BACKGROUND
Capacity Building for Results “CBR” Project, started since January 2012, aims to support the government’s effort to improve the capacity and performance of core line ministries responsible for national priority programs. The CBR project’s development objective is to assist the government in improving the capacity and performance of select line ministries in carrying out their mandates and delivering services to the Afghan people. This will be achieved through the implementation of specific capacity and institution building programs, which include systematic monitoring of and reporting on results.
CBR Project Support Unit (PSU) of the Ministry of Finance (MoF) would like to hire a qualified and experienced International framework Agreements Consultant to work with the National Procurement Authority (NPA).
Number of Positions: One Position – To be stationed at National Procurement Authority (NPA)
Summary of the Position
Duties and Responsibilities
The individual would be responsible for the following activities:
· Conduct a study of application of framework agreement as a method of procurement and identify types of goods, services and works which can be procured using framework agreements.
· Identify regulatory amendments necessary to apply framework agreement in Afghanistan public procurement spectrum.
· Ascertain existence of required implementation regulation and policy for application of frame work agreements for all procurement entities
· Ascertain existence of mechanisms to minimize corruption risk in framework agreements including mechanisms to reduce risk of collusion, limitation of competition and reduced transparency.
· Assist in establishing accurate and applicable mechanisms for utilization of framework agreements as a procurement method in PEs, including amendments to public procurement rules of procedure, standard bidding documents and other standard procurement documents.
· Establish framework agreement monitoring mechanism to monitor implementation of framework agreements by NPA.
· Produce training material necessary for staff capacity building in framework agreement field.
· Assist Public Procurement Institute to incorporate framework agreement training programs in their core curriculum.
· Conduct training and capacity development in policy development
Deliverables:
· Quarterly reports to NPA management according to the annual plan
· Project initial documents prepared during first 3 months after assignment.
· Submission of assignment final report for NPA management
· Draft, formulate and develop required framework agreement policies, mechanisms and procedures.
· Closely work with counterpart national staff to train and develop capacity in framework agreement field and public procurement policy development and other related fields.
· Produce training materials and deliver trainings in framework agreements field
· Qualifications and Experience: The International framework Agreements Consultant
would have the following:
· Minimum Master’s Degree in Engineering, Business Administration, Public policy, Public Administration or other relevant field is required. Professional Certificate in procurement and supply chain management is an asset.
· At least 10 years of progressively responsible work experience procurement, procurement policy, in project management, administration, project planning, public procurement,
· At least 2 years of experience in framework agreement management or processing procurement using framework agreements.
· Experience with Government projects, UN Agencies or World Bank funded project is essential.
· Candidates with work experience in multiple countries will be strongly preferred.
· Knowledge of government rules and/or other internationally accepted public procurement procedures is an advantage
· Knowledge of framework agreements specially in public procurement context is an asset
· Excellent computer skills for Microsoft Office tools (Word, Excel, Access, and PowerPoint) and Internet use;
· Fluent in English
· Excellent written and oral communication skills;
· High level interpersonal and relationship-building skills.
· Ability to communicate and work effectively with persons of various cultures and religions;
· Outstanding ability to determine and review priorities, plan and meet deadlines;
· Ability and willingness to work in a high pressure environment and insecure post-conflict environment;
· Ability and willingness to multi-task and work under pressure;
· Professional in appearance and demeanor.
Reporting & Supervision: The International Framework Agreements Consultant shall report to the Procurement Policy Director of NPA.
Duration: The duration of the position(s) would be for One year with a 3 month probationary period.
