Senior Trainer, Key position charged with decision making and operational execution in the absence of the Program Manager with similar duties and responsibilities for the successful mission accomplishment of the Exportable Combat Training Capability (XCTC) Mission Support contract. Assists the PM in the coordination, planning and execution of five to nine combat and functional brigade combat team (BCT) live training rotations per year consisting of from 14 to 21 day training rotations each at multiple locations around CONUS. XCTC is a program developed by the Army National Guard to provide realistic training and is designed to deliver combat readiness training to soldiers at or near their home stations using scenario development, exercise control, battlefield immersion (including role players), battlefield effects (using simulated improvised explosive devices), Opposing Force (OPFOR) units and portable urban villages.
ESSENTIAL JOB DUTIES AND RESPONSIBILITIES : Deputy and key position as primary assistant to the PM, focused on the overall operation of the contractor support to the customer, assisting in the successful execution of the Exportable Combat Training Capability (XCTC) mission support contract. Acts with authority delegated by the PM to make appropriate operational decisions in support of the customer.
Plans and executes, with PM guidance, up to 10 Brigade Combat Team live training rotations per year, with duration of 14 to 21 days each, at multiple training locations around CONUS, providing enhanced readiness training to National Guard units. Training includes scenario development, exercise control, Observer/Controller Training Academy, Battlefield Effects, Battlefield Immersion (including Civilians on the Battlefield and Key Role Players), Opposing Force, and simulated urban and nonurban terrain. Training could include live fire based on unit commander’s training objectives.
Supervise a staff of more than 50 full time employees in various specialties, and an overall program size surging to more than 250 personnel during peak training windows, primarily May through August.
Conduct multiple coordination and planning conferences as the PM’s representative, throughout the year at various locations with upcoming training units and the National Guard Bureau in preparation for future year rotations.
Assists in the preparation of estimates and proposals in response to Government directed requirements. Assists the PM to as needed for subcontract management; Quality Control and Safety programs; and compliance with contract requirements, corporate policies and procedures, state and federal laws, and DoD, Army and installation regulations, policies, and procedures.
Ensures the proper storage and readiness of Government Furnished Equipment to support the program, including instrumentation, mission and life support equipment. This readiness could include efforts to enhance current instrumentation capabilities.
MINIMUM JOB REQUIREMENTS : MS/MA; MEL1/graduate of the US Army War College or equivalent desired.
Successful command experience at maneuver brigade level or above desired.
Former maneuver brigade key staff position (S3, XO) in lieu of brigade command.
Brigade command desired.
Graduate of CGSC or equivalent.
In depth and current understanding of US Army and joint operational doctrine, and relevant threat force doctrine and tactics.
Recent combat experience in Iraq or Afghanistan desired.
Former assignment with National Guard Bureau or in support of National Guard training desired.
Combat Training Center experience as Observer/Controller desired.
Program/project management experience for a large (200+ personnel, $100M+) program with an in depth knowledge of contracting, budget, and federal regulatory guidelines.
Successful command of a combat arms battalion.
