M&E Section Lead Mentor
Duties: The Section Lead Mentor – Monitoring and Evaluation Advisor (M&E Advisor) shall:
- Help SL/DSL coordinate with all team members to get information from them on their weekly activities
- Assist SL/DSL to produce weekly Kabul-based reports and weekly regional reports
- Write work plan elements from Kabul
- Write newsletter-type updates for release to the interagency community
- Work with team management to track projects and deadlines
- Write a bi-weekly reporting cable on a completed project for submission to the U.S. Embassy
- Develop monitoring and evaluation plans for all JSSP training and mentoring activities
- Coordinate with each JSSP Section or Team to maintain record keeping on all statistics related to JSSP activities and develop and write reports
- Provide these reports regularly to INL/Kabul and INL/Washington
- Assist in the development, revision if necessary, and monitoring of the JSSP work plan
- Assist in ensuring that JSSP activities are in line with goals outlined in the work plan as JSSP progress will be measured against its stated objectives and benchmarks
- Advise the COT with regard to the tracking of JSSP activities according to measurements in the Work Plan through quarterly reports
- Assist in improving the quality of JSSP products, performance, and efficiency
- Assist JSSP team members in revision of GIRoA Ministry strategies as required
- File reports for team activities and accomplishments on a weekly, quarterly and annual basis, or as otherwise assigned by the COT, DCOT-A and TD
- Assist in writing the work plans and statements of work for JSSP Sections, Advisors and Afghan Legal Consultants
- Coordinate with INL requests for results-based outcomes and validation
- Assist and guide the Local National Section Leader and Deputy Section Leader of M&E
Liaise directly with the SME and INL A/P Monitoring and Evaluation Unit
Required Qualifications:Must have five (5) years of specialized experience developing and implementing monitoring and evaluation systems in a development context; such experience should include developing Performance Management Plans, collecting data, selecting indicators, and working with donor-funded organizations
- Minimum of 10 years total experience in development
- Bachelor’s degree required; Master’s degree preferred
- Candidates with background in corrections, rule of law, or law enforcement highly preferred
- Exceptional written and verbal communication skills
- Must have the ability to understand and formulate statements of work, develop policies and procedures
- Prior work in Afghanistan or internationally preferred
- Ability to obtain a Moderate Risk Public Trust (MRPT) a must
- Ability to be medically cleared to work on contract a must
