(AFG-KABUL) Advisor, Acquisition
Job Summary
Serves as Mentor responsible for advise and mentor the Afghan National Defense Security Force (ANDSF) staff at the National and lower levels on the full range of cradle-to-grave procurement core competencies to include, but not limited to: requirements generation; contract process and procedures; policy generation; contract administration; contract management and contract inspection and auditing functions.
Principal Accountabilities
- Mentor and train the ANDSF Contract Management or Contract Administration personnel on contract-closeout procedures.
- Advise and mentor to build capacity by serving as an expert and consultant to the Procurement Department and/or the Budgetary Units.
- Advise and mentor on Afghan Procurement Law, Policy, and Procedures.
- Advise and mentor the ANDSF Procurement personnel in the development of contract specifications, work statements, and terms and conditions used for procurement of specialized materials, equipment, and services.
- Advise and mentor ANDSF Procurement personnel in preparing requirement packages, conducting bidder/vendor conferences, Analyzing and evaluating proposals, negotiating contract provisions, developing awards, administering contracts, and negotiating and coordinating additions, deletions, or modifications to contracts.
- Advise and mentor ANDSF Procurement personnel in adhering to budgeting and funding procedures applicable to selected procurement method and associated contract pricing procedures.
- Advise and mentor ANDSF Procurement personnel in evaluating other selected factors (e.g. quality, contractor management facilities, delivery, etc.).
- Advise and mentor ANDSF Procurement personnel with contract-closeout procedures.
- Advise and mentor ANDSF Procurement personnel on the methods of continuously improving the efficiency and effectiveness of the vendor pay process
- Advise and mentor ANDSF Procurement personnel on formulating contracting policies and procedures as well as Analyzing established policies and procedures necessary to improve the ANDSF Procurement system and its customer support.
- Advise and mentor the Afghans on how to manage the procurement system and data-flow from ANDSF Contracting sites to the Ministerial Approval Authorities, and ensure transparency and accountability of funds from contract-award to contract close-out.
- Each week, submit a weekly update report to the requiring activity in order to illustrate: progress achieved toward the requiring activity’s plan of actions and milestones; and a plan of action for the coming week that supports the requiring activity’s plan of action and milestones.
Knowledge & Skills
- Excellent written and oral communication skills..
- Automated data processing knowledge: possess working knowledge of word processing, spreadsheets, graphics presentation, databases, E-mail clients & web browsers, and web content management.
Experience & Education
- Minimum of 10 years procurement or acquisition-related experience at a major governmental institute (armed service, ministry, etc).
- Master’ Degree in Business Administration, acquisition/procurement finance, contracting, or a related field.
- DAWIA Level III Certification in Contracting.
- Must have a final (not interim) Department of Defense (DoD) secret Level Security Clearance before deployment and maintain that clearance.
Physical Requirements/Working Environment
- Must pass all medical and fitness requirements directed by US Central Command (CENTCOM) in order to deploy
- Must be able to operate in harsh conditions of Afghanistan
- Must be able to live and work in austere conditions
Travel
- Will be required to travel throughout Afghanistan to perform duties.
- May be required to travel to other countries to support Afghanistan National Security Forces (ANSF) development.
