Technical Instructor Afghanistan - Jacobs - Warren, MI

We are actively searching for qualified candidates for this potential opening. We do not have assurance at this time that the position will be opened and when. Because we have strong reason to believe the position will be approved soon, we are going ahead with identifying candidates.

The candidate shall provide the identified New Equipment Training tasks below:


The contractor shall provide the following scope of training: NET for Operation, to include for Preventive Maintenance Checks and Services (PMCS) and Field Level Maintenance (FLM), in support of materiel fielding of the HTV and related TMDE. Specific classes within each of these categories are set forth in New Equipment Training (Attachment 0004).


The contractor shall provide modes of training to include classroom instruction, hands-on (practical application), video presentations, and computer based. Training shall take place at user sites, special designated training sites, or at the TACOM LCMC NET facility in Warren, Michigan, as specified in New Equipment Training.


The contractor shall provide training to include storing and shipping training packages for operators and maintainers in conjunction with worldwide materiel fielding. Training shall also involve associated tasks such as maintaining equipment to be issued to gaining units and providing on-site technical services.


The contractor shall be responsible for all GFP IAW FAR 52.245-1 Government Property of the task order and shall sign for such property on a DA Form 3161 (Request for Issue or Turn-in). All GFP on short-term loan, i.e.; TMDE, and audio/ visual equipment shall be returned to the Government source of issue when no longer required for support of the training covered by this task order.


All instructional materials, Program of Instructions (POI), and training aids used, developed, or procured by the contractor for courses taught under this task order shall become the sole property of the U.S. Government and shall not be used without the written consent of the COR.


The contractor shall ensure that all NET instructors have a valid Group A Commercial Driver License for end items being fielded, IAW ALARACT 242-2011. Any costs associated with obtaining commercial driver licenses shall be borne by the contractor and will not be reimbursed by the Government.


The contractor shall be prepared to respond to a surge requirement for additional classes (all types) at each training site per trip, beyond what is identified in TPF CONUS Locations.


The contractor shall ensure that the Government Fielding Manager is kept informed of quantities of training support materials required to ensure an adequate supply is kept on hand to meet the training schedule. Master copies of all training material will remain with the Government. The contractor’s’ instructors shall ensure that all students in attendance receive a copy of training materials. The contractor shall provide necessary training materials for any subcontracted training efforts.


The contractor shall coordinate with the NET Coordinator/Fielding Manager to discuss training policies, training programs, lesson plans, and service delivery.


The contractor shall be responsible for instructors’ assignments and schedules to meet all HTV training requirements. It shall be the responsibility of the contractor to provide fully qualified substitute instructors, if scheduled instructors are absent or otherwise not available to conduct the scheduled courses. Make-up for missed class sessions, due to the fault of the contractor, shall be the responsibility of the contractor.


The contractor shall be responsible for ensuring instructors are on-site 30 minutes prior to start of class. The contractor shall verify with the unit/organization Point of Contact (POC) to ensure all training aids, equipment, training materials, classrooms, and all items required to conduct the training are on-hand prior to start of class. If the required training materials, equipment, or facilities are not available, the contractor shall notify the COR and Fielding Manager. The COR and Fielding Manager will notify the contractor on the decided course of action to be taken to rectify the situation/problem.


The contractor shall be responsible for maintaining and providing an adequate supply of training consumables: seals, gaskets, sealants, etc., to perform all hands-on training tasks. Consumables, such as, seals and gaskets, shall be used conservatively and only be replaced at the end of each training effort.


The contractor shall be required to de-process equipment before training takes place, the contractor shall make arrangements (with coordination and approval of the COR) for its instructors to be at the training site no later than 30 minutes prior to fielding activities to include de-processing and preparing the equipment for training.


The contractor’s instructors shall provide HTV Training to unit commanders, fellow instructors, and personnel of the NET Group. The instructors shall:


Meet the POC or the sponsor of the course upon arriving at the training site.


Contact the TACOM LCMC Logistics Assistance Office (LAO) at the installation, if available.


Arrive at the training site/classroom no later than 30 minutes prior to start and remain at least 30 minutes after the end of class each day.


Take attendance daily and report any absence to the organization training POC during the first break. Student roster shall include identification of class leader, phone number, and e-mail address. Student names shall be typed on the attendance roster (in Excel spreadsheet format), and the roster shall be forwarded to the Fielding Manager or designated representative within three working days after start of course. Final course roster shall be included as part of the AAR for each site.


Ensure all students complete the Course Evaluation Forms provided by the Government. Any ratings of 3 or less on the Course Evaluation Forms shall require an explanation, in the form of a note on the roster spreadsheet and the critique sheet itself. The contractor shall also generate a Course Completion Report that shall include the instructors name(s), course location, dates and time, students full name, rank/grade, SSN (last four digits only), unit, email address and Military Occupational Specialty (MOS) or job title. Course Evaluation Forms and Course Completion Reports shall be included as part of the Training Closeout Report.


Maintain automated training database/records, that can be tracked by UIC/unit name after training is completed.


