Description:
The Initiative for Hygiene, Sanitation, and Nutrition ( IHSAN ) is a five-year project whose goal is toassisting the Government of the Islamic Republic of Afghanistan(GIRoA), civil society organizations(CSOs), and the private sector to carry out and scale up evidence-based nutrition and water, hygiene, and sanitation(WASH)interventions that will improve the nutritional status of women and children less than five years old.Specific project objectives include enhancing capacity to institutionalize nutrition programs, increasing adoption of optimal nutrition and hygiene behaviors at community and household levels; and increasing availability of nutrition, hygiene, and sanitation services and products increased.The project will focus on the 10 provinces with poorest nutritional indicators based on the 2014 national nutrition assessment.Recognizing that significant variations in health situations exist between districts and sub-districts in each province, we will promote improved nutrient intake and awareness and improved sanitation and hygiene practices by working with provincial health authorities and communities to strive toward improved coverage in priority areas.
Job Summary / Responsibilities:
Innovation Fund Manager will be an FHI 360 employee working and placed at the IHSAN office in Kabul.Under supervision of the Operations/Finance Director, the Innovation Fund Manager will develop the application, selection, and ongoing awardee support process guidelines, collaboratively develop and manage Request for Proposal(RFP)announcements and the selection process in coordination with the selection committee, monitor awardee progress, and coordinate technical support for awardees of the Innovation Fund.Through the Innovation Fund, interventions such as integrating mobile technology into health systems to improve tracking and adherence as well as community health worker knowledge and effectiveness for nutrition and WASH counseling and referrals will be implemented, with the ultimate goal to optimize nutrition and hygiene practices for better health outcomes.
The responsibilities of the position include:
Manage FHI 360’s Innovation Fund and the RFP process;
Draft and, in collaboration with the Innovations Committee, finalize and maintain the operations guideline and work with the applicants to ensure compliance;
Manage the applications, evaluation, selection and awarding process for Innovation Fund recipients and coordinate the above functions with the selections committee;
Work in partnership with operations staff and other enterprise services staff to arrange fund disbursement and contracts with awardees;
Coordinate with Technical team to arrange technical support for awardees;
Contribute to progress monitoring and impact assessment of awarded projects with the M&E Director and associated colleagues;
Act in supervisory capacity to the grants and contracts officer to ensure innovation awards are issued and reporting is completed according to organization regulations;
Maintain documentation regarding RFPs, the application process, committee meeting minutes, and all performance monitoring records; and
Perform other related duties and responsibilities as and when assigned
Qualifications:
Experience and Qualifications :
Bachelor’s Degree or an equivalent in Business Administration, Development Studies or related field.
Minimum of 6-10 years experience in project cycle development or grant management position in Non-governmental Organization(NGO)or development sector.
Experience working in a USAID funded programs highly desirable
Advanced knowledge in financial resources and human resources management, contract, procurement, and general administration areas.
Knowledge of local NGOs working in information technology or health and knowledge of mobile technology, health systems, health and nutrition, WASH, and general administration is highly desirable
Excellent oral and written communication skills in English and Dari; Pashto fluency is highly desired.
Excellent organizational skills and strong ability to manage and meet multiple tasks, with prior leadership experience preferred.
Willingness to travel to project sites to assess implementation progress.
