The Aga Khan Foundation (AKF) is a non-denominational international development agency established in 1967 by His Highness the Aga Khan. AKF seeks to provide sustainable solutions to long-term problems of poverty, hunger, illiteracy, and ill health. In Afghanistan, AKF works with rural communities in mountainous, remote or resource poor areas to improve quality of life in the areas of natural resource management, market development, governance, education and health.
The Aga Khan Foundation, Afghanistan (AKF (Afg)) is an agency of the Aga Khan Development Network (AKDN), a group of international, private, non-denominational development agencies working to improve living conditions and opportunities for people in some of the poorest parts of the developing world. The Network’s organizations have individual mandates that range from the fields of health and education to architecture, rural development and promotion of private-sector enterprise and institutions that seek to empower communities and individuals, usually in disadvantaged circumstances, to improve living conditions and opportunities.
Summary:
The Aga Khan Foundation (AKF) is seeking an outstanding professional to join the Afghanistan AKF Education Team as its National Advisor for Education to manage and expand its School Improvement Program (SIP) in Secondary education. The successful candidate will work with government, donor, and community-based organizations to strengthen and enhance AKF’s SIP model to:
- Increase the demand for Secondary education (i.e. engaging in parental and community sensitization campaigns).
- Increase the supply of Secondary education (i.e. applying the participatory, inclusive whole school approach (WSA) to mobilize a multi-stakeholder response to improving school infrastructure, classroom learning environments and WASH).
- Increase the quality of Secondary education (i.e. In-school professional development training for effective school leadership and effective, child-centered teaching pedagogy, enhanced by continuous Education Communities of Practice (ECOP)).
- Increase access to Secondary education (i.e. provision of alternative, community-based education models).
- Increase gender equity in Secondary education (i.e. provision of flexible response funds for differentiated learning needs)
- Increase the capacity of government to support Secondary education (i.e. real-time monitoring and mentorship training).
- Increase knowledge sharing of ‘what works’ in Secondary education (i.e. measuring cognitive and non-cognitive outcomes).
The National Advisor for Education will build on AKF’s existing strong position of leadership within the sector by collecting, analyzing and disseminating meaningful evidence from the field that highlight key thematic areas such as pluralism in education, teacher status transformation, ICT for education, and educational systems strengthening.
The successful candidate will collaborate with a second National Advisor in Education for SIP in primary education; thereby requiring a high level of joint problem-solving, creativity, collaborative work ethic, and constituency building skills across schools.
The National Advisor for Education focused on SIP for Secondary education will be based in Kabul, expected to make extensive travel to the field, spending approximately 60 percent of her/his time in the field in order to support program conceptualization, implementation, and monitoring and evaluation.
Core Responsibilities and Duties:
Technical Support: National Advisor for Education focused on SIP in Secondary education will lead the review and enhancement of the SIP model for AKF Afghanistan, including review and development of training programmes and packages for SIP, capacity building of AKF technical staff, and quality assurance for all SIP activities. She/he will also provide technical inputs in project design and implementation at local, national and regional levels
Programme Delivery: Provide senior-level overall programme management and coordination of SIP’s design, effective implementation strategy, and relevant monitoring and evaluation schemes for Secondary education. Reporting of budgetary allocations and programme delivery across schools and implementing partners will be submitted on a regular basis for review by AKF, donor and government counterparts.
Staff Development: Under the supervision of the Education Head, the National Advisor for Education will build the capacity of AKF and non-AKF staff in implementing a holistic, integrated SIP approach to improving quality Secondary education for all.
Development of Professional Development Training Modules:** Develop and adapt online/offline, in-person and distance professional development training packages that respond to school-based needs for school improvement (i.e. in-school development planning, school leadership, child-centred teacher pedagogy, parental engagement, global citizenship for students, low-cost/no-cost local teaching and learning materials, continuous assessment modules, and action research).
Knowledge Dissemination: As required, represent AKF in local, national and global forums about quality education and engage in Ministry of Education-sponsored forums to influence policy development using evidence from grassroots experiences, knowledge and results of AKF’s work in schools with SIP components in Secondary education.
Reports, Communication and Resource Mobilization:** Provide regular, visually-appealing, and accessible online and offline communication briefings about challenges and effectiveness of SIP components to be used for future resource mobilization efforts and external/internal strategic planning.
Monitoring and Evaluation: Collaborate with AKF-Education’s monitoring, evaluation, research and learning (MERL) unit to strengthen effective tools for measuring the impact of SIP on a.) cognitive and non-cognitive outcomes for children, b.) Professional skills, attitudes and knowledge of school managers and teachers towards children’s learning needs, and c.) quality of parental engagement.
Required Qualifications and Experience:
Bachelor Degree in Education (Preferably Master Degree in Leadership, Teacher Education, School Improvement/School Effectiveness)
3 years of experience with SIP, with at least 5 years as a teacher or administrator in primary education.
Proven interpersonal, mentoring and team-building skills, particularly working in cross-cultural contexts.
Excellent command of written and spoken English communication and presentation skills (Dari and/or Pashto also desired).
Demonstrated excellence in time management skills; ability to multi-task and work with a diverse team.
Strong problem-solving skills and previous use of ICT in education would be desired.
Proven experience in writing professional development training materials and designing teaching and learning resources for low-resource school settings.
Demonstrated application of innovative approaches to teaching and learning in program design and implementation.