The contractor’s instructors shall be responsible for the cleanup of the shop and classroom training area. Instructors shall also be required to return all training sites to original condition. Instructors shall be cognizant of environmental and hazardous material regulations and local policies at the training location; and in the event of an accident or incident involving hazardous materials (HAZMAT) or environmentally sensitive areas, the contractor instructors shall take appropriate actions to contain the problem immediately and notify proper authorities in accordance with local environmental/HAZMAT requirements.


The contractor’s instructors shall prepare, type, and present a Course Completion Certificate to all students who successfully complete the course. The Government will provide blank Course Completion Certificates to the contractor, electronically.


The contractor’s instructors shall check all equipment used as training aids prior to and after training to ensure it meets 10/20 standards, IAW DA 700-142. If the equipment does not meet 10/20 standards, the instructors shall notify the Fielding Manager and document the problem(s) found. Instructors shall perform PMCS before and after operation of the equipment, ensure that all defective equipment/components are reported to the Fielding Manager, and repairs are accomplished IAW 10/20 standards. If extended training is performed at any given Command, training vehicles shall be returned to the de-processing site after accumulating no more than 400 miles and exchanged for another training vehicle/s. This process shall be repeated until training is completed or no other training assets are available from the de-processing site.


Contractor-conducted training shall be performed in a manner that ensures a high level of customer learning and satisfaction. The contractor’s instructors shall make recommendations to the COR and NET Coordinator for changes to correct, update, or otherwise clarify or improve the instructions being provided. Any procedural changes to correct or improve the processes/tasks taught on the equipment shall be brought to the immediate attention of the COR and NET Coordinator.


The contractor shall provide technically qualified/certified instructors on all training and instructional materials related to the Government approved POIs. Instructor certification shall be established by: Army Basic Instructor Course (ABIC), by a civilian certification program through public or private certification process, or by a documented contractor certification program, approved by the Government that requires instructors to (1) present instruction using the conference method (2) present instruction using the demonstration method, or (3) present instruction using the Practical Exercise (PE) method. Presentations shall be evaluated using a Performance Evaluation Checklist (PEC). In order to successfully complete this requirement, instructors must achieve a GO on the final PE by presenting a combination of the conference and demonstration/PE methods of instruction and facilitate an AAR following another instructor’s presentation IAW a Performance Evaluation Checklist (PEC). Upon successful completion of a Government approved contractor certification program, instructors become certified to teach selected NET POI(s). AR 350-1 (Army Training & Leadership Development) and TR 350-70 series (Training Development) outlines requirements for instructor certifications.


The contractor shall update Government furnished training materials incorporating post fielding support analysis to include field feedback, Quality Deficiency Reports (QDRs), DA Form 2028s, and Fielding Team After-Action Report. The Government will review and approve any changes.


Qualifications


Two (2) years of college or technical school plus four (4) years minimum of appropriate and progressive experience or any equivalent combination of education and experience for a total of six (6) years.


Candidates must have experience with New Equipment Training or have experience working with the following Heavy Tactical Vehicles; HEMTT LHS, HEMTT Wrecker, HEMTT Tanker, HEMTT LET, HEMTT Patriot, HEMTT Cargo, PLS with Crane.


Must be able to obtain and maintain a security clearance.


Essential Functions


Work Environment


An inside and outside environment (considerations: closed quarters, close together, lighting). Needs to be able to work well with co-workers and all levels of management. An inside environment may be a cubicle (considerations: close quarters, low to moderate noise, bright or dim lighting). Outside work may include various environmental conditions including hot, dusty, cold, and windy climates. It should be understood that employment may be located in potentially dangerous areas, including combat or war zones. This might involve the possibility of suffering harm by dangerous forces or friendly fire. These dangers are inherent to working conditions in a dangerous environment. Needs to be able to work well with co-workers, customer, and all levels of management. Work site is located in Afghanistan.


Physical Requirements


Work may involve sitting or standing for extended periods of time. Position may require filing, typing, and reading from a computer screen. Must have sufficient mobility, included but not limited to: bending, reaching, turning and kneeling to complete daily duties in a timely and efficient manner. There is a possibility that due to parking availability and location of work, walking moderate to long distances may be required. Must be able to meet and maintain CENTCOM physical requirements for deployment.


Equipment and Machines


Ability to operate office equipment such as a personal computer, printer, copy machine, telephone, fax machine and other equipment including desk supplies and other work related tools as required.


Attendance


Regular hours will be between Monday-Sunday 7:00 a.m. – 7:00 p.m. Regular attendance of scheduled hours is extremely important, but not critical, except for deadlines and meetings. Punctuality and regular attendance are necessary to meet deadlines. Must exhibit flexibility of work hours to adjust to surge situations based on critical mission requirements.


Other Essential Functions


Must demonstrate professional behavior at all times when dealing with customers, management and co-workers. Must have clear, concise and accurate communications skills in English, both verbal and written. Grooming and dress must be appropriate for the position and must not impose a safety risk to employees or others. Must maintain a positive work atmosphere by behaving and communicating in a professional manner. Independent personal transportation to office or work site is required. Travel to and from customer’s locations and the test fields may be required to support projects. This may involve airline travel. In some cases, accommodations can possibly be made for POV, if necessary. When operating any vehicle for work purposes, must wear seat belt and in addition, no cellular devices are to be used when vehicle is in motion.
