(AFG) Communications Technician Lead


Job Summary


The* Communications Technician Lead* manages and performs ground based communications and electronics systems planning, system design, implementation, installation, radio frequency management operation, support and problem solving. Provides oversight, mentoring and training as required to all Communications Technicians. Advises the Program Management and Site Management, on administrative functions such as personnel strengths and TLS as well as upper management on current status of departmental issues. Coordinates with appropriate personnel, corporate, INL/A, and/or government agencies relating to issues assigned by upper management. Manages Communication SOPs across multiple sites for Radio Programming, COMSEC & CCI handling, Business practices, ARMS Inspection, Sensitive Items Inventories.


Principal Accountabilities



  • Ensures quality communications infrastructure design, deployment, optimization, training and operations are performed as directed or required in support of current and future program requirements




  • Must have thorough knowledge of communications theory, hardware, software and equipment used in the employment, operation and maintenance of ground based VHF, UHF, LOS, and SATCOM voice and data communications systems supporting inter-theater base communications and ground to air communications




  • Uses special test equipment and procedures peculiar to each system to locate and isolate problems, defective units and interconnecting cables




  • Formulates and develops the programs communication plan utilizing state of the art technology, investigates cases of frequency interference, electromagnetic spectrum difficulties and problems with propagation to determine the cause and cure




  • Installs and operates communications equipment and systems; installs and operates antenna systems and related cabling; proficient in and the instruction of installation, operation, employment of VHF, UHF, LOS, and SATCOM radio communication systems to transmit and receive radio messages in voice and data; performs preventative maintenance checks; advises and supervises Communications Technician in the installation and operation of communications equipment; develops comprehensive communications plans; researches and identifies new communications equipment




  • Performs periodic inspection, upgrades and maintenance duties on the complete base station communications systems




  • Develops training plans and instructions




  • Conducts training




  • Document changes to site equipment configurations




  • Writes proposals and supporting technical documents




  • Coordinates with vendors. Manages communications staff interfaces with customers




  • Makes changes and modifications to existing ground based communications equipment, antenna systems and components




  • Reads, interprets and supplies information contained in operation plans, technical orders, maintenance directives, OEM recommendations and other technical data pertaining to ground based communication systems and components




  • Develops comprehensive communications plans in support of operational requirements




  • Recommends reliable, efficient and supportable communications technology solutions




  • Prepares projects for staff approval; this includes equipment and software purchases, costs, analysis, design, training and implementation planning




  • Serves as technical expert for matters relating to introducing new or modified telecommunications systems




  • Represents the company in meetings and with vendors /service providers




  • Manages the daily activities and individual personnel development of the Communication Technicians




  • Supports management by providing accurate and timely reporting of communications systems




  • Keeps current in communications systems, emerging technologies, operations, communications procedures and practices




  • Trains employees as necessary, explaining or demonstrating accepted equipment operation methods and safety practices




  • Complies with ground, flight and fire safety, housekeeping and use of tools and test equipment




  • Plans and coordinates equipment and material requirements




  • Enforces the tool control, safety, and housekeeping programs




  • Conducts employee performance reviews




  • Coordinates schedules & rotations of Communications Technician to ensure proper manning




  • Performs other duties as assigned



Knowledge & Skills



  • Must have thorough knowledge of communications theory, hardware, software, and equipment used in the employment, operations and maintenance of tactical VHF and UHF communications systems; specifically the Harris AN/PRC 152 and AN/PRC-117 multiband radios and the Motorola P25 digital portable/mobile radios




  • The ability to read and write and to provide interpretation of technical data is required




  • Knowledge and experience in the proper procedures for handling, storing, and issuing COMSEC keying material, encryption devices, and Controlled Cryptographic Items is required




  • General knowledge of cellular and satellite phone network operations and basic maintenance is preferred




  • Strong organizational, project management, interpersonal and communications skills




  • Proven ability to manage multiple tasks with competing priorities




  • Excellent customer service skills in a high-pressure environment




  • Ability to work in the field under harsh and austere conditions




  • Must possess a current US passport or the ability to obtain one before assignment




  • Possess, or ability to obtain and maintain a DoD Secret Security Clearance is a condition of continued employment; a current DoD Secret Security Clearance is preferred



Experience & Education



  • Minimum of ten (10) years experience working with communication systems, protocols and procedures




  • Minimum of five (5) years experience working with tactical VHF/UHF communication platforms is required




  • Prior military, including direct support to military operations and training preferred




  • High School Diploma or equivalent is required




  • College Degree in a technical field is preferred



Physical Requirements/Working Environment



  • Must be able to walk and stand on level and/or inclined surfaces for up to 5 hours per day and sit for up to 3 hours per day




  • Must be able to climb stairs, ramps, ladders and work stands




  • Must be able to crouch, crawl, grasp or handle objects, use finger dexterity, bend elbow/knee and reach above/below shoulders




  • May be required to lift up to 35 pounds to height of 4 feet and be required to lift up to 35 pounds to height of 7 feet




  • May be required to carry, push or pull up to 50 pounds




  • May be required to see aircraft in flight, read dials/gauges. Identify small objects and hand tools




  • Must be able to see imperfections, micrometer readings and other small scales




  • Must be able to read and interpret newspaper and typewritten printMust be able to communicate by voice and detect sound by ear




  • Must be able to distinguish color and judge three-dimensional depth




  • May be required to operate power vehicles, machinery and hand tools, etc.




  • May be exposed to certain obstructions on surface as well as ladders, stairs, etc.




  • May be exposed to rapid or extreme temperature changes




  • May be exposed to chemical, mist, gas, vapors, ultra-violet and infrared radiation




  • May be exposed to extreme noise




  • Normally works in a normal office environment with controlled temperature and lighting conditions




  • May be required to travel to and between remote location(s) in austere environments




  • May be required to respond to a wide variety of operational circumstances, including extreme weather conditions and rudimentary infrastructure




  • May be exposed to extreme noise from turbine and jet engine aircraft




  • May be exposed to fumes or airborne particles; may be exposed to electrical shock hazards or work near moving mechanical parts, vehicles, or aircraft



Travel


  • Travel to travel to and between CONUS and OCONUS location is required on regular basis
