Gas Plant Power Generation Specialist - ECC - United States





ECC seeks a Gas Plant Power Generation Specialist who at a minimum, must have a bachelor’s degree in electrical engineering and must be a registered electrical engineer with experience in gas powered generation plant design and construction. Experience with Independent Power Producer (IPP) projects is required. The Specialist must also have experience related to transmission requirements for generation plants. Extensive experience in developing countries including Afghanistan or surrounding region is highly desirable. S/he must demonstrate excellent teamwork skills, and excellent written and oral communication skills.

The location of this position will be Kabul, Afghanistan with some travel required to the Northern provinces to review the progress of power plant development.

The USAID-funded Mining Investment and Development for Afghan Sustainability (MIDAS) project was launched in March 2013 to assist the Government of the Islamic Republic of Afghanistan (GIRoA) to responsibly and efficiently develop the nation’s mineral wealth. MIDAS supports the Ministry of Mines and Petroleum (MoMP) and the Afghanistan Geological Survey (AGS) to improve expertise for resource extraction, develop investor-friendly laws and regulations, and increase opportunities for Afghan businesses to participate in the extractive industries value chain.

Natural Gas is the top priority of the Afghan Government. In particular, the Ministry of Mines and Petroleum is currently drilling and rehabilitating gas wells in Sheberghan province. The aim is create a pipeline and gas-fired power plant in Mazar-e-Sharif to address energy shortages across Afghanistan. An 89km gas pipeline from Sheberghan – Mazar, which supplies the Northern Fertilizer Power Plant (NFPP) in Mazar-e-Sharif, is also in dire need of repair. It is undergoing rehabilitation. Completion of these projects is an important step in Afghanistan’s quest to become energy independent in supplying electricity to residents and businesses.

Basic Qualifications


15 years’ experience in construction, inspection and, quality assurance in gas power plants. BS degree in a field relevant to engineering or construction from an accredited college or university.


Preferred Qualifications


10 years of development country experience is required and conflict and/or post-conflict experience is highly desirable. Extensive knowledge in concepts, principles and practices of construction and the specific challenges presented in developing countries. Experience in Afghanistan or the surrounding region preferred.
