(AFG) Intelligence Specialist (Operations)


JOB SUMMARY:

Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army.


About the Position:


This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well asDepartment of Defense Instruction 1400.25.This position is located at the Headquarters, Department of the Army, G-2 Military Intelligence (MI) Support, Stable Shadow Program, with duty location in Afghanistan.

This is a Career Program Position (CP) 35.


This announcement is for a term position. Permanent employees who apply, are selected for, and ultimately accept this position will be converted to a term appointment. Term positions in DCIPS may be extended up to a maximum of five years.

DUTIES:

This position will oversee and manage the coordination, planning, collection, evaluation, fusion, analysis, production, and dissemination of all-source intelligence and counterintelligence (CI) at all echelons. Advise and direct the commander and subordinate units on enemy situations, capabilities, vulnerabilities, weather, and terrain. Develop order of battle maps, overlays, and reports to provide complete and accurate intelligence information to users. Investigate national security crimes of Army interest as defined by regulation. Plan, manage, and direct the collection, production, and dissemination of tactical, operation, and strategic Signal Intelligence (SIGINT) and Electronic Warfare (EW) operations in support of the Army in the field.



QUALIFICATIONS REQUIRED:

In order to qualify, you must meet the education and/or experience requirements described below. Experience required: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.


To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Qualifying experience is defined as: maintain order of battle maps, overlays and reports; assist with training development for counterintelligence activities; coordinates the collection of signal and human intelligence. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-13). Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.


You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:


  • Knowledge of technical, tactical, and operational intelligence

  • Skill in planning, organizing, and coordinating operational intelligence support

  • Skill in Technical Written Communication

  • Skill in Oral Communication

NOTE: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency so long as it was at a level at least equivalent to the next lower grade in the series.

CONDITIONS OF EMPLOYMENT:



  • Must be able to obtain and maintain a TOP SECRETsecurity clearance with Compartmented Information access.




  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.




  • Position is designated as Emergency-Essential.




  • Must sign a mobility agreement, if selected.




  • A medical examination and immunization screening are required.




  • This position may be required to comply with the Lautenberg Amendment/Domestic Violence Misdemeanor Amendment to the Gun Control Act of 1968.




  • May be required to obtain and maintain U.S. Army Intelligence Badge/Credential depending on organization assignment.




  • Position may require employee to wear uniform and/or protective clothing.




  • Incumbent will be expected to live in field conditions.




  • May be required to work irregular shifts/hours.
