Job Description


The Department of State (DOS) and the Department of Defense (DOD) will complete a transition from DOD-led U.S. presence in Afghanistan to a DOS-led U.S. presence under the The Afghanistan Life Support Services (AliSS) contract. The ALiSS establishes a clinically safe and professionally managed healthcare environment and provides primary health care as well as resuscitative surgical care in accordance with U.S. or equivalent medical standards on a 24-hour basis, 365 days of the year to Chief of Mission (COM) personnel in Afghanistan.


This position is notional to contract award.

QUALIFICATIONS:


Education



  • Must hold a professional counseling and/or psychology degree at Masters level

    Experience




  • Must have a minimum of 5 years of substantive experience delivering behavioral health programs

    Job Specific Qualifications and Requirements




  • Must be licensed, accredited or registered to practice counseling



  • Specialty and/or experience in trauma (PTSD, Acute Traumatic Stress)

  • Experience with Military and/or Law Enforcement personnel and/or experience serving as or working with Army Mental Health Specialist (MOS 68X)

  • Experience with Employee Assistance Program (EAP) type issues.

  • Experience working in the Middle East or other third world country is a plus

  • Ability to work independently

  • The Behavioral Health Specialist should preferably have extensive experience with varied treatment modalities (i.e., visualization, EFT, yoga, EMDR, etc) and incorporate that in behavioral health care practices.

  • All Medical Support Staff must have current experience and have worked a minimum of 6 of the last 12 months in desired career field.

DUTIES AND RESPONSIBILITIES:


Job responsibilities and duties will be to offer on-site counseling and treatment services (to include mobile travel between sites) for the following prominent issues:


  • Work-place conflicts

  • Transitional concerns (being away from family and support systems in a foreign country)

  • Stress management

  • Grief counseling

  • Management consultations and employee coaching

  • CISD/CISM services for critical incidence

  • Conduct mediations as requested or needed

  • On call for emergencies

  • Manages administrative aspects of Behavioral Health programs and related activities. Contributes to the medical facility employee health program. Plans and develops programs to address emergent behavior health issues. Provides behavior health education to selected, high risk groups.

  • Maintains the Behavior Health program. Participates in formulating behavioral examination requirements for workers at risk for stress and work-place conflict. Maintains close liaison with other DOS/COM organizations and associated contractors to develop procedures for prompt identification, investigation, evaluation, and reporting of behavioral health problems. Serves as technical advisor for planning and presenting behavioral health programs.

  • Directs behavioral health efforts. Advises on issues relating to procedures. Monitors behavioral health trends and advises on interventions to reverse adverse trends.


  • Maintains the highest regard for patient dignity and observe the precepts of the American Hospital Associations Bill of Rights for patients.

    Additional duties:




  • All Health Care Providers (HCPs) will document care delivered and follow up care required.



  • Attends and participates in a variety of meetings and task force groups to improve quality and outcomes, communicate issues, obtain approvals, resolve problems and maintain specific level of knowledge pertaining to new developments, new task efforts, and new policy requirements.

  • The Behavioral Health Specialist, an important member of the health care team, assists with the management and treatment of inpatient and outpatient mental health activities.

  • In the course of their duties, the Behavioral Health Specialist collects and records psychosocial and physical information, and assists with care and treatment of patients suffering behavior health issues.

  • Collects and records psychosocial and physical data and assists with care and treatment of behavioral or psychological problems.

  • Counsels clients/patients with personal, behavioral or psychological problems.


  • Coordinates requests for Behavioral Health Services provided remotely and facilitates service delivery through the most effective technology available (e.g., telemedicine, conference call, video conference).

    OTHER REQUIREMENTS:




  • Requires a favorably adjudicated Moderate Risk Public Trust (MRPT) investigation conducted by the Department of State, Bureau of Diplomatic Security.



  • Behavioral Health Specialist will sign a CHS Foreign Service Agreement (FSA) and is bound to the terms and conditions of the FSA. All shall demonstrate proficiency in the use of basic word processing programs and the CHS Medical Management System software.

  • Maintains the highest regard for patient dignity and observe the precepts of the American Hospital Associations Bill of Rights for patients.

  • Must have a valid, current U.S. Driver’s License

  • Must have a current U.S. Passport.

  • Shall be proficient in the ability to speak, write and communicate in English.

  • Shall demonstrate proficiency in the use of basic word processing programs and the CHS Medical Management System software.

  • The normal workweek is established by the DoS Chief of Mission.

  • Participate in training, (including HIPAA training) that may be required by DOS or CHS prior to deployment to Afghanistan.


  • Complete a one week Foreign Affairs Counter Terrorism training course prior to deployment to work on the contract. Training will include: Combat First Aid, Weapons Familiarization, Defensive Tactics/Driving, IED recognition, Surveillance Detection and Hostage Survival and Personnel Recovery

    PHYSICAL REQUIREMENTS:




  • Must be confirmed by a medical examination to be “medically and dentally fit” in accordance CHS Medical Readiness Guidelines and Policies and/or as dictated by the Client



  • No conditions that would prevent the wear of personal protective equipment; including protective mask, ballistic helmet, body armor and chemical/biological protective garments or conditions that would prevent the capability of donning, lifting or carrying of up to 70 lbs. of referenced gear while running to a bunker or protected area in the face of perceived or imminent danger.

  • Work is normally performed in a typical interior/office work environment; travel in Afghanistan is required by surface or air.

  • The climate is desert-like, hot, and prone to dust storms.
