(AFG-Kabul) Special Advisor-Manager

Responsibilities:


The Capacity Building Special Advisor Manager is charged with building sustainable institutional capacity and effective, sustainable leadership for the Islamic Republic of Afghanistan’s General Directorate of Prisons and Detention Centers (GDPDC). The Embedded Manager serves as the primary mentor to the GDPDC Director General and oversees the daily mentoring of GDPDC executive leadership being performed by Capacity Building Advisors under austere and hostile conditions. These assigned Advisors support prison programs and industries; security (investigations); security (operations); records and classification; training; and management (finance and human resources). In carrying out these responsibilities, the incumbent regularly meets with senior Afghan officials and provides direct mentoring as needed.


Duties:

* Oversees the daily mentoring performed by five Embedded Capacity Building Advisors at the General Directorate of Prisons and Detention Centers (GDPDC) headquarters providing comprehensive mentoring and instruction, resulting in sustainable knowledge transfer.



  • Develops a baseline assessment of the GDPDC’s capabilities addressing INL’s five core functions, establishes mentoring targets, and monitors results.




  • Identifies and addresses gaps in correctional knowledge, skills, and abilities; and develop an overall plan to manage mentorship based upon individual development plans for each mentee, showing progress over a specific period of performance and defining an end state.




  • Ensures that the Capacity Building Advisors activities facilitate the development of technical and experiential training of GDPDC leadership and that Capacity Building Advisors are meeting program deliverables.




  • Reviews and coordinate submission of responsive weekly, monthly, and quarterly reports.




  • Liaises with senior Afghan government’s General Directorate of Prisons and Detention Centers (GDPDC) officials and provide mentoring services when necessary.




  • Mentors Afghan government’s General Directorate of Prisons and Detention Centers (GDPDC) senior leadership to improve core functional capacity of the Afghan Prison System and regularly report on progress.




  • Provides advice on strategies, policies and plans affecting project operations, delivery of training, mentoring and advisory services.




  • Focuses on compliance of operations with Statement of Work (SOW), regulations and policies and implementation of US Embassy Kabul, Bureau of International Narcotics and Law Enforcement (INL) Section operational strategies.




  • Establishes collaborative arrangements and appropriate operational partnerships with Afghan and other international organizations.




  • Oversees INL donation process for Vulnerable Population, Humanitarian Aid, Industries and Vocational Education.



    • Coordinates all activities through the INL Corrections Advisors INL/Kabul and INL/AP.




    • Works effectively under pressure, under short time constraints, austere and hostile conditions.





  • Demonstrates an ability to work in a fluid environment where there is a single chain of command but multiple stakeholders outside that chain of command.



Qualifications:



  • A bachelor’s degree plus some demonstration of continuing education in the discipline for which the Advisor will mentor (e.g., certificate program)




  • Must have at least (2) two years’ experience at the senior executive level, with the central office, regional or state-level oversight over multiple correctional institutions and operations (e.g., Director of Institutions)




  • Minimum (3) three years as Associate/Deputy Warden (or equivalent)




  • Minimum (2) two years of corrections experience at the management level, with central office, regional or state-level oversight over multiple correctional institutions and operations




  • Minimum (12) twelve years’ experience in corrections, at least two of which in the discipline for which the mentor will be advising (e.g., Chief of Classification of Records, Director of Training Academy)




  • Must possess and demonstrate superior writing skills.
    Note: The Government will entertain substituting years of experience for education. It is preferred that the Contractor propose candidates with at least a Bachelor’s degree.
