(AFG) LOGCAP Movement Control Lead
POSITION SUMMARY:
Assist with day to day movement control operations. The Movement Control Lead must be capable of performing, but not limited to, the following movement control functions: Customer Service; Convoy Briefings; Staging Area Management; Hazardous Materiel (HAZMAT) Documentation Certification; Movement Control Reports; RFID Management; Document Cargo; Container Management: and Safety Briefings. Employee must be familiar with Logistics Movement Requests (LMR), Transportation Movement Requests (TMR), Transportation Control and Movement Document (TCMD), and regulation that pertain to Movement Control operations. Also, preferred employee has active Hazardous Materiel (HAZMAT) certified. Employee must be familiar with or possess the ability to utilize and train co-workers on the Global Air Transportation Execution System (GATES), Radio Frequency Identification (RFID) tags and Global Decision Support Systems (GDSS). Familiarization with Radio Frequency Identification (RFID) tags and Transportation Coordinators’- Automated Information for Movement System II (TC-AIMS II). Employee must be familiar with or possess the ability to utilize and train co-workers on the Automate Air Load Planning System (AALPS) or ICODES Global Services (GS): A Single Load-Planning Capability utilized to plans aircraft load. The Movement Control Lead must be familiar with cargo processing, flight mission tracking, Data Records and Reports, and some Special Handling work related duties. Knowledge of the ITAR process and familiar with the written guidance and regulation is a plus. The Movement Control Lead must be capable of working independent in lieu of specific instructions to accomplish mission and enforce the importance of safety at all times.
MAJOR JOB ACTIVITIES:
Processes LMRs, TMRs, TCMDs, and TCN’s. Arranges transportation for moving personnel, equipment, and sustainment supplies. Processes convoy clearance requests. Determines the mode of transportation (air or highway) for unscheduled moves. Commits transportation assets. Maintains communication with the transport services, shippers, receivers, and if applicable, HN movement control agencies. Assist units in preparing documents, certifying vehicles, and other cargo for air movement. Applies an RFID tag or a Military Shipping Label (MSL) with a bar coded Transportation Control Number (TCN) to unit equipment and cargo. Prepares cargo of outbound shipment (weigh, mark, measure, load, secure, manifest, and compute and mark center of balance). Maintains the status of and advise the Movement Control Battalion (MCB) on the location of units, installations, and pipeline take-off points; transportation requirements; availability of modes of transport; shipper and receiver capabilities; trends of asset use capacity and the general transportation movements’ situation in their areas. Assists unit commanders and service representatives on transportation matters. Assists in carrying out the movement program and directives from higher headquarters. Enforces movement priorities and written guidance. Manages delays in moving personnel or materiel. Coordinates movement from origin to final destination and inbound clear movements when required. Must be certified and/or licensed to operate Forklifts (10k and below). Joint inspection (JI) is the inspection of aircraft loads by qualified representatives to support airlift representative or customer. Must be able to provide the guidance and tools necessary to ensure standardized (JI) inspections are being provided to selected unit personnel. The Movement Control Lead (JI Inspector) will execute aircraft outbound load inspection using HQ AMC-approved curriculum to ensure standardized inspection theater wide. Joint inspection personnel must be familiar with and adhere to the applicable guidance and procedures outlined in the publications and T.O.s. This position functions as the overall office of primary responsibility (OPR) and has administrative authority over the joint inspection program and will establish policy and administration guidance to deploying units. MATERIAL & EQUIPMENT DIRECTLY USED:
Must know how to print and interpret air cargo manifest utilizing GATES. Employees must be able to determine if cargo will terminate on location or need to be redirected. Must be able to calculate pallet and vehicle weight and balance and have experience with C5, C17, C130 and B747 load configurations. Excellent computer, interpersonal, and oral and written communication skills required. Computer skills include a working knowledge of Microsoft Word, Excel, Outlook and GATES. Requires excellent organizational skills; with the ability to work under fast paced and adverse conditions.
WORKING ENVIRONMENT:
Applicants should be aware that some positions/locations could involve working in a potentially dangerous environment. Possible travel to a potentially dangerous environment. Applicant must be able to meet strict physical fitness requirements defined by the Government Program Office and will be required to wear Personal Protective Equipment (PPE-ex: Kevlar helmet, body armor, etc).
PHYSICAL ACTIVITIES:
Movement Control Lead must be able to lift/push/pull up to 70 lbs. Must be able to work in extreme working conditions to include high temperatures, extremely cold conditions, and work outside in the changing weather elements.
MINIMUM QUALIFICATIONS:
Education/Certifications: Two years related experience may be substituted for one year of education, if degree is required.
- Associates Degree or equivalent work experience in related field or equivalent work experience in related field
- Must pass annual physical exam, federal background check and possess a current, valid U.S. passport
- Valid Driver’s License required
EXPERIENCE
Five year of related work, leadership and/or supervisory experience. Must be hazardous cargo inspector qualified according to AFMAN 24-204(I), Army Ammo 62K or Army Ammo 37 HAZMAT, Preparing Hazardous Materials for Military Air Shipment. Must be familiar with aircraft configurations Dash 5 and Dash 9 requirements. Be able to compute aircraft weight and balance and determine aircraft allowable cabin load (ACL) limitations. Must be able to determine critical leg ACL and able to complete manual AF 4080, Load/Sequence Breakdown Worksheet. Must be able to familiar with load planning functions using GATES, Automated Air Load Planning System (AALPS) or ICODES Global Services (GS): A Single Load-Planning Capability. Must be able to determine hazardous material compatibility. Be familiar with passenger restrictions associated with the movement of hazardous cargo. Need to have and understanding and be able to compute center of balance for rolling stock and pallet trains. Knowledge of how to compute cargo tie-down restraint and familiar with proper pallet build up and aircraft contour restrictions. Requires excellent organizational skills; with the ability to work under fast paced and adverse conditions.
