Global HR Officer – Recruitment & Support - Women for Women International - Washington, DC

Purpose
The Global Human Resources Officer will report to the VP to Human Resources & Support. This position will serve as liaison between HQ (Headquarters) and Country (Global) offices located in Afghanistan, Democratic Republic of Congo, Kosovo, Nigeria, Rwanda and South Sudan on a variety of key human resources functions.
Responsibilities:
Global Recruitment & Global Compensation & Benefits (approx. 75%)
Support the country office human resources staff with recruitment and placement of candidates for key positions.
Assist with drafting, and/or reviewing drafts, of new and existing Job Descriptions.
Build the recruitment capacity of the country office staff to develop job descriptions, post openings, screen candidates, and make appropriate candidate selections.
Ensure that proper on-boarding systems and processes are in place and followed.
Ensure that hiring and employment practices implemented in the field are in compliance with organization and local standards.
Develop compensation programs and strategies that allow country offices to attract and retain the best talent.
Assist with negotiating and finalizing compensation & benefits packages for host-country national staff, and international assignees.
Maintain and manage the country office salary scales
Work closely with County Directors on required local market adjustments and salary increases.
Coordinate annual merit increases for local and international assignees.
Ensures overall compensation and remuneration of international staff are appropriate and in alignment with the WfWI compensation philosophy.
This role may also assist and support domestic recruitment requirements in times of peak activity.
Human Resources Support (approx. 25%)
Support the Sr. Global HR Officer with Country Director support, and designated in-country representatives, to ensure that HR systems including policies and procedures are developed, continuously monitored and updated, and are compliant with local laws and in line with HQ standards.
Implement and monitor all HR county office support systems including recruiting, performance management, benefits and compliance to ensure smooth functioning, communication and coordination with HQ.
Recommend and manage/lead training, as well as identify staff development opportunities.
Recommend best practices to create opportunities for information flow between HQ and country offices, as well as look for opportunities for inter-country information sharing.
Assist with development of and maintain systems of documentation for each Country Office to include: employee handbooks; compensation structures and surveys; job descriptions; attorney agreements; employment contracts and agreement templates; local labor laws; staff contact lists, and all global HR files.
Support international assignees with operational, logistical, and HR needs.
Assist with organization wide HR needs and activities at headquarters.
Qualifications:
Desire and ability to frequently travel to country offices
Minimum of a BA or BS degree in Business Administration or Human Resources
Three to seven years in a Human Resources capacity entailing recruiting, staff development, policies and procedures, international labor laws and compensation; with at least two of those years experience in international human resource.
Experience with resolving employee relations situations and legal issues relevant to employment in country office regions.
Ability to work well and communicate effectively with others; role requires serving multiple constituencies and moving initiatives forward.
Superior interpersonal, organizational, planning and analytical skills are essential.
Advanced knowledge of the principles, practices and procedures relevant to global Human Resources Management is required.
Global Professional in Human Resources (GPHR) certification highly desired.
Demonstrated ability to develop sound recommendations and effectively plan.
Strong understanding of cultural context and dimensions.
