Lockheed Martin is in need of an Experienced Counter Threat Finance Analyst to provide support in exploitation, analysis, targeting, and coordinating activities in support of military, and other mission partners / partner nations to counter the illicit financial networks of Transnational Criminal Organizations
This position is contingent upon contract award for the US CENTRAL COMMAND (CENTCOM) INTERAGENCY COUNTER THREAT FINANCE program beginning on or about September 21, 2016 and the candidate’s ability to pass a Counter-Intelligence (CI) Polygraph.
The focus of this position is to provide support to multiple USG agencies, U.S. military organizations and international agencies in support of the implementation of interagency and international strategies to promote stability and security to an interagency effort to best utilize non-lethal authorities of law enforcement assets and financial enforcement mechanisms to support CENTCOM priorities. Will work U.S. national efforts to counter transnational organized crime, preferably DoD efforts working with other USG departments and agencies to disrupt and degrade the national security threats posed by drug trafficking, piracy, transnational organized crime, and threat finance networks reasonably related to illicit drug trafficking activities. Specific Requirements:
Counter Threat Finance Analyst will support the following: conduct intelligence research to identify, locate, and target persons, entities and networks of interest, manipulate and analyze raw data with the purpose of providing operational leads to relevant USG agencies and liaison partners; work closely with other CTF analysts, targets, and interagency partners; and brief USG officials on the results of ongoing investigation and targeting efforts. Will understand interagency restrictions and sensitivities on sharing certain types of data, as, well as the steps necessary amongst the interagency to share said data. Network analytical support should include experience with conducting advanced network analysis on identified individuals and entities and create the associated deliverables (e.g. link charts, financial spreadsheets), conduct intelligence research to identify, locate, and target persons, entities and networks of interest, manipulate and analyze raw data with the purpose of providing operational leads to relevant USG agencies and liaison partners, working closely with other analysts, targets, and interagency partners and briefing USG officials on the results of ongoing investigations and targeting efforts. Travel/Work Location: The typical work week is 40 hours however, the employee may be required to work shift work or provide labor hours in excess of forty (40) hours per workweek to include holidays and weekends, and/or during irregular times and shifts based upon mission requirements, operations, or emergencies. Specific categories of travel include the following. • Category A Travel: Travel of this sort shall be within CONUS and not exceed five (5), 5-day events per year, per IOP and CTF contractor(s) (i.e. DC, Tampa and New York). • Category B Travel: Travel of this sort shall be specifically within the CENTCOM AOR/Area of Interest (AOI), and shall not exceed two (2), 30-day events per year, per IOP and CTF contractor(s) (i.e. Iraq, Jordan, Saudi Arabia, Kuwait, UAE, etc.). • Category C Travel: Travel of this sort shall be specifically within the CENTCOM AOR/AOI, and shall not exceed one (1), 180-day event per year, per CTF only contractor(s) (i.e. Iraq, Jordan, Saudi Arabia, Kuwait, UAE, etc.)
Basic Qualifications
The Counter Threat Finance Senior/ Program Analyst should have experience working with interagency personnel on threat finance sanctions, advise on the development of policy guidance for inclusion in strategic documents, policies, and procedures as well as have experience working U.S. national efforts to counter transnational organized crime, preferably DoD efforts The Counter Threat Finance Senior/ Program Analyst should have experience working with interagency personnel on threat finance sanctions, advise on the development of policy guidance for inclusion in strategic documents, policies, and procedures as well as have experience working U.S. national efforts to counter transnational organized crime, preferably DoD efforts At a minimum should have a bachelor’s degree from a college or university accredited by an accrediting body recognized by the U.S. Department of Education. Minimum or 10 years experience as an Intelligence Research Specialist or 10 years of law enforcement or military intelligence experience. Must have knowledge of intelligence systems and operations and be able to utilize a variety of analytical tools and programs with a minimum of eighteen (18) years relevant senior level experience working with US Government Departments and Agencies (other than Department of Defense) to disrupt and degrade the national security threats posed by drug trafficking, piracy, transnational organized crime, and threat finance networks reasonably related to illicit drug trafficking activities. Experience should demonstrate the ability to meet the duties described above. The employee shall have experience with: • Microsoft office suite, Analyst notebook, IC Reach, Firetruck, and/or Proton, QLIX, M3, Palentir, and other Automated Message Handling System search tools • Utilization of existing and new analytical tools to effectively exploit raw financial data; • Knowledge of other interagency threat finance cells to include the Iraq Threat Finance Cell and Afghanistan Threat Finance Cell; • Report findings through existing and new channels, as directed by CENTCOM PM or designated representative; • Utilize best practices, proper tradecraft and ensure relevancy of information disseminated against the standards set forth by the USG; • Review, prioritize, and manage submitted requests; • Understand interagency restrictions and sensitivities on sharing certain types of data, as well as the steps necessary amongst the interagency to share said data.
