Position Summary:
Leads planning and integration activities for profit and loss stand-alone support program(s) or major support business/program element where business needs dictate. Applies technical knowledge of product support/logistics disciplines and Program Management Best Practices to direct program activities. Manages employees and first-level managers performing activities related to Program Management. Develops and executes integrated departmental plans, policies and procedures and provides input on departmental business and technical strategies, goals, objectives. Acquires resources for department activities, provides technical management of suppliers and leads process improvements. Develops and maintains relationships and partnerships with customers, stakeholders, peers, partners and direct reports. Provides oversight and approval of technical approaches, products and processes. Manages, develops and motivates employees and first-level managers. Develops and manages complex, enterprise-wide information technology (IT) project plans and deliverables. Leads activities to determine project scope, schedule and budget baselines based on an understanding of the system development lifecycle. Negotiates changes to project baselines. Conducts design reviews. Manages the incorporation of quality management systems for IT projects. Monitors project deliverables to ensure compliance with quality standards. Identifies and negotiates for necessary resources to meet project goals. Provides analysis and recommendations on resource allocation. Provides leadership and guidance on the development of project communication plans. Leads activities to identify project risks and develop mitigation plans. Identifies need for vendor-provided products and services for complex, enterprise-wide projects. Coordinates and oversees supplier activities.


Essential Functions:
Applies advanced budget management principles and practices to manage multiple projects, processes and/or departmental units. Monitors departmental financial metrics to support budgetary planning and to determine appropriate corrective actions.


Develops and implements integrated departmental plans to ensure business, technical and customer requirements are achieved. Assigns authority and responsibilities to first-level managers to execute the plan. Reviews plans’ execution, makes appropriate adjustments, and resolves issues. Develops and advances business cases to support continuation of program, projects or processes.


Coaches, counsels, mentors and provides developmental opportunities and job assignments to enhance employee performance and expand capabilities of first-level managers and others within their department. Provides on-going developmental feedback. Promotes employee recognition and builds a departmental culture that improves employee satisfaction and retains a skilled and motivated workforce. Rewards first-level managers for their efforts to recognize and motivate others.


Creates a culture of continuous improvement by communicating/deploying enterprise best practices and employee engagement to improve cost, quality, delivery, employee job satisfaction and customer satisfaction. Charters process improvement teams and modifies departmental structures to improve operating effectiveness. Identifies opportunities to improve departmental processes.


Conveys organizational messages and to facilitates the accomplishment of departmental goals. Proactively communicates with employees, peers (e.g., fellow middle managers) and customers. Keeps others informed by communicating program or project status, conducting and participating in team meetings, providing presentations and listening to employee concerns and suggestions. Implements strategies to improve open and honest communication within the department. Communicates policies and directives to enhance employee awareness and clarify expectations.


Develops plans to ensure appropriate utilization of employee skills within a department. Ensures proper job classification of employees, sets employee goals and objectives, manages and evaluates performance to plan on a reoccurring basis. Assigns employee salaries based on employee value and Company guidelines to provide a fair and equitable work environment.


Establishes partnerships and relationships with internal and external customers, stakeholders, peers and direct reports. Builds strategic cross-functional and cross-organizational partnerships to resolve problems, improve processes or achieve goals.


Establishes and/or implements policies, procedures and documents to ensure consistent execution of processes within department in support of Company and regulatory requirements. Enforces company rules and policies regarding ethical behavior, safety, security, use of company property, time charging, etc.


Forecasts, obtains and manages personnel, facilities, services, equipment and tools to meet project and departmental requirements. Acquires, deploys and schedules personnel to meet departmental objectives. Develops plans to ensure appropriate utilization of employee skills within an organization or functional area. Reviews, approves and implements facility, equipment and service plans to maximize productivity and ensure safety, security, environmental and regulatory compliance. Coordinates with providers to achieve timely delivery of resources.


Provides input on the development of departmental business and technical strategies, goals, objectives and related metrics to ensure alignment with Company vision/strategy. Measures performance to plan for multiple projects. Holds first-level managers accountable for achieving goals.


Provides oversight and approvals to ensure the project’s technical approach and deliverables comply with customer, company, quality, industry and regulatory requirements.


Integrates corporate strategy with IT strategy and provides guidance for solutions to improve processes or solve problems. Evaluates business requirements against cost, schedule and technical constraints. Analyzes and develops complex, enterprise-wide project plans and deliverables within the imposed constraints to meet identified requirements by application of, or in accordance with, Company common standards and accepted project management principles (Project Management Body of Knowledge [PMBOK]) and IT program management best practices. Communicates with senior leaders on organizational project integration and enterprise impacts. Directs and ensures completion of all phases of IT projects or subsystems of major projects from inception through completion. Provides consulting support to other project managers managing complex, enterprise-wide projects.


Interprets business requirements for complex/enterprise-wide cross-functional scope determination based on knowledge of the project lifecycle. Identifies and documents what is included (and not included) within project scope. Negotiates proposed solutions and changes with stakeholders and sponsors to determine modifications to the deliverables. Oversees or manages design reviews.


Oversees the collection and development schedule activities necessary to complete deliverables for complex or enterprise-wide projects based on knowledge of the system development lifecycle. Negotiates type and quantity of resources. Maintains accountability for overall project health (e.g.,


Cost Performance Index [CPI], Schedule Performance Index [SPI], Earned Value, Common IT Indicators [CITI]).


Oversees the successful deployment of the Company quality management system for projects. Negotiates type and quantity of resources. Maintains accountability for overall project health (e.g., Cost Performance Index [CPI], Schedule Performance Index [SPI], Earned Value, Common IT Indicators [CITI]).


Leads process improvement efforts for timely and appropriate generation, collection, distribution, storage, retrieval and disposition of project information. Provides guidance to other project managers regarding the communication of project objectives and deliverables with the project team. Provides leadership and guidance for enterprise-wide project communication.


Manages the development of business case justification for project initiation. Presents business case to the appropriate stakeholders, partners and sponsors for approval. Identifies and establishes capture plans for cost reduction opportunities. Oversees options for project resourcing and the associated cost implications. Partners with stakeholders to identify resource requirements and develops the baseline budget for complex, enterprise-wide projects. Provides project or portfolio review updates to executive management. Manages costs over the project lifecycle.


Leads the continuous improvement of standard processes for project resource management across the enterprise. Identifies resource requirements and negotiates for needed resources to complete projects. Evaluates and manages the interaction and allocation of team members to ensure project performance within technical, schedule and cost baselines. Coaches and mentors other project managers and team members on IT processes, technical knowledge and techniques for resolving constraints. Provides senior leaders with in-depth analysis and recommendations on resource allocations.


Leads mitigation activities for complex and multiple projects enterprise wide. Manages overall health of projects. Mentors others on the identification, categorization and prioritization of risks. Analyzes risks and escalates as appropriate to senior leadership executive management with recommendations. Manages cross-project relationships and associated cross-project risks.


Identifies products or services needed from outside project team to perform project objectives for multiple and complex enterprise-wide projects. Maintains accountability for the acquisition of project deliverables/resources coordinating with Global Sourcing Service Management (GSSM) and Supplier Management & Procurement (SM&P) as required to ensure project performance and budget adherence. Oversees the activities and performance of suppliers and partners.


Performs other duties as assigned.


Typical Education and/or Experience Qualifications:
Bachelor’s degree and typically 15 or more years’ related work experience, a Master’s degree and typically 13 or more years’ related work experience or an equivalent combination of education and experience.
