Afghanistan: iMMAP Software Developer Afghanistan
The Software Developer is a key position in the country of deployment, with support responsibility for all individuals and organizations designated by iMMAP for Afghanistan. The SD will participate in establishing an effective information management unit that will support all goals and strategies of the iMMAP Afghanistan Program, national partners and applicable donor agencies.
- The COP SD is responsible for the development of and extension on the web-based platform for the Common Operating Picture on the Afghanistan Spatial Data Center. In the past years iMMAP AFG has developed a number of products, information layers and tools that will be integrated in the platform. The web-based platform will have to include – but limited to – the following elements:
- Downloadable pdf maps to support field assessments: 34 new provincial maps and 398 new district maps.
- Downloadable pdf maps. The maps that are not automated will be developed by other iMMAP IMOs employed in Afghanistan.
- Creation of customized reports
- The SD is responsible for migrating of the OASIS platform to the ASDC
- The SD is responsible for including – but not limited to:
- Daily maintenance of data entry
- Maintenance of customized modules for OFDA partners (e.g. FOCUS, Save the Children, etc)
- Internal IT services for iMMAP AFG program: maintenance of sharedrive, data backup, etc.
- Periodic mentoring in internal coordination meeting on coding, standards for information storage
- Maintaining of IT equipment, software installation, file sharing, data access control, backup system
- and coordinating with Stratex IT office to ensure the proper functioning of iMMAP network
- The SD will work with the iMMAP Afghanistan team to ensure that all support requirements of iMMAP, OFDA, OCHA and other organizations are met in a timely and efficient manner.
- Prepare and deliver demonstrations and presentations concerning the capabilities and outputs of tools and other geospatial technologies developed by iMMAP;
- Manage, supervise and mentor iMMAP national staff to build capacity, to operate, modify and maintain tools in the long term.
- Identify new way and means to engage with NGOs, Humanitarian and development organisations.
- Oversee the migration of client based tool to web based tools.
Manage all data exchanges internally and externally with iMMAP partners, retrieval of data through various protocols, and sourcing external
Desired Skills and Experience
Required
- At least 7 years of experience in the field of software development.
- Advanced University degree or related technical training in computer information systems, database administration, software development
- Knowledge of the ESRI range of technical products and tools.
- Experience in database administration and management.
- VB language as required by MS Access
- Advanced .NET developer skills
- SQL language
- Previous administration experience on Windows operating system
- Server administrator and data management experience
- Willingness to travel in Afghanistan (if security situation allows), with possible regional travel necessary
- Physically fit and able to cope with demands of unusual working hours and difficult environments

- Experience in web design and software development
- Experience with HTML, PHP, ASP and Java
- Experience with database design in SQL
