You will be required to serve a one-year probationary period DUTIES:


As an International Cooperation Specialist, you will:
Serve as the organizational expert in reviewing and interpreting new and established directives, instructions, and regulations to determine their impact on complex or new programs. Assess and report to Office and Division management, colleagues and counterparts in other agencies, on the effectiveness of mission programs or operations in meeting established goals and objectives and implications of regional trends.

Exercise independent judgment and apply broad knowledge of international conditions and trends in preparing or assuring the preparation of implementation documents, concept design papers, briefing memoranda, authorizations, Congressional notifications and memos to the Director of Foreign Assistance.

Monitor and contribute to the development of OAPA and/or Mission-specific Development Objectives (DOs), identify actions related to program/project implementation, monitor country specific events, and review evaluations and reports related to field Mission programs. Assist with country strategy development, implementation and monitoring to ensure USAID activities are consistent with regional and country-specific objectives based on cooperating country requests identified needs, and U.S. policy. Support other USAID and/or Presidential special initiatives.

Perform work involving the analysis of Afghanistan-specific economic impact, democracy/social transition programs and special initiatives looking at the feasibility, practicality, and effectiveness of existing and/or proposed standards, regulations, programs, and policies.

Serve as the Division focal point for external relations with organizations that have an interest in Afghanistan. Advise senior management on donor coordination matters relating to Afghanistan. Maintain contacts with host government embassy representatives, the World Bank, the International Monetary Fund, other donors and international organizations, other USAID bureaus, the Department of State and other USG agencies.

Organize, coordinate, and participate in the Strategic Plan process for the Afghanistan portfolio. Prepare issue papers and reporting documents for the strategy review, direct the compilation of statistical data and information and make analyses in relation to the development program. QUALIFICATIONS REQUIRED:

GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: experience communicating and presenting complex factual information on USAID Afghanistan programs to key stakeholders.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.


ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned to the Silver Category or higher Category; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.
