

  • Assist the M&E Technology team develop monitoring system prototypes, conduct tests and record the results for each trial.

  • Assist the M&E Technology team design, set-up, operate and maintain a remote monitoring system development and testing laboratory.

  • Analyse GPS and weather data and use computer modelling to advise farmers on land use, for example on how to increase crop yields.

  • Conduct research on the agricultural crops, soil and water system to improve productivity.

  • Investigate ways to conserve soil and water in service of improving agricultural crop yield.

  • Look into ways to improve the processing and storage of agricultural products.

  • Assist in the design of products to increase farming productivity.

  • Assist in the design of irrigation, drainage and flood control systems.

  • Work with local communities and Government of Afghanistan ministry teams to coordinate, set up and test remote monitoring system prototypes under real conditions, such as on farms, canals, rivers, etc.

  • Develop remote monitoring system operation and maintenance manuals.

  • Train and support local national remote monitoring user groups.

  • Other duties as assigned by MSI Senior Management.

    Qualifications

The required qualifications for this position are as follows:


  • A university degree from a recognized higher education institution inagricultural, biologicalor a related engineering field.

  • Minimum two (2) years demonstrable work experience in a field related to agriculture and water resource management.

  • Experience with hydroponics/aquaponics, including drip, ebb and flow and NFT systems as well as lighting configurations, is preferred.

  • Excellent spoken and written English.

Summary:

Air Traffic Control Specialists Kabul Approach Center (KAC) control air traffic according to established procedures and policies to prevent collisions and minimize delays arising from traffic congestion. Responsible for the safe, orderly and expeditious movement of air traffic through assigned airspace.

Individuals shall demonstrate professional knowledge of air traffic control rules, regulations, and techniques, and the ability to apply this knowledge in radar approach facility. Individuals selected for this category shall be a graduate of an approved DOD, FAA, or ICAO air traffic controller course, shall possess FAA form 7220-1 and shall possess a valid Second Class or First Class Medical Certificate (FAA Form 8500-9) or equivalent at time of employment.
