Job Descriptions: The Bureau of International Narcotics and Law Enforcement Affairs, Office of Aviation (INL/A) provides planning, operational and logistical support, and contract oversight for the INL counter- narcotics aviation program in Central and South America, Afghanistan, and Pakistan as well as Embassy Airlift support to U.S. Embassies in Iraq, Afghanistan, and other countries as required. INL/A performs this mission using a fleet of fixed and rotary wing aircraft, contract, government and personal services contractor personnel.
Under this Order, the Voucher Examiner will perform a full range of functions including reviewing, verifying, and processing INL/A contractor invoices. The INL/A Contracts Branch Chief will provide supervision for this contract.
DUTIES AND RESPONSIBILITIES
Perform invoice processing; control and monitor expenditures and reimbursable earnings by maintaining cost databases and related contract documentation.
Assist in analyzing contractor’s costs for reasonableness, allow ability.
This entails detailed review of significant direct and indirect elements, such as: material, labor, overhead, general and administrative expenses, facilities, special tools, packaging and packing, transportation, and other costs which extend over the life of the contract.
Assist in reviewing technical and audit reports on various cost elements, such as material, labor, and profit, to determine the reasonableness of the various cost elements.
Assist in accounting, estimating and purchasing system reviews as required.
Confirm the propriety and legality of all contract transactions.
Ensures data is accurate.
Analyze and research discrepancies to documentation (i.e. money amount on invoice does not match amount on contract, missing contract numbers, and item numbers).
Assist in tracking funds, making payments on cost contracts, and performing progress payment reviews on Firm Fixed Price and Cost Plus Fixed Fee contracts .
Required Experience: MINIMUM REQUIREMENTS
Education Level: Bachelor’s Degree from an accredited institution.
Demonstrated knowledge and skill in applying standardized instructions on processing invoices to perform work in determining allow ability of charges, entitlements, correct procedural actions and computing valid charges. ?
Demonstrated knowledge of bookkeeping procedures to maintain funds control records and to understand the relationship of different accounting classifications.
Demonstrated knowledge of regulations and requirements governing cost accounting standards, and sufficient knowledge of accounting practices to ensure their implementation.
Skill in writing and speaking to prepare, explain, to resolve differences, to investigate and discuss controversial issues, and to advise and guide others.
Demonstrated knowledge of cost accounting.
Demonstrated knowledge of computer-based accounting programs such as Excel and Access.
