(AFG-KABUL) Advisor, Accounting / Finance


Job Summary


Accounting/Finance Advisor shall serves as senior mentor to advise and mentor the Financial Management organizations of the Ministry.


Principal Accountabilities


  • Advise and mentor the Afghans to build and effectively use sustainable financial management procedures that follow Afghan Law, and Ministry of Finance Policy and Regulation.

  • Advise and mentor on all facets of financial management.

  • Advise and mentor on payroll process and procedures, budget formulation and execution and staff development.

  • Ensure daily, interpersonal and hands-on practical interaction with Afghan counterparts in their operating environment, subject to RS-directed force protection and movement restrictions, in accordance with the requiring activity’s plan of action & milestones for the essential functions of Afghan National Defense Security Forces (ANDSF) requirements generation and Planning, Programming, Budgeting and Execution (PPBE).

  • Advise and mentor on the promotion of a professional development plan for Finance staff.

  • Advise and mentor the Afghans on how to monitor international donor direct contributions to ensure funds are utilized in accordance with all applicable international and host government laws and regulations.

  • Advise and mentor on the establishment and use of internal controls to promote transparency, accountability and organizational processes.

  • Travel to HQ and field locations as required to advise and mentor finance officers in all facets of financial operations.

  • Each week, submit a weekly update report to the requiring activity in order to illustrate: progress achieved toward the requiring activity’s plan of actions and milestones; and a plan of action for the coming week that supports the requiring activity’s plan of action and milestones.

  • Perform other duties as assigned.

Knowledge & Skills


  • Excellent written and oral communication skills.

  • Computer skills in Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook).

  • Automated data processing knowledge: possess working knowledge of word processing, spreadsheets, graphics presentation, databases, E-mail clients & web browsers, and web content management.

Experience & Education


  • Master’s degree in economics, finance, business, management or accounting from an accredited institution of higher education.

  • Minimum 12 years of relevant experience at a major governmental institution (armed service, ministry, large department).

  • Must have a final (not interim) DoD Secret Level Security Clearance before deployment and maintain that clearance.

Physical Requirements/Working Environment


  • Must pass all medical and fitness requirements directed by US Central Command (CENTCOM) in order to deploy.

  • Must be able to operate in harsh and austere conditions of Afghanistan

Travel


  • Must be capable of daily travel in and around Kabul as well as to locations throughout Afghanistan.
