The candidate shall provide the identified De-Processing/Fielding and Post-Fielding tasks below:
The contractor shall conduct a de-processing/handoff at each fielding, post, installation site, or central staging site designated to support PM-HTV fielding, IAW TPF CONUS Locations.
The contractor shall provide personnel to return to all fielding locations multiple times for additional de-processing, training, hand-off, and application of kits due to the increased Operations Tempo (OPTEMPO), Deployments, Partial Fieldings, and DA G8 Distribution Changes.
The contractor shall provide personnel to execute loading/offloading/movement of end items, logistics management support, quality assurance, and perform maintenance functions (adjust, align, service, clean, inspect, and perform road test) of end items for both fielded and non-fielded HTVs.
The contractor shall participate with the COR, Fielding Management, or their designated representative at all NMIB to:
Establish a detailed fielding schedule.
Obtain agreement on what facilities, space, vehicles, trash receptacles/pick-up and removal/disposition of same, equipment, and materials provided by the gaining command and those that are provided by the contractor as negotiated during the NMIB.
Establish a de-processing/handoff rate and fielding schedule consistent with facilities/equipment availability.
Establish a working relationship for the receipt of end items and other fielding-related materiel through the installation Central Receiving Facilities.
Class III POL (Petroleum Oil Lubricant) products and blank forms required to support de-processing efforts provided by the Government.
The contractor shall provide all personnel and personal safety equipment required to accomplish a de-processing/hand-off mission capability to transmit information to the TACOM TPF Office to meet PBUSE requirements. The gaining command or unit will provide all fielding site facilities with fuel and lubricants.
The contractor shall manage the movement of all end items at fielding site, TMDE (to include MSDs with Inter-connecting Device (ICE)), tools, support packages, parts, supplies, publications, IETMs, and all other fielding related material from source into the de-processing and/hand-off site as negotiated during NMIB. The contractor shall be responsible for all GFE and shall sign for such property on a DA Form 3161 (Request for Issue or Turn-in). All Government-furnished property provided for short-term use, incorporated into the task order as Government-furnished property, e.g., TMDE, audio visual equipment, shall be returned to the Government source of issue when no longer required in support of this task order.
All items and materiel required for fielding shall be on-site and inventoried prior to every scheduled handoff.
The contractor shall have sufficient personnel present, full time, at fielding sites based on the number of vehicles being fielded prior to the first hand-off to perform inventories and to prepare vehicles and TMDE for hand-off and/or training. For all non-major fielding sites, the contractor shall provide sufficient personnel, based on the number of vehicles to be fielded, to accomplish inspection, perform inventories and accomplish required repairs prior to the start of training. At each site, the contractor shall:
De-process and perform operational checks on end items to be fielded, IAW de-processing checklists and instructions provided by the COR or PM Representative related to the HTV variants. Copies of the De-processing Checklists can be downloaded from the AKO website
Correct/repair any deficiencies identified during de-processing within its ability. If the contractor is unable to correct/repair any deficiencies, the Government shall be informed. Accomplish all necessary service and repairs identified in applicable Maintenance Allocation Charts (MAC) Operator through Field Level actions and Operator through Sustainment Level Maintenance. This shall include maintenance and repair of all training vehicles to include Armor Training Vehicles. The Fielding Team Lead will determine if a Field Representative is required for repair and correction of deficiencies.
Take action IAW the warranty provisions of the end item task orders and the appropriate Warranty Technical Bulletins. De-process, load software and perform operational checks on the Maintenance Support Device (MSD) w/ICE and any future generations of this type of equipment.
Prepare all paper and electronic documentation to complete hand-offs and comply with PBUSE requirements as set forth in AR 700-142 and DA PAM 700-142.
Conduct a closeout briefing with the respective Force Modernization Office (FMO), Unit POC, and TACOM Logistics Assistance Office (LAO), if available.
Install kits associated with the FHTV fleet identified and approved by COR. This includes Arctic kits for cold regions.
The contractor shall maintain automated database records and be able to electronically report, at any time, the status of all vehicles on hand, numbers and types of vehicles previously handed off by UIC, and the status of unit sets of vehicles to be handed off during the ensuing 30-day period.
