Job Summary AECOM has an exciting opportunity as a Supervisor Financial Services in Afghanistan on the MOSC-A contract. Directs the financial team encompassing a wide range of functions within the discipline; Interviews, selects and places candidates into open positions within area of responsibility. Evaluates staff, comparing objectives and achievements in the assessment. Coaches employees in their professional career development. Issues discipline if required. Recommends termination or contract non-renewal when appropriate. Coordinates the strategic direction of the Finance and Accounting Department with the Business Management Director. Guides in the development and serves as department’s final reviewer for proposals and rough order of magnitude estimates as requested by the USG. Reviews policies and procedures developed by organization elements within the F&A Department ensuring actual practices are documented and that they comply with AECOM / AC FIRST policy and guidance. Supports Program Management through financial planning and analysis; Coordinates with other AC FIRST directorates pertaining to their budget and proposal requirements. Monitors contract funding, reviewing/preparing estimates to complete, burn rate analysis, etc. Prepares monthly actual vs. budget files for operational personnel, to include Contract Account Managers (CAMs), for review and input. Primary liaison with corporate financial personnel for financial statements and reporting. Ensures that financial statements and budgets are reviewed thoroughly, in a timely fashion, and in compliance with financial standards, the Cost Accounting Standards, (CAS) the Federal Acquisition Regulation (FAR) and company requirements. Guides the F&A Department staff to ensure meeting of corporate reporting requirements. Ensures accounting practices are in compliance with Generally Accepted Accounting Practices (GAAP), FAR, CAS and Sarbanes Oxley requirements. Coordinates billing, costs accounting and reporting with Contracts Department to ensure compliance with funding CLINs and correct invoicing to the USG. Performs other duties as assigned.
Minimum Requirements
Bachelor degree in finance, accounting or equivalent required.
Five (5) years government contract accounting experience required.
Three (3) – five (5) years in compliance with FAR/DFAR and Defense Contract Audit Agency (DCAA) requirements.
One (1) – three (3) years supervisory experience required.
Successful completion of a four (4) year degree may be substituted for two (2) years of experience. Eight (8) years of experience may be substituted for a bachelor’s degree if required.
Must be able to obtain a Security Clearance prior to start date.
Must have thorough knowledge of Generally Accepted Accounting Principles and a complete understanding of the Cost Accounting Standards.
Must have a thorough knowledge of the accounting software Deltek, COGNOS, and CostPoint required.
Must have demonstrated leadership and management skills, including a professional demeanor, the ability to communicate a vision and excellent time management.
Must be able to work effectively with all levels of employees.
Must have strong interpersonal and negotiation skills.
Must have a collaborative work style, one which fosters cooperation and teamwork.
Must be able to exercise discretion and good judgment, with an ability to understand the effect of decisions overall in the company.

Must have exceptional analytical skills, including the ability to extract, compile and analyze data.
Must have high level of proficiency in Word, Excel, Outlook, and related applications.
Must be detail oriented with a high degree of accuracy.
