Senior HICD Specialist - SSG Advisors - Burlington, VT

SSG Advisors is accepting applications from qualified performance improvement professionals for an anticipated multi-year USAID project in Afghanistan. The project will aim to to improve citizen access to justice services based on Afghan law by increasing the capabilities of justice sector actors to deliver effective and fair justice services. SSG is seeking consultants to support Human and Institutional Capacity Development (HICD) activities for justice sector actors in Afghanistan. This position is part-time and expected to include 3-4 short term assignments in Afghanistan over the course of three years.

Responsibilities:

The Senior HICD Specialist will provide expert technical guidance and expertise on all aspects of HICD to the implementing partner, including performance assessments and performance solutions design.

The Senior HICD Specialist will be responsible for carrying out the following duties:

• Leading the assessment of justice organizations/institutions in Afghanistan


• Defining desired performance of the organizations/institutions, in measurable terms if possible


• Discerning actual performance of the organizations/institutions


• Measuring or describing performance gaps and finding the root causes


• Producing capacity building plans and agendas


• Developing and negotiating Memorandums of Understandings between USAID and the organizations/institutions

Qualifications:

• Relevant Degree and at least 5 years experience implementing HICD, organizational development, change management, local capacity building, and/or other similar methodologies;


• Demonstrated experience working with USAID required;


• Certification as either certified Performance Technologist or certified in Human Performance Improvement is desirable;


• Willing to travel to Afghanistan on short-term assignment;


• Proficiency in written and spoken English;


• Familiarity with Afghanistan and the Rule of Law/Justice sector preferred.