The contractor’s Fielding Team shall arrive no later than 30 minutes prior to begin fielding activities as scheduled.
The contractor shall make no changes to schedules or to the components of any unit set, without the prior approval of the Government Fielding Lead.
The contractor shall inspect all end items and TPF materiel arriving at the de-processing and hand-off site and identify all unserviceable or damaged components in the AAR. The AAR shall include pictures or schematics and line drawings of damage vehicle(s). The contractor shall be responsible for all maintenance functions, IAW Paragraph 3.3.2 of this PWS. Repairs above the maintenance functions of the Fielding Team and warranty work shall be reported through the COR or Fielding Manager.
The contractor shall adjust, clean, inspect, service, and align any items found discrepant or missing during the inspection/de-processing of vehicles and joint inventory with the gaining unit.
The contractor shall, at the time of hand-off, formally transfer accountability of all materiel, IAW AR 710-2 and current PBUSE requirements, by requiring the gaining unit’s Property Book Officer to sign DA Form 3161 (Transfer/Turn-in) documentation.
The contractor shall prepare and provide, for the gaining and fielding commands signature, a Joint Inventory Report, DA FORM 5684-R, IAW DA PAM 700-142, and provide copies to gaining command and the Fielding Manager within 30 calendar days of hand-off. The contractor shall prepare a TPF AAR within 14 calendar days following each fielding event and submit to the gaining command, COR and Fielding Manager.
OCONUS travel will be determined on a case-by-case basis, depending upon when vehicles in OCONUS locations require these services. This requirement for travel during the base POP and subsequent option periods is to coordinate fieldings, de-process equipment, order parts, report and repair transportation damage, order and replace warranty parts, provide operator and maintenance training, conduct inventories, inspect, and hand off HTVs and service equipment. Fielding Lead and Team members shall be required to operate GSA, military tactical and non-tactical vehicles in support of fielding operations.
Qualifications
Four (4) years minimum of appropriate and progressive experience.
Must be able to obtain and maintain a security clearance.
Essential Functions
Work Environment
An inside and outside environment (considerations: closed quarters, close together, lighting). An inside environment may be a cubicle (considerations: close quarters, low to moderate noise, bright or dim lighting). Outside work may include various environmental conditions including hot, dusty, cold, and windy climates. It should be understood that employment may be located in potentially dangerous areas, including combat or war zones. This might involve the possibility of suffering harm by dangerous forces or friendly fire. These dangers are inherent to working conditions in a dangerous environment. Needs to be able to work well with co-workers, customer, and all levels of management. Work site is located in Afghanistan.
Physical Requirements
Work may involve sitting or standing for extended periods of time. Position may require filing, typing, and reading from a computer screen. Must have sufficient mobility, included but not limited to: bending, reaching, turning and kneeling to complete daily duties in a timely and efficient manner. There is a possibility that due to parking availability and location of work, walking moderate to long distances may be required. Must be able to meet and maintain CENTCOM physical requirements for deployment.
Equipment and Machines
Ability to operate office equipment such as a personal computer, printer, copy machine, telephone, fax machine and other equipment including desk supplies and other work related tools as required.
Attendance
Regular hours will be between Monday-Sunday 7:00 a.m. – 7:00 p.m. Regular attendance of scheduled hours is extremely important, but not critical, except for deadlines and meetings. Punctuality and regular attendance are necessary to meet deadlines. Must exhibit flexibility of work hours to adjust to surge situations based on critical mission requirements.
Other Essential Functions
Must demonstrate professional behavior at all times when dealing with customers, management and co-workers. Must have clear, concise and accurate communications skills in English, both verbal and written. Grooming and dress must be appropriate for the position and must not impose a safety risk to employees or others. Must maintain a positive work atmosphere by behaving and communicating in a professional manner. Independent personal transportation to office or work site is required. Travel to and from customer’s locations and the test fields may be required to support projects. This may involve airline travel. In some cases, accommodations can possibly be made for POV, if necessary. When operating any vehicle for work purposes, must wear seat belt and in addition, no cellular devices are to be used when vehicle is in motion.
