Duties
The Department of Defense Office of the Inspector General Deputy

Inspector General for Auditing has established the Contingency

Operations (CO) Directorate (division) under the Audit Front Office. The

CO’s mission is to conduct audits in support of the Lead Inspector General for

contingency operations, such as Operations Inherent Resolve (OIR) and Freedom’s

Sentinel (OFS). Audit has three (3) vacancies available within

the Directorate in Alexandria, VA. The positions available are for project managers. One of the project managers must meet the requirements for the Auditor (511) series. This individual will lead the projects for the CO Directorate financial reporting requirements. For more information about the Lead Inspector

General mission, please refer to section 8L, Inspector General Act of 1978, as

amended.


Project Manager – manages a team(s) of

auditors effectively planning, executing, and reporting the results of

audits. Directs and controls project phases, ensuring compliance with

applicable GAGAS and ODIG-AUD policies and procedures. The project manager is

responsible for ensuring the completion of team administrative tasks such as

timesheets.


These positions are being filled using 5 U.S. Code subsection

3161 authority. These excepted service positions are temporary and

available for 13-month increments. These temporary positions may be

terminated early or extended beyond the 13-month period based upon incumbent

performance and the needs of the OIG.


Employees in these positions may be required to travel

to contingency operations locations, such as Southwest Asia. Typical

travel for these positions is to Afghanistan. Typically an individual will spend up to 180 days in theatre completing two 90 day rotations. Depending on deployment location and

duration, benefits may include danger pay, post differential, and

overtime. Candidates must meet specific requirements set forth by the

related Combatant Command, such as CENTCOM, to be qualified to travel. The individual selected to lead CO Directorate financial reporting efforts will not be expected to complete any 90 day rotations.

Qualifications
Knowledge Requirements/Skills

for Program Analyst (343 series) position:

Specific knowledge of and experience

in conducting performance audits in accordance with Generally Accepted

Government Auditing Standards (GAGAS) is required. Federal Inspector General

auditing or U.S. Government Accountability Office experience is highly

desirable.


Expert knowledge of the functions,

processes, and principles of management (e.g., management practices, theories,

and methodology of management) sufficient to organize and develop analyses or

studies that will lead to improvement of overall operations.


Expertise in interpersonal skills to

meet and deal effectively with others at all levels of authority and exert a

positive influence.


Extensive experience in

communicating complex and technical information orally and in writing.

Basic

Requirement:
A

degree in accounting or in a related field such as business administration,

finance, or public administration that included or was supplemented by 24

semester hours in accounting. (The 24 hours may include up to 6 hours of

credit in business law.)


OR


A qualifying combination of education and

experience: 4 years of accounting experience or a combination of accounting

experience, college-level education, and training that provided professional

accounting knowledge AND 24 semester hours in accounting/auditing courses or a

certificate as Certified Public Accountant or a Certified Internal Auditor.


Foreign Education: If you are using

education completed in foreign colleges or universities to meet the

qualification requirements, you must show that the education credentials have

been evaluated by a private organization that specializes in interpretation of

foreign education programs and such education has been deemed equivalent to

that gained in an accredited U.S. education program; or full credit has been

given for the courses at a U.S. accredited college or university. For further
