Logistics Analyst II - Afghanistan - Jacobs - Warren, MI

We are actively searching for qualified candidates for this potential opening. We do not have assurance at this time that the position will be opened and when. Because we have strong reason to believe the position will be approved soon, we are going ahead with identifying candidates.

The candidate shall provide the identified Telecommunications and Automation tasks below:


The contractor shall use an automated TPF System, as identified in AR 700-142, to establish telecommunication services with the capability to allow two-way direct line exchange of data (telecommunications, email, facsimile communications) between the contractor’s home base, services center, various project/product managers’ offices, and fielding locations worldwide.


The contractor shall provide equipment transfer documentation DA Form 3161 to the TPF Office at TACOM (email address: usarmy.detroit.tacom.mbx.ilsc-mft-pbuse@mail.mil) for Property Book Unit Supply Enhanced System (PBUSE) transactions.


The contractor shall enter data, within 3 days of de-processing and fielding vehicles, onto the Record DA Form 3161, Lateral Transfer document from fielded vehicles, and transmit data in a compatible electronic format, which allows for automated update to the TPF Office at TACOM (email address: usarmy.detroit.tacom.mbx.ilsc-mft-pbuse@mail.mil) into PBUSE.


The contractor shall submit written Monthly Performance and Cost Reports.


The contractor shall develop and maintain a TPF Weapon System Database. The contractor shall include Manufacturing Readiness Level (MRL) to document where end items are issued, IAW AR 700-142 and DA PAM 700-142, for each fielding, to include a serial number tracking system capable of tracing any and all serial numbers for end items whereby items can be easily traced to a receiving unit/support facility that will identify each gaining unit and their support facilities requirements. This automated tracking system shall contain, at a minimum, the serial number, receiving unit’s Department of Defense Activity Address Code (DODAAC), Unit Identification Code (UIC), handoff date, nomenclature, model number, date of manufacture, and registration number of each major end item/assembly in accordance with agreed upon format.


The contractor shall have the capability to provide specific information electronically, within 24 hours of a Government request. The contractor shall deliver this database to PM-HTV, at the end of each task order POP in a digital format. The database shall include the following categories of materiel:


End Items


Special Tools and Test Equipment (STTE)


Authorized Stockage List (ASL)


Technical Manuals, Publications and IETM


Basic Issue Items (BII)


Components of End Item (CoEI)


Kits to be mounted on or in vehicles, when identified by COR and Fielding team.


The contractor shall build requisite databases, IAW AR 700-142 and DA PAM 700-142, and generate a Contractor Progress, Status, and Management Report for the COR and Fielding Managers information within 24 hours of completion of any fielding activity.


The contractor shall generate and submit a request for tools and ASL to keep the contractors TPF package database in agreement with the MRL, as the MRL progresses from a draft to a final document for each fielding.


The contractor shall prepare the MRL (DA Form 5682) for HTV system(s), as MRL progresses from a draft to a final document. The contractor shall update the MRL and submit a request for tools and ASL to the Wholesale Supply System through U.S. Army Supply System to ensure packages are in agreement with the MRL.


The contractor shall maintain and update all information, documents, associated reports, and automated databases (to include all Functional Group Codes per the appropriate TM on a weekly basis; or if not available, per TB 750-93-1 with all changes) relative to the TPF process for the duration of the task order to document/provide data for actions that occurred during the duration of the task order and make available to the COR.


The candidate shall provide the identified Logistics Management tasks below:


The contractor shall generate TPF documents, IAW AR 700-142 and DA PAM 700-142, and fielding-specific report data for each fielding supported under this task order. The contractor shall electronically maintain all information and documents required to carry out the TPF process, along with any associated reports or automated historical databases, for the duration of the task order, IAW AR 700-142 and DA PAM 700-142, agreed upon computer application formats and schedules by COR and contractor. All information and documents shall be provided to the COR within seven calendar days of completion of each fielding.


At each fielding site, the contractor and Government personnel shall conduct a 100% inventory and inspection of end items, e.g., HTVs and TPF material, for count and condition. Report if deficiencies or discrepancies within 24 hours, as follows:


Product Quality Deficiency Reports (PQDRs) SF368 in the Product Discrepancy Reporting Evaluation Program (PDREP) at https://www.pdrep.csd.disa.mil/ and IAW AR 702-7 for quality defects.


