(AFG-KABUL) Advisor, Executive Officer to the Vice Chief of the General Staff


Job Summary


Chief of the General Staff (CoGS) Advisor shall Advise the Vice Chief of General Staff (a three-star general equivalent billet) in the absence of the Senior Advisor, Advise the Vice Chief’s staff, and provide training and systems development to the office under the strategic guidance of the Senior Military Advisor to the Vice Chief of the General Staff (VCoGS).


Principal Accountabilities


  • Conduct daily engagements with Afghan advisees and their staffs. The engagements should be coordinated with the military and government lead or the functional team chief to maximize effort and contact.

  • Act as back-up advisor for Resolute Support Mission (RSM), and when required by Deputy Advisor-Ministry of Defense/General Staff (DA-MoD/GS), be the primary RSM advisor for their primary Afghan leader, to include his directorate, sub-directorate or office.

  • Assist with the development and execution of MoD and Afghan National Army (ANA) plans, programs and policies for assigned functional areas under the strategic direction and guidance of DA-MoD/GS and senior military advisors.

  • Develop systems that are standardized, effective, and aligned throughout the MoD, GS and Government of the Islamic Republic of Afghanistan (GIRoA).

  • Guide, teach and coach Afghan personnel to determine broad objectives appropriate for their role as staff officers. Advise them as they establish and implement policy in their functional areas.

  • Coach senior leaders and their staffs. Ensure leaders are developed to effectively lead the staff and manage Military Occupational Specialty (MoS) and the Afghan Nation Defense and Security Forces (ANDSF).

  • Advise ANDSF and GS leaders to ensure policies are understood and executed within their functional areas.

  • Conduct reviews with ANDSF and GS staffs to ensure appropriate communication and integration. Mentor staffs to:

  • Develop individual and section roles and responsibilities.

  • Improve inter- and intra-office communications.

  • Follow through on tasks and missions.

  • Provide guidance in developing orders and policies.

  • Assist with training efforts.

  • Assist in the development of doctrine.

  • Develop MoD and GS leadership skills that encourage independent thinking and initiative within broad intent from senior leaders.

  • Guide MoD and GS to develop policies and systems that are transparent, accountable and have the appropriate oversight to minimize corruption.

  • Provide advice and suggestions in the context of a daily habitual relationship developed over time that engenders trust and confidence between the mentor and the advisee.

  • Provide guidance, recommendations and suggested courses of action for staff actions and decision briefings. Work to refine staff coordination and integration skills. Help leaders and staffs establish and refine horizontal integration to achieve unity of effort across staff functions.

  • Develop staffs to ensure execution in standard office practices in areas such as meeting preparation, travel planning, correspondence handling and computer use.

  • Prepare and keep current terms of reference for all members of the MoD and GS office staff, including the Executive Office and Secretariat. Terms of reference describe the purpose and structure of an organization or group of people who have agreed to work together to accomplish a shared goal.

  • Meet with the directors and sub-directors on a daily basis when possible, and contribute to the daily Situation Reports (SITREPs) with reportable information as defined by the RSM lead. SITREPs are provided every day except Fridays to the Senior Advisor, who consolidates staff inputs for further dissemination, within three hours of the event.

  • Train the MoD/ANA to write talking points.

  • Prepare Afghans for their key engagements/meetings with other members/staffs of the MoD/GS.

  • Prepare Afghans for their key leader engagements (KLEs) with Coalition leaders. If the contractor was present for the KLE, the contractor will provide a written Executive Summary (EXSUM). Given the shortage of advisors, there is no need for the contractor to attend the same meetings as the uniformed member. Maximum coverage is the goal on a daily basis, not redundant participation in meetings. Coordinate with your primary if you want access to meeting notes for situational awareness.

  • Write information papers and position papers on MoD and GS plans, policies and strategies to aid the RSM mission and efforts.

  • In the absence of the primary military advisor or at their request, participate in RSM meetings and provide feedback to the leadership through the standard mechanisms highlighted above. Verbal feedback may be appropriate in many cases.

  • Review on an annual basis all published MoD and GS policies and decrees to ensure they are current, accurate and relevant within their functional (vertical) areas and across (horizontal) staff elements. A report of the assessment shall be coordinated with RSM and the MoD/GS.

  • Review GS Tashkil in the directorates where the contractors are employed, and determine if there is adequate staffing to perform their assigned missions. Provide a written report on an annual basis of shortfalls and excess positions.

  • On an annual basis, review all job descriptions within their assigned directorates or organizations. Train Afghan leaders how to improve job descriptions. Document the assessment in a yearly report.

  • Continually develop horizontal integration among the MoD, GS, and subordinate staffs. Update to the Ministerial Development Plan quarterly for the applicable office.

  • Perform other duties as assigned.

Knowledge & Skills


  • Excellent written and oral communication skills.

  • Computer skills in Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook).

Experience & Education


  • Must have related functional background and job expertise at the Combatant Command Level.

  • Retired military O-5s and above or equivalent governmental civilian, with equivalent work experience.

  • Must have a final (not interim) Department of Defense (DoD) Secret Level Security Clearance before deployment and maintain that clearance.

Physical Requirements/Working Environment


  • Must pass all medical and fitness requirements directed by US Central Command (CENTCOM) in order to deploy.

  • Must be able to operate in harsh and austere conditions of Afghanistan

Travel


  • Must be capable of daily travel in and around Kabul as well as to locations throughout Afghanistan.
