Chief of Party (CoP) - ECC - United States
The Chief of Party candidate shall meet the minimum qualifications and have a Masters degree or higher in engineering, private sector development, international development, or a related field.
Basic Qualifications
Work Experience:
· Professional Fluency in English in speaking, reading, and writing.
· At least 10 years of progressively responsible international development experience in managing and implementing large programs.
· At least 5 years of successful experience as USAID Project Director or USAID Chief of Party or project leader of a large donor-funded technical assistance teams for projects of similar magnitude and complexity, particularly in transitional, conflict or post-conflict countries.
· Demonstrated expertise in related policy, host country capacity building, or program design and implementation.
· Prior experience in designing and implementing gas to power, mining, or water/energy programs in Afghanistan, transitional, conflict or post-conflict countries is highly desirable.
· Experience working directly with host country Ministries, financial systems, and direct assistance implementation mechanisms is highly desirable.
· Demonstrated expertise in similar projects and/or experience working with working with private or government-owned energy utilities in management of day-to-day operations, including technical, billing, collection, tariff setting and customer service. In addition, the candidate must have experience in corporatization/privatizing state-owned enterprises, specific experience working with energy utilities in transition from public to private sector privatization of the energy sector.
Supervisory Experience:
· At least 10 years of progressively responsible supervisory experience, including:
· Direct supervision of professional and support staff.
· Experience in building and effectively supervising a diverse team of employees.
· Quality evaluation of staff performance and deliverables.
· Contract management.
· Excellent interpersonal skills and demonstrated ability to hold staff accountable for quality outputs and results.
Preferred Qualifications
· Additional Preferred Qualifications:
· USAID Chief of Party experience;
· Pashto and/or Dari proficiency is desirable.
· Ability to integrate Ministry and USAID goals while moving team forward to meet multiple stakeholder objectives
· Excellent oral presentation and concise writing skills.
· Ability to interact regularly and professionally with senior host-government counterparts on policy and other strategic planning issues.
· Demonstrated organizational skills and strong track record in meeting deliverables and deadlines.
· Demonstrated ability to work collaboratively with other Contractors and teams implementing USG- and other donor-funded programs, including activities in different sectors such as infrastructure and democracy/governance.
· Capacity to effectively deal with and resolve conflict.
· Demonstrated ethical management approach.
· Demonstrated team building and management skills.