Transportation Discrepancy Reports (TDRs) for damage due to transportation by completing the DD 361 to document facts and evidence to claims offices (DFAS) for each of the Services, Defense Logistics Agency (DLA), DCMA, and the General Services Administration (GSA) National Customer Service Center to support loss and damage claims against the carrier or contractor to ensure recovery of Government funds.


Supplier Discrepancy Reports (SDRs) by completing the SF 364 IAW AR 735-11-2 for overage, shortage, or incorrect items for end items and TPF materiel — or an unacceptable National Stock Number (NSN) substitute, identified during the joint inventory/hand-off within 24 hours of discovery.


For each fielding supported under this contract, the contractor shall establish and maintain After Action Reports (AARs) containing Shortage Annexes of Materiel and delivery, and include updates on Weekly Activity Reports. The contractor shall close Shortage Annexes when materiel is issued to the gaining command.


The contractor shall ensure that closed TPF Packages are available for audit to ensure all required supply actions have been accomplished and signed hand receipts have been received for the materiel. The contractor shall ensure that a clear and historical audit trail is preserved for all supply actions taken and Government disposition instructions are received.


The contractor shall provide the COR access to records and data that support reported cost and scheduled data.


The contractor shall have Program Manager or Logistics Manager(s) or both present at all Weekly Fielding Meetings and New Materiel Introductory Briefings (NMIB), scheduled by the Government. The contractor shall have detailed data on all ongoing TPF efforts available in a briefing format. The contractor shall brief attendees on the status of pertinent fielding efforts, receive and respond to questions, and take action to resolve any issues pertaining to this contract that arise during the meetings.


The contractor shall develop and submit Weekly Fielding Reports that summarize worldwide HTV hand off activities.


The contractor shall submit a request describing modifications to procedures affecting data or reporting, which differs from the AR 700-142 or DA PAM 700-142. The contractor shall provide an explanation for the requested modification to the COR for approval. The request must be submitted to the COR five days prior to submission of any contractually required report that would contain information affected by the modification. The COR will provide acceptance or denial of a request to modify procedures within five days from the date the request is received. If the contractors request is denied, an explanation will be provided.


Inspection Equipment: The contractor shall be responsible for maintaining all inspection equipment necessary to assure vehicles conform to requirements under the task order.


All inspection and test equipment used by the contractor shall be included in a Calibration System as part of the QMS.


Qualifications


Bachelor’s degree in the appropriate discipline plus five (5) years minimum of appropriate and progressive experience. Additional relevant education may be substituted for progressive experience.


Must be able to obtain and maintain a security clearance.


Essential Functions


Work Environment


An inside and outside environment (considerations: closed quarters, close together, lighting). An inside environment may be a cubicle (considerations: close quarters, low to moderate noise, bright or dim lighting). Outside work may include various environmental conditions including hot, dusty, cold, and windy climates. It should be understood that employment may be located in potentially dangerous areas, including combat or war zones. This might involve the possibility of suffering harm by dangerous forces or friendly fire. These dangers are inherent to working conditions in a dangerous environment. Needs to be able to work well with co-workers, customer, and all levels of management. Work site is located in Afghanistan.


Physical Requirements


Work may involve sitting or standing for extended periods of time. Position may require filing, typing, and reading from a computer screen. Must have sufficient mobility, included but not limited to: bending, reaching, turning and kneeling to complete daily duties in a timely and efficient manner. There is a possibility that due to parking availability and location of work, walking moderate to long distances may be required. Must be able to meet and maintain CENTCOM physical requirements for deployment.


Equipment and Machines


Ability to operate office equipment such as a personal computer, printer, copy machine, telephone, fax machine and other equipment including desk supplies and other work related tools as required.


Attendance


Regular hours will be between Monday-Sunday 7:00 a.m. – 7:00 p.m. Regular attendance of scheduled hours is extremely important, but not critical, except for deadlines and meetings. Punctuality and regular attendance are necessary to meet deadlines. Must exhibit flexibility of work hours to adjust to surge situations based on critical mission requirements.


Other Essential Functions


Must demonstrate professional behavior at all times when dealing with customers, management and co-workers. Must have clear, concise and accurate communications skills in English, both verbal and written. Grooming and dress must be appropriate for the position and must not impose a safety risk to employees or others. Must maintain a positive work atmosphere by behaving and communicating in a professional manner. Independent personal transportation to office or work site is required. Travel to and from customer’s locations and the test fields may be required to support projects. This may involve airline travel. In some cases, accommodations can possibly be made for POV, if necessary. When operating any vehicle for work purposes, must wear seat belt and in addition, no cellular devices are to be used when vehicle is in motion.
