(AFG-KABUL) Fire Chief
Job Summary
As the Fire Chief, he/she manages the fire & emergency services programs.
Principal Accountabilities
(Typical duties include the following, although specific duties vary by assignment or contract)
- Develop and provide to the COR for review and approval, fire prevention program regulations and standard operating procedures in order to implement State Department regulations.
- Prepare and submit reports to the COR on fire losses and trends; recommend steps to alleviate unfavorable conditions.
- Oversee the management of fire prevention activities to include educational promotions, training, fire prevention week activities, and seasonal campaigns.
- Review reports submitted to determine adequacy of the program and effectiveness.
- Draft Memorandums of Agreement, as requested by the COR, with other federal organizations.
- Direct emergency services equipment and personnel to respond to particular types of emergencies.
- Implement and direct the crash and rescue protection services for assigned installations.
- May serve as Emergency Management/Disaster Preparedness Coordinator to include preparing the installation overall emergency force protection program to include severe weather events, nuclear, chemical and biological emergencies or any other crisis situation.
- Plan organizational structure and staffing needs to ensure an efficient structure is establish within the workforce.
- Keep employees informed of policies, procedures and management programs and goals. Carry out Occupational Safety and Health Program responsibilities.
- Manage the emergency communications center that receives all fire and other calls for assistance and directs the dispatch of emergency equipment and personnel.
- As requested by the COR, attend meetings with local offices, agencies, and senior managers.
- As requested by the COR, participate in planning sessions for major emergency response and contingency plans.
- Employee is required to report for duty during Natural Disasters or such emergency situations.
Knowledge & Skills
- The work of this position requires a SECRET Security clearance.
Experience & Education
- A minimum of one year of experience in similar position, as described in the following specialized and general fire prevention experience description.
- Specialized experience is defined as: Experience of all phases of fire department operations, i.e. structural, crash/fire/rescue, hazardous material and Basic Life Support medical services.
- Experience in fire prevention, fire protection, emergency protection services and environmental protection in order to plan, direct and supervise shift work to support the installation.
- Must maintain a valid State driver’s license and an Emergency Vehicle Operators certification.
- Must have and be able to maintain the following Firefighter Certifications: Fire Officer IV, Instructor II, Inspector II, Hazardous Materials Incident Command. National Incident Management System certifications (NIMS): IS-100 and IS-200 IS-300 and IS-400, IS-700, IS-800,
- CERTIFICATION REQUIREMENTS: Certifications must have been awarded by the Department of Defense (DOD) or any equivalent entity accredited by International Fire Service Accreditation Congress (IFSAC) or Pro-Board.
Physical Requirements/Working Environment
- This position requires the employee to work under adverse environmental conditions and falls under the respiratory protection program and hearing conservation program.
- This is an inclement weather position.
Travel
- The position is subject to periodic travel.
- The position is subject to immediate recall and extended shifts during emergencies.
