(AFG-KABUL) Lead Fire Fighter
Job Summary
Serves as Crew Chief with responsibility for one or two major pieces of firefighting apparatus and a crew of 3-6 Firefighters assigned to a shift, and serves as Station Captain when assigned.
Principal Accountabilities
(Typical duties include the following, although specific duties vary by assignment or contract)
- Responds to fires and other emergency situations and directs crew in placing of apparatus, in applying agent applications, etc. and coordinates operations.
- As required, assumes responsibility for the entire firefighting operations (serving as the Incident Commander) until the arrival of a senior fire officer.
- Directs the crew in firefighting activities, working from special orders from higher-level supervisors at the scene.
- Directs the crew in fire protection inspection functions.
- Checks on work in progress and reviews completed work, amending or rejecting work not meeting established standards and refers to supervisor questions or matters not meeting performance standards.
- Ensures that personnel and equipment are in a constant-state-of-readiness for immediate response to any firefighting and rescue operations.
- Maintain oversight of daily vehicle and equipment operational inspections/checkouts and preventive procedures.
- Performs fire protection related technical duties; coordinates the return of installed fire suppression and detection systems to operational status after activation.
- Performs fire prevention/fire safety inspections prior to issuing permits for welding and cutting and other hazardous operations.
- Operates assigned rescue, fire suppression (structural), hazardous materials, and support vehicles necessary to perform assigned duties.
- Responds to hazardous material/CBRNE incidents, surveying scene for the purpose of stopping or controlling the release.
- Identifies hazards, collects and interprets data, determines damage to container, assists with development of strategy and tactics.
- Performs advanced control and confinement operations such as cooling, plugging, or patching containers, applying diluting sprays or neutralizing agents and/or constructing dams and/or dikes while utilizing specialized personal protective clothing, instrumentation and equipment.
- Performs duties of an assigned position within the incident management system.
- Assists in briefings, critiques and prepares reports and documentation.
- Maintains an understanding knowledge and performs decontamination of personnel, equipment and supplies as necessary.
- Must maintain and demonstrate a basic understanding of chemical and toxicological terminology and behavior.
- Maintains proficiency by participating in drills, simulations and refresher training.
- Administers emergency medical care and treatment for illnesses and injuries of occupational and non-occupational origin.
- As an Emergency Medical Technical (EMT), performs as a member of a team responsible for on scene emergency medical treatment and care of victims of fire, sudden illness, chemical exposure, or accidental injury.
- Analyzes emergency situations and establishes lifesaving medical priorities.
- Administers life saving measures to include, but not limited to, automatic defibrillation, suction, traction devices, bandages, etc.
- Responds to motor vehicle accident scenes, and depending upon the magnitude and complexity of the situation/crashed vehicle(s), using the Hurst Tool (Jaws of Life) and other specialized rescue equipment performs effective extrication techniques to safely remove entrapped victim(s).
- Makes decisions whether medical treatment is necessary and may be performed on site or if it would be necessary to move the victim(s) to another area for triage and treatment.
- Must maintain a high level of proficiency in effective techniques to be employed to safely stabilize/immobilize the victim(s) to prevent further injury.
- Performs fire prevention/fire safety inspections in low-moderate hazard facilities where fire hazard are expected.
- Inspects quarters, office buildings, barracks, hospitals, warehouses, etc., for fire hazards such as overloaded electrical circuits, trash and rubbish accumulation, combustible material storage, impeded means of egress and exits.
- Makes visual and mechanical checks of fire alarm systems to insure operability.
- Prepares reports of unsafe conditions, coordinates with the other offices, and conducts follow-up inspections to assure satisfactory corrections.
- The incumbent must work during inclement weather conditions.
- Performs other duties as assigned.
Knowledge & Skills
- The work of this position requires a SECRET Security clearance.
Experience & Education
- CERTIFICATION REQUIREMENTS: Certifications must have been awarded by the Department of Defense (DOD) or any equivalent entity accredited by International Fire Service Accreditation Congress (IFSAC) or Pro-Board.
- Must be certified at the Officer I, Fire Instructor I, and Fire Inspector I, HazMat Awareness
- Must possess and maintain a valid state motor vehicle operator license of the appropriate classification or kind.
Physical Requirements/Working Environment
- Must pass pre-appointment physical and subsequent periodic medical examinations in accordance with NFPA 1582: Standard on Comprehensive Occupational Medical Program for Fire Departments.
- Must perform and successfully pass Annual Physical Agility and Performance Test (PAPT). New employees must pass the PAPT within six months of entry on duty.
- Must participate in Fitness and Wellness Program, IAW NFPA 1583 Standard on Health-Related Fitness Programs for Fire Fighters.
- This position requires the employee to work under adverse environmental conditions and falls under the respiratory protection program and hearing conservation program.
Travel
- The position is subject to periodic travel.
- The position is subject to immediate recall and extended shifts during emergencies.
