Afghanistan: Programming Manager for Hagar Afghanistan


Hagar is an international NGO founded in Cambodia in 1994, committed to the recovery and empowerment of individuals who are victims of human rights abuse; particularly domestic violence, human trafficking and sexual exploitation. In Afghanistan, Hagar manages several programs working to provide aftercare to women and children who have survived extreme trauma and also to empower women for economic participation.

Hagar Afghanistan is now looking for a passionate and qualified candidate to fulfill the position of Programming Manager for Hagar Afghanistan based in Kabul, Afghanistan. The successful candidate will provide guidance to HA’s Programming Department, support programme managers in all stages of project cycle management (DME), represent Hagar to in-country donors, develop quality grant applications, oversee research projects and ensure quality donor management.


Major Responsibilities


  • Manage Funding Acquisitions for Hagar Afghanistan program including but not limited to: Set funding priorities in accordance with program needs and gaps; Represent Hagar to in-country donors, building and maintaining effective relationships that will provide a platform for funding acquisition; Lead and support all resource acquisitions, ensuring that proposals submitted are of a high standard.

  • Support Programmes including but not limited to: Ensure timely implementation of Hagar’s programme cycle management policy including log frame development, project design/redesign, and managing Monitoring and Evaluation.

  • Manage Donors including but not limited to: Train and support the Programme Managers in writing accurate and high quality monthly donor reports; represent Hagar to in-country donors, and upon request from Support Offices, out-of-country donors; and build and maintain effective relationships in all facets of Programmes.

  • Assist the Country Director in developing overall country program strategy.

  • Identify and oversee relevant research activities.

  • Identify strategic opportunities for training and capacity building.

Selection Criteria:


The right candidate for the Programming Manager for Hagar Afghanistan must demonstrate:


Education and Skills


  • Tertiary qualifications (preferably post-graduate) in International Development, Public Health, or related disciplines

  • Excellent written and verbal communication skills

  • Highly developed analytical and strategic thinking skills

  • Ability to interpret and compile reports from all available data

  • Strong interpersonal skills, and the ability to work in a team

  • Strong time management skills and the ability to prioritise tasks

  • Ability to work gracefully under pressure

  • Strong networking and coordination skills

  • Self-learner/researcher in understanding global best practices

Qualifications


  • At least 3 years’ experience in the Development or Human Rights sector, preferably for an INGO

  • Cross-cultural leadership and management experience in a foreign country

  • Experience in Programme Cycle Management, Reporting and Proposal Writing

  • Experience in Monitoring & Evaluation

Remuneration


A remuneration package reflecting the level of skills and experience that will be brought to the


position will be negotiated with the successful candidate.
