(AFG-KABUL) Advisor, Finance
Job Summary
The Finance Advisors train and advise Afghan National Security Force (ANSF) finance officers in all areas concerning Tashkil management, Decree and Policy implementation, budget development and execution, banking service coordination, finance officer training, ministerial paperwork and processes, and standardizing and executing proper payroll procedures throughout ANP.
Principal Accountabilities
- Support the requiring activity when issues arise relating to ANSF finance and payroll.
- Advise and mentor ANSF finance officers on ANSF finance, ensuring close coordination with ongoing and future training efforts.
- Advise and train ANSF finance officers to process payroll accurately and timely in accordance with ministerial orders, decrees, and policies.
- Advise and mentor ANSF on its implementation of its automated payroll systems and coordinate resolution with Resolute Support Mission (RSM) CJ8 Finance Management Office (FMO).
- Where applicable, provide recommended changes to Afghan Decrees and Policies to make them more specific, improve processes, clearly identify responsible parties, state required documentation, and any other improvement recommendations. To ensure proper coordination, all such recommendations should be routed through the RSM CJ8 FMO office.
- Coordinate and conduct training classes with ANSF finance officers.
- Advise and train ANSF finance officers in developing a finance officer training program.
- Advise and train ANSF finance officers in the development of a pay issue inquiry and pay resolution process. (p) Advise and train ANSF finance officers to improve the efficiency and effectiveness of the pay process.
- Assist CJ8 FMO with the finance officer curriculum review and provide input to ensure the course content is relevant to the profession of ANSF finance officers in the field.
- Provide CJ8 FMO feedback on the effectiveness and shortcomings of recent Finance Officer School graduates assigned to the ANSF.
- Assist CJ8 FMO Internal Control Teams (ICT) who travels to inspect ANSF finance and payroll documents; and assist in the inspection teams after action reviews and coordinate and implement recommended after actions.
- Conduct monthly unit forensic payroll audits, on random units, to ensure proper calculation of base pay, tier pay, combat pay, incentive pay, income tax deduction, pension tax deduction, and Absent Without Leave (AWOL) deductions. Include payroll audit results in Situation Report (SITREP) reports submitted to RSM stakeholders. Finance advisors shall not make funding decisions for ANSF based on the results of these audits; they shall make recommendations only.
- Travel to all ANSF regional, zone, or corps level units as required to advise and train ANSF finance officers. All travel must be coordinated with the Train, Advise and Assist Command (TAAC).
- Finance Advisors will be located at a Coalition Forward Operating Base (FOB), but will be required to work on a regular basis at the finance officer offices within ANSF camps/bases as Force Protection Conditions (FPCON) permits.
- Advise and assist ANSF contracting and finance representatives in the execution of duties.
- Performs other duties as assigned.
Knowledge & Skills
- Superior writing, computing and communications skills.
- Must be capable of operating independently and responsibly, as well as an integrated member of a team.
- Must be capable of learning in all ANA areas concerning payroll processing, accounting, auditing, Decree and Policy implementation, technology modernization, and banking branch support.
Experience & Education
- Bachelor’s degree in a business management-related field.
- Prior military or governmental experience at the E-7 or GS-11 level or above.
- Prior supervisory experience.
- Minimum five years of experience in military or governmental financial management.
- Must have a final (not interim) Department of Defense (DoD) Secret Level Security Clearance prior to deployment and must maintain that clearance.
Physical Requirements/Working Environment
- Must meet all physical, medical and other requirements for overseas deployment in accordance with current DoD regulations.
- Gain and maintain a current US Passport.

- Ability to travel domestically and internationally
