Education for Development Division


Position Location: Washington, DC


Background


Creative Associates International (Creative) is a recognized leader in Education in Conflict. Creative serves the most visible and politically-sensitive environments, providing systemic reengineering and scaled provision of education in post-conflict and crisis situations, with rigorous consideration given to access, quality, security and psycho-social dimensions. Creative is a prime holder of USAID’s Education in Conflict Indefinite Quantity Contract, which gives the firm access to significant market opportunities. The Education in Conflict Practice Area compliments the work of the Instructional Systems Practice Area, which focuses on the provision of rigorous reading instruction.


Position Summary:


This position provides technical leadership, project management, and business development support to the Education in Conflict (EIC) Practice Area in the Education for Development (ED) Division. The EIC Senior Associate: (1) serves as a subject matter expert, contributing broadly, substantively and significantly to the Education in Conflict Practice Area; (2) leads strategic positioning of the Practice Area in select markets/targets, and leads proposal efforts, including proposal development; (3) manages projects under his/her supervision, ensuring successful performance, and implementation in adherence to corporate and client regulations; (4) represents the Practice Area and Division in relevant industry circles. Specifically, this position manages the USAID Afghans Read Program, a $70M, 5-year activity that seeks to deploy a massive early-grade reading initiative nationally.


Reporting


The position is housed in the Education for Development Division and reports to the Education in Conflict Practice Area Director.


Primary Responsibilities:


• Serves as a subject-matter expert, contributing to the development of sophisticated approaches, models and tools to serve educational needs in crisis settings. Supports EIC’s unfolding research agenda;


• Manages all aspects of assigned projects, including technical, administrative, financial, operational and sub-contractor management, ensuring compliance with Client and Corporate systems, policies and procedures;


o Supports field-based COPs to ensure clear and collaborative relationships with subcontractors, host country counterparts and the mission/client;


o Provides overall quality assurance to the projects including development of reports, project success stories, and other project material;


o Ensures that the projects meet deliverables on time;


o Serves as Acting Chief of Party as required;


• Leads select new business development efforts, including early market positioning, capture, partnering, key personnel recruitment, and technical writing of proposals.


• Nurture teams at HQ and in the field.


• Supports other Divisional activities, as necessary.


Required Skills & Qualifications


• Master’s degree in education, international development or a closely-related field;


• 12 years of work experience in international education;


• 5 years of specific work experience in education-in-conflict;


• Prior experience in managing/implementing USAID-funded education projects (field-based experience highly desirable);


• Prior experience in new business development and proposal management/writing;


• Strong collaborative skills, which demonstrate ability to work in partnership with host country officials, local organizations and other stakeholders;


• Excellent verbal and written communication skills; strong writing skills are highly desired;


• Excellent interpersonal skills; prior experience working in multi-cultural environments;


• Fluency in both written and spoken English;


• Ability to travel.


Desired Skills & Qualifications


• (Ph.D. preferred) in education, international development or related field;


• Knowledge of refugee education, education and countering violent extremism, and ICT solutions in education;


• Prior experience working in Afghanistan;


• Experience conducting research, database management, and statistical analysis;


• Fluency in written and spoken Arabic, French and/or Spanish;
