Description: On a US Military Base in Afghanistan; Coordinates and develops plans to construct, deconstruct, repair buildings, utilities, force protection emplacements, and related real property. Advises and assists units in the development of applicable plans and estimates associated with basing de-scoping requirements. Responsibilities:
- Briefs construction plans during meetings and briefings
- Work with military engineers or construction contractors to develop construction and deconstruction statements of work, estimates, labor plans and schedules
- Complete and submit daily reports of each project
- Travel to bases throughout the country to perform site surveys and reconnaissance to review base master plans and coordinate with the BOS-I to develop base closure/transfer plans.
- Ensure timely and accurate identification and documentation of government real property; prepare and provide photographic documentation, DD Form 1354s and other documentation required by the BOS-I .
- Assist BOS-I to identify real property and provide recommendations for disposition
- Prepare Foreign Excess Real Property (FERP) packets in order to facilitate disposition
- Serve as a liaison for BOS-I coordinating with higher headquarters for engineer enabler support.
- Review base master plans.
- Provide technical assistance and advice to the BOS-I on demolition requirements.
- Reviews inspection records and inspects structures to ensure compliance of specifications when property is identified by BOS-I to be transferred. **
Skills: ** § Proficient in Microsoft programs to include Word, Excel, Power Point and Project.
- Possess the ability to read, interpret, and decipher all construction documents (schedules, specifications, blueprints, schematics, diagrams, etc)
- Ability to communicate both verbally and in writing to all members of the organization in a clear and concise manner.
- Comprehend Contractor principles and procedures for training, compensation and benefits, labor relations, and personnel information systems.
- Structure of the English language including the meaning and spelling of words, rules of composition, and grammar.
- Read and understand information and ideas presented in writing.
- Listen to and understand information and ideas presented through spoken words and sentences
- Capable to operate and travel independently from assigned BCAT team when timelines and base closure plans require.
Qualification Requirements:
- Bachelor’s degree in engineering, construction management or demonstrated combination of 8 years education/training and experience.
- 7 years related experience in a construction environment
- Prior experience in setup and management of information control systems to track and manage requests for information, drawings and specifications
- Possesses Secret Clearance
