Description:
FHI 360’s Global Education Department focuses on education development throughout the developing world. Most work is conducted through contracts and cooperative agreements from the US Agency for International Development. The Global Education Department currently implements large multi-year USAID-funded education programs in ten countries across Africa, Southeast and Southwest Asia, the Caribbean, and Central America as well as other programs that focus on research or targeted technical assistance in another five countries for donors such as DfID, Unicef, and the World Bank. The Global Education Department also has major technical and research initiatives in early grade learning; education equity; education information systems; institutional performance improvement; and post primary and higher education and workforce development.


The Global Education Department seeks a Program Officer I to provide administrative, financial, programmatic, logistical and other operational support to the USAID-funded Afghanistan University Support and Workforce Development Program (USWDP). The Program Officer will devote 100% time to the USWDP project through at least December 2016 after which time he/she may support additional projects in the Global Education Department at FHI 360.


The USAID-funded University Support and Workforce Development Program (USWDP) is designed to help Afghanistan’s higher education professionals effectively manage the growth of tertiary education while improving academic quality. The project’s period of performance is January 2014 through December 2018. The USWDP project focuses on improving the management capacity of the Ministry of Higher Education (MoHE) and up to 11 public universities to ensure quality education and employment for an increasing number of university-educated Afghan men and women. The project also assists in developing learning environments that foster well qualified and professional faculty members, highly capable and motivated students, diverse and market-oriented academic programs, sustainable public-private collaboration, international university partnerships, and other innovations that move Afghanistan toward the higher education system it deserves.


Job Summary / Responsibilities:
Provides project backstopping support to the management team in the field and HQ in the areas of procurement, travel, HR, sub-award, communications and finance.

Serves as a project liaison with Enterprise Services units, including Purchasing, Accounting, Human Resources, Contract Management Services (CMS), and Information Technologies, as appropriate. It is anticipated that the majority of time will be dedicated to working and regularly following-up with the Purchasing and CMS departments to move forward critical and time-sensitive activities in support of project implementation in the field.

Manages the recruitment and hiring of short-term technical assistance for the project. This includes coordination and posting of Scopes of Work (SOWs), leading consultant selection processes in compliance with FHI 360 polices, obtaining CMS approval and issuing consultant agreements, initiating travel and security clearance, including visas, and accepting final deliverables and processing consultant invoices.

Facilitate expatriate staff/dependent travel and posting/repatriation, including shipping and storage of household effects, processing of travel documents, international insurance coverage, general logistics, and employee benefits. Additionally, assists with the management of allowances for expatriates, including processing of Travel Authorization for R&R and home leave, expense reimbursement, etc.

Works with Project Director, Project and Finance Managers to assist with management of the Award, sub-awards, developing project tracking tools, processing vendor invoices and subcontractor payments, and expediting contract actions.

Provide communications support to programs as needed by reviewing, editing and writing reports on a quarterly basis.

Documents and shares project accomplishments, success stories, and lessons learned among internal and external partners.

Ensures regular reviews and updates to project web site and other communications materials.

Maintains proper filing systems, both electronic and hard copies, in accordance with FHI 360 policy.

Performs other job-related duties as assigned.


Qualifications:
Bachelor’s Degree or its International Equivalent – Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences International Development, Human Development or Related Field.

Typically requires a minimum of 2-5 years’ experience with public health program management, US Government rules and regulations.

Articulate and professional and able to communicate in a clear, positive fashion with clients and staff.

Must be able to read, write, and speak fluent English; fluent in host country language as appropriate.

Prior work experience in a non-governmental organization (NGO), government agency, or private organization.

Prior experience using Microsoft Office Suite preferred.
