Afghanistan: Customs advisor consultant
Chemonics seeks a customs advisor consultant to support the Afghanistan Customs Department (ACD) to develop its headquarters-based internal audit unit to conform with international standards and principles and ensure organizational compliance in the department. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:
- Support and assist the ACD in developing policies and procedures consistent with international best practices
- Develop and deliver training to support and enhance the Internal Audit Unit’s (IAU) skill set
- Work with the Afghan National Customs Academy (ANCA) to develop a one-day, IAU-awareness module for delivery to all ACD staff
- Support and assist the ACD in developing and implementing a Professional Standards Unit(PSU) to prevent, detect, and investigate corruption and initiate action against corruption; the PSU will conform to standards detailed in guidance issued by the World Customs Organization(WCO) and other relevant international organizations
- Support and assist the ACD in developing relevant policies and procedures consistent with the principles of the WCO Revised Arusha Declaration, WCO Model Code of Ethics and Conduct, and the WCO Revised Integrity Development Guide (IDG)
- Develop and deliver training to support and enhance PSU staff’s skill set
- Work with the ANCA to develop a one-day, PSU-awareness module for delivery to all ACD staff
- Support the ACD in the continued roll-out of risk management at all customs locations in line with guidance documented in the WCO Revised Kyoto Convention (RKC) and the WCO SAFE Framework of Standards; assistance will include developing relevant policies, procedures, and training, and delivering workplace mentoring
- Support the ACD risk management team on a study tour (country still to be agreed) to see an established operational risk management unit
- Support the ACD risk management team during working visits to neighboring countries to discuss and initiate exchange of information
Qualifications:
- Bachelor’s degree and minimum of five years of relevant experience, or minimum ten years of relevant experience in customs and government capacity building, including capacity building of counterpart officials
- Experience in Afghanistan or other transitional economies and regional experience highly desired
- Strong ability to interact effectively and collaboratively with a broad range of government officials, international donors, and other key stake holders
- Full computer literacy and excellent communication, analytical, and report writing skills

- Demonstrated leadership, versatility, and integrity
- Fluency in English required
