Deputy Project Manager


PAE is currently seeking a qualified candidate to serve as Deputy Program Manager (DPM) on PAE’s contract with the U.S. Department of State (DoS) to provide security services to the three PAE held Afghan task orders currently under the Civilian Police Program (CIVPOL). The DoS Bureau of International Narcotics and Law Enforcement Affairs (INL) is responsible for provision of a wide array of support to criminal justice sector development programs worldwide. Program countries include but are not limited to Afghanistan, Haiti, Iraq, Kosovo, Lebanon, Liberia, Mexico (and other Central American countries) South Sudan, and the West Bank. PAE’s CIVPOL and CJPS contracts serve as a key vehicle for supporting the US government objective of strengthening criminal justice capacities abroad, as contributions to broader multi-lateral missions and as stand-alone U.S. bi-lateral assistance.

The Deputy Program Manager (DPM) is the senior PAE in-country manager and has responsibility and authority to meet all task order (TO) cost, schedule, and performance requirements in accordance with the USG-approved TO work plan. The DPM ensures quality review of all PAE TO products and oversees preparation of all deliverables, and will report to the PAE CONUS Contract Program Manager and senior management.

Responsibilities:


The main responsibilities of the DPM will include but are not limited to:



Managing all PAE Security Team in-country management, operations and support personnel in accor­dance with the PAE Personnel Management System and monitoring the professional performance and personal behavior of all in-country PAE Security Team person­nel through interviews with supervisors and one-on-one interviews as needed.



Ensure compliance with DoS contractual requirements and Task Order deliverables.



Liaise with, and support, PAE TO managers and US Government in-country representatives as directed.



Ensure communication and coordination with PAE CONUS-based Program Management Office.



Ensure proper vetting and hiring of local national staff in consultation with PAE CONUS-based Program Management Office.



Oversee employee professional standards training and bi-annual personnel performance evaluation.



Ensure physical and mental well-being of all PAE in-country personnel.



Manage in-country staffing pattern and tempo in consultation with Home Office and client.



Ensure transparent, accurate and timely invoicing, timekeeping, property control, subcontractor management, and local procurement.



Ensure compliance with US Federal and host national laws and regulations.



Liaise with and manage the subcontract with the Afghan Public Protection Force (APPF).



Liaise with and support Host National Government representatives as directed.

The DPM will also have management responsibility and authority for the following in-country functional areas and corresponding staff:



Budget & Finance.



Subcontractor management.



Quality Assurance and Quality Control (QA/QC), including development of work plans and performance management plans.



Administrative services.



Human Resources, Medical Services (including required in country drug screening).



Logistics, Transportation, and Facilities Maintenance.



Must be a US citizen.

Required Qualifications:



Former Public Safety/Police, Military or International Security Operations experience no less than a combined total of 15 years



A minimum of three (3) years experience conducting security operations in Afghanistan or another conflict environment.



Five (5) years supervisory experience to include management and supervisory responsibility of more than 50 people.



Able to accurately and concisely write reports of serious incidents and communicate in writing other documents such as Site Security Analyses and Risk Assessments.



Able to develop, amend and describe to others Standard Operating Procedures appropriate for the threat level and force protection level.



Demonstrates a strong ability to read and understand intelligence reports.



Demonstrates the skills to instill confidence and commitment during stressful situations.



Demonstrates the skills, training and experience necessary to serve the Program Manager and designated Project Managers as the Security Subject Matter Expert.



Demonstrates the communication skills necessary to brief an audience on issues related to security.



Bachelor’s degree in an associated discipline.



Experience in environments characterized by austere living conditions and significant hazards to personnel health and safety.



Must be able to be medically cleared per DOS Class 1 Clearance for service in harsh and physically demanding international working environments.



Demonstrates the communication skills necessary to brief an audience on issues related to security.



Exceptional written and verbal skills.



Excellent communication, leadership, and interpersonal skills.



Must hold a U.S. Department of Defense SECRET-level security clearance

Preferred Qualifications:



Knowledge of US Government Federal Acquisition Regulation (FAR).



Knowledge of US Government, and Department of State regulations and procedures.



Ability to fluently speak Dari and Pashtu is highly desirable.



Experience working with USG /Department of State and Contracting Officer Representatives (CORs) preferred.



Project Management Professional (PMP) preferred.



Ability to obtain a TOP Secret-level security clearance.



Must be a US citizen.
